Questions and Answers

(Note some questions and answers are repetitive to ensure contractor’s questions were acknowledged and responded to).

1) Is the Government going to keep using the existing satellite television receivers?

Yes, we intend to continue using the current equipment, receivers, and cabling for existing locations. This also means that Dish Network will be required.

2) Would the Government group locations by camp/location and provide specificity?

See “SAT TV Validation”

3) Would you provide the number of drops per building?

See answer 2 above.

4) Which provider is the contractor to provide?

It has been decided that we will continue to use Dish and the current equipment.

5) a. Will awarded contractor have access to all required buildings, offices, rooms, to include Comm/Electrical rooms?

Awaiting response from J6 regarding access/use of Comms rooms. Awaiting response from CFMO regarding access to electrical rooms. Since we have elected to keep current cabling runs and most sites currently have service, this doesn’t apply to the majority.

6) Would the Government provide the distribution point of each room for all service locations?

For locations currently with service, the expectation is for current coax runs to be used.

Should the coax need to be replaced, it should follow the current run.

For new locations, CFMO will have to identify appropriate cable path.

7) Would the Government provide floor plans with room measurements?

Armory floor plans can be provided as required.

8) Can the Government confirm if Coaxial cable exists on all drops?

Cabling is only present at sites currently with service.

9) Will SIPRNet wiring need to be addressed/avoided/cared for as part of installation where needed?

Awaiting response from J6 and CFMO.

10) Would the Government assure it verifies which rooms have a specific drop (per television) for each room?

Yes (see question #2 and #3 response)

11) Would the Government verify the number of drops for each location?

12) Is television mounting going to be required at any location?

No. Contractor will not be required to mount/dismount any TV. It will be the responsibility of the site POCs.

13) Would the Government provide the minimum channels required, and or state a standard television package is acceptable?

14) Does the Government require backup antennas for local OA/OGA for when storms et cetera disable satellite television programming?

This is not a requirement.

15) What is the Government's need by date upon award?

The delivery date on the PR is the need by date. Since we have elected to maintain current service and equipment and most sites are currently in operation, it is expected that there shouldn’t be a significant time requirement for transition to new contractor.

16) Does the Government understand that if a television is not present, and the contractor installs satellite equipment, there is no way for the contractor to verify successful connection?

This is understood. Service visits were included in PR for such instances.

17) Is the Government aware that wire will have to be ran along the wall when there are 'hard walls', i.e. concrete or cement block walls?

It is preferred that cabling be run along walls efficiently, pending additional feedback from CFMO.

18) Is plenum (fire rated) or non-plenum cable required?

Plenum cabling is required. If there is a change to this an amendment will be issued clarifying and providing an updated solicitation close date.

19) What are the required building codes the contractor is responsible for following, in terms of state, local, and any specific NGB building codes? This is very important to locate any specific NGB building codes.

Currently, no specific NGB building codes are required to be observed. The contractor is to make himself/herself aware of any local/county/state codes. If there is a change to this an amendment will be issued clarifying and providing an updated solicitation close date.

20) Is the contractor expected to penetrate roofs?

Roof penetration is not required and shall run wires as previously done. If there is a change to this an amendment will be issued clarifying and providing an updated solicitation close date.

21) Would the Government provide the number of stories for each building were drops are required?

22) What responsibility does the contractor have if existing lines are used but the satellite services don't work due to provable faulty wiring or equipment?

Expectation is that contractor would replace faulty equipment/cabling, as required.

23) Would the Government provide maps of each camp/location that identifies each building, and/or GPS coordinates for each building that requires a drop?

Most locations are address specific, stand-alone armories can be located with GPS/Google. Local site maps can be provided for locations such as Camp Mabry, which have multiple buildings.

24) For televisions in a fixed position, is the contractor responsible for removing, lowering, and re-installing televisions in providing service?

No. Contractor will not be required to mount/dismount any TV. It will be the responsibility of the site POCs.

25) Would the Government confirm addresses, building, location, room numbers, and exact number of drops for each room?

26) How many sites, buildings and rooms already have services in place?

This list has been sent out to the field for validation (see question #2 and #3 response).

27) What is the exact count of cable/tv drops per building, per room, per site?

This list has been sent out to the field for validation (see question #2 and #3 response).

28) What are the hours of access for each site?

Hours of availability will be between 0800-1600 (8:00 AM – 4:00 PM) Mon-Fri, excluding

Federal holidays. Coordination should be made with site POC.

29) Will we have a POC for each site?

Site POC and contact information will be provided for each site (see question #2 and #3 response).

30) Do any rooms require or request dvr service?

No, DVR service is not required at any location.

31) Are we mounting any tv's at any sites?

No. Site POC is responsible for mounting/dismounting television.

32) Are we authorized to make exterior penetrations wherever needed?

See question #2 and #3 response.

2.1. Is the signal source Dish at the rest of the TXARNG properties? Yes.

2.1.1. If not, what is the signal source at each property? (DirecTV, Local Cable, etc.)

N/A

2.2. Will we be given a contact name and number for each of the 32 addresses in the matrix? See “SAT TV Validation”

2.3. Are there any sites with no current service? (New installation) Yes

2.4. Will any new wiring be required at any TXANRG sites? Yes, at new sites

2.5. Will you require a transition plan as part of the proposal? A proposed installation schedule is required, assuming a 1 July 2022 award date.

2.6. The transition of all sites must be completed in how many days? (60, 90, etc.) As part of your quote, you shall provide your proposed installation schedule. Note “FAR 52.212-1 Addendum Instruction to Offeror’s” for changes.

2.7. Does the transition clock start after the kick-off meeting or upon contract award?

Upon contract award.

2.8. What is the new due date for proposals? 6/10/2022.

2.9. Could TXARNG provide floor plans of each of the facilities? (Floor Plan, Fire Escape, etc.). Yes, will be provided to the awardee.
