This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR PART 12 and FAR Part 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Combined Synopsis/Solicitation Number is:

W912L2- 20-T-0001. This solicitation is being issued as a Request for Quotation (RFQ). Quotes are due by FEB 21, 2020, 5:00 PM Eastern Standard Time. This procurement is a 100% Small Business Set-aside IAW FAR 19.502-2(a).

This solicitation incorporates the provisions and clauses that are in effect through the Federal Acquisition Register (FAR) Circular FAC 2020-02 effective date 12-23-2019. Only qualified offerors may submit quotes. The associated North American Industry Classification System Code (NAICS) is 722320/Caterers with a Size Standard of $8M. Failure to submit your quote by the date and time specified may result in your quote being deemed non-responsive.

The following commercial items are requested in this solicitation:

COMMERCIAL ITEM DESCRIPTION: The USP&FO for Arizona has a requirement for: Catered Meals.

1. INTRODUCTION: The USPFO for Arizona, on behalf of the Arizona Army National Guard (AZARNG) intends to establish multiple Blanket Purchase Agreements (BPAs) through a competitive process of selection for catered meals delivered to various locations in the State of Arizona. Each BPA will have a five (5) year ordering period. A minimum of three (3) BPAs and a maximum of five (5) BPAs will be established.

The total ordering period under any BPA established to meet this requirement shall not exceed a total of five (5) years. The ordering period shall begin March 1, 2020 and end February 28, 2025.

2. CONTRACTING VEHICLE – BLANKET PURCHASE AGREEMENT (BPA): The BPA is a method of acquiring a variety of goods and services under an agreement and becomes a contact when an order is issued. BPAs are used by government agencies and organizations for simplifying the government purchasing process. A BPA between the Government and a vendor allows individuals authorized to use the BPA to place orders with simplified documentation. A BPA does not obligate the Government to place any orders, nor does it obligate the vendor to accept any orders. Once an order against a BPA is issued by the Government and accepted by the vendor, an enforceable contract is created. Each BPA is established with a ceiling limit often far in excess of the anticipated aggregate value of all calls under the BPA during the ordering period. This is only for flexibility to allow the instrument to be used under extraordinary circumstances. The anticipated ceiling for each established BPA is $999,000.00 Vendors are cautioned that the BPA vehicle is not a promise of award, of any value during the ordering period and that the BPA ceiling is by no means an indicator of business volume. Historical information for this requirement indicates that overall requirement costs for subsistence meals delivered approaches $250,000 per year.

However, based on trend analysis, this cost is expected to continuously decrease over the next five (5) years. Vendors should take notice that the overall requirement is met by calls issued among several BPAs throughout the ordering period and therefore there should be no expectation that the anticipated volume under a BPA would approach the $250,000/year mark but rather a fraction of this amount throughout the ordering period. Therefore, if five (5) BPAs are established, the volume of business would be gauged at closer to $50,000 per year or less depending on need and whether the vendor has the capacity to meet the entire state’s order at one time or just part of it (specific area of the state). Please reference the attached SOW for more detailed information.

3. GOVERNMENT FURNISHED EQUIPMENT (GFE) AND SERVICES: AZARNG shall provide the following: None, unless a facility is available in which to allow for receipt and distribution of catered meals.

4. SUPPLY REQUIREMENT: The contractor will be required to provide catered subsistence meals delivered to various locations across Arizona for the Arizona Army National Guard (AZARNG). The requirements of this contract include providing the breakfast, lunch, and dinner meals as well as the condiments, plates, napkins, cups, and cutlery.

5. QUOTES REQUESTED: Interested vendors are to quote a full meal rate for each meal (breakfast, lunch, dinner) inclusive of all staffing requirements and delivery charges for a period of five years. Vendors who enter into a BPA with the USPFO for AZ will be asked to provide a quote using the attached pricing schedule. NOTE:

THE GOVERNMENT IS EXEMPT FROM TAXES. Vendor quotes must be good for 30 days after solicitation close date.

6. BUSINESS TYPE: The NAICS code is 722320 and the size standard is less than $8M. In accordance with FAR 19.501, the Government intends to establish a minimum of three and a maximum of BPAs with small businesses under this NAICS. In the event there are not enough responses from capable small businesses, quotes from large businesses may be considered.

7. INDIVIDUAL CALL AWARDS: Individual calls against any BPA shall not exceed the Simplified Acquisition Threshold of $250,000. Because the BPAs will have been established through competition, individual calls may not be competed among BPA holders. Once the BPAs are established The Government reserves the right to place calls in the best interests of the Government to meet any catered meal requirement.

8. SYSTEM FOR AWARD MANAGEMENT (SAM): Interested parties are required to provide their DUNS numbers for verification of current registration in the System for Award Management (SAM) https://WWW.sam.gov/ This system is the Central Contractor Registry in which a vendor must be registered to be eligible to conduct business with the Government. Responsibility determinations will also precede the establishment of a BPA with each and every vendor.

8. PAST PERFORMANCE: Past performance will be considered in the selection of eligible vendors to the extent that relevant adverse past performance evaluation within the past three years will disqualify the vendor from consideration.

9. DELIVERY/PLACE OF PERFORMANCE: Delivery shall be free on board (FOB) DESTINATION to various locations in the State of Arizona, United States of America. FOB Destination shall be a location inside the State of Arizona as specified with each call. This means the seller must deliver the goods on its conveyance at the destination specified by the buyer, and that the seller is responsible for the cost of the shipping and risk of loss prior to the actual delivery at the specified destination. All BPA call/orders shall be issued on a firm fixed price basis.

10. PERIOD OF PERFORMANCE/ORDERING PERIOD: 1 MARCH, 2020 (or from initial date of BPA establishment if established after 1 MARCH, 2020) through FEB 28, 2025.

12. EVALUATION: Evaluation -- Commercial Items (Oct 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

The basis of award will be best value. Best value is the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement. The evaluation factors in no particular order of importance are price and past performance and capability of the vendor to satisfy the requirement in accordance with FAR 12.602. Vendors must submit with their quote the following information:

1. The names, addresses and contact information (include phone or email contact) for a minimum of 1 and a maximum of 2 references for which you have delivered DELIVERED catered meals similar to the way described in the Statement of Work within the past 3 years. (FAR 15.304). If the vendor has no past experience, the vendor will be rated with a neutral rating for this factor.

Similar is defined as being within the same approximate scope. In this case, similar would be a vendor having delivered a minimum of 25 to over 150 catered DELIVERED meals as specified in the SOW to multiple groups when each of the groups are located at multiple separate and distant locations (from 1 to 250 miles separation) at one time. As part of the evaluation of past performance the Government will contact each reference and ask for their evaluation.

Vendors may submit qualified quotes. For example, a vendor that wishes to be considered only for the Northern Arizona region may submit a quote specifying this. For example, a vendor that wishes to be considered only for the Phoenix metro and valley area may submit a quote specifying this. For example, a vendor that wishes to be considered only for the Tucson and Southern Arizona region may submit a quote specifying this.

2. Additionally, vendors must submit a capability statement describing in detail how the vendor will be organized and the approach your company will take in order to successfully complete the requirement. Also describe your capacity to make and transport all meals in order to keep them fresh until they are served.

3. Prices for breakfast lunch and dinner meals by completing the attached pricing schedule. Delivery fees on the pricing schedule are identified as expected additional costs for delivery outside the vendor’s normal delivery area with an epicenter of Papago Park Military Reservation (PPMR) 5636 E. McDowell Rd, Phoenix, AZ 85008.

Historically, most interested vendors are based out of the Phoenix area, hence the format of the pricing schedule. If the vendor is submitting a qualified quote for a particular area such as Northern Arizona or Southern Arizona, then the vendor is not eligible for delivery fees in that area if it is inside their normal delivery area. This does not preclude vendors based out of the Northern AZ Region or Southern AZ Region from submitting quotes that claim capability to serve all locations in all of Arizona.

Failure to submit any of the above information may result in no further consideration given to your quote.

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in the establishment of a Blanket Purchase Agreement (BPA) without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before the establishment of the BPA.
