About this file
This document is an amendment to a solicitation for a Blanket Purchase Agreement (BPA) for contract lodging services to accommodate Texas Army National Guard (TXARNG) personnel during training events. The amendment adds two new lodging locations, provides questions and answers related to the requirement, and clarifies various terms of the BPA.
The key details are:
- This is a new requirement, not an existing contract.
- The BPA will have a 60-month order period and is set-aside 100% for small businesses under NAICS code 721110.
- The solicitation is seeking quotes for lodging accommodations within 30 miles of three specified locations in Texas.
- Payment will be made via government purchase card, with a designated cardholder handling the group checkout.
- Complimentary breakfast is highly encouraged but not required, and a tax-exempt form will be provided.
- Lodging must meet fire/safety requirements and be approved for federal government travel.
- Pricing will be established in the base period and reviewed annually.

Questions and Answers:
1) Is there a current awardee for this contract or is it a new requirement? If there is a current awardee, what is the solicitation number?
ANSWER: This is a new requirement.
2) If payment is made by Government Purchase Card (GPC) instead of through WAWF, will a designated staff member handle the payment for the entire group with a single GPC transaction at checkout? Or will individual guests be responsible for paying for their own room at checkout using their own GPC?
ANSWER: If payment is made by the GPC a designated card holder will handle the payment for the entire group with a single GPC transaction at checkout. Government Travel Credit Cards (GTCC) are not an authorized form of payment.
3) Is there an estimate of how many parking spaces are needed?
ANSWER: the estimated number of parking spaces is between 10-75 spaces and varies on the amount of unit personnel.
4) Is complimentary breakfast requested?
ANSWER: Complimentary breakfast is not specifically requested, but highly encouraged.
5) Could you provide a rough schedule or estimated dates for the unit training assemblies (UTAs) and any potential weekday lodging needs? This information would be helpful for coordinating room availability with the hotels.
ANSWER: For operational security reasons a rough schedule or estimated dates will not be provided. Multiple BPAs are anticipated and awards will be rotated amongst the BPA holders and information provided prior to the need date.

6) Will a tax-exempt form be provided?
ANSWER: Yes.
7) Are third-party travel management companies allowed to respond to this solicitation? Or are you looking for quotes directly from hotels?
ANSWER: We are looking for quotes that meet the specifications of the RFQ. Our preference is quotes directly from hotels.
8) What is the anticipated start and end date for this BPA? All I could find on the pricing sheet is "Tentative Base Year PoP: 60 month order period". There is no exact start date.
ANSWER: Anticipated need date is as early as October 31, 2024. The end date is 60 months thereafter or when the ceiling has been reached, whichever event occurs first.
9) Does the hotel have to have a specific rating such as AAA, or a 3 star rating?
ANSWER: In accordance with SOW Paragraph 2.1.2 the Lodging accommodations shall meet fire and safety requirements per the National Fire Protection Association (NFPA) Code 10, Code 70, Code 101 and Code 96. Texas Health and Safety Code - HEALTH & SAFETY § 341.066. Tourist Courts, Hotels, Inns, and Rooming Houses. Additionally, the hotel shall be approved for US federal Government employees while on official travel and on the List of Approved Hotels and Motels for Federal Travelers (fema.gov).
10) The statement of work references a 5-year term, but the pricing sheet appears to cover only one year. Should we provide rates for the first year with the understanding that rates for the optional years can be adjusted with a 30-day notice?
ANSWER: Yes. Pricing will be established in the base period and reviewed annually.
