QUESTIONS AND ANSWER SHEET

FOR

W912L1-19-R-0002 Mobile and Dental Services

NUMER VENDOR’S QUESTIONS GOVERNMENT’S ANSWERS

1 Can you tell me if these services are currently being performed by a contractor? If so, could you please provide the incumbent name as well as the contract number?

No incumbant

2 Could you please tell me if the Combined Synopsis/Solicitation posted as solicitation number W912L119R0002 on FBO contains requirements similar to any work performed currently or in the past, or will this be a new requirement?

If possible, can you please provide the most recent contract or task order number?

- W912L1-19-P-0072

- W912L1-19-P-0075

- W912L1-19-P-0076

- W912L1-19-P-0074 Prior awards were posted on FBO accordingly. For the past 12 months, all requirements have been listed as standalones; IDIQ will have the same type of services.

3 Questions for Attachment 02 and Attachment 03 (Scenario One and Scenario Two) are identical, with only the events days, PAX, and locations differing. Other than adjustments made for staff and equipment numbers – reflected in the pricing worksheet - the answers to each scenario would be identical.

This seems redundant. Can one of these sets of scenario questions be dropped?

The scenarios are based upon prior experience by the TXARNG and are designed to determine consistency, flexibility, and staffing/ equipment capabilities of vendors.

Although redundant, both must be completed.

4. Regarding Attachment 01, Pricing List Master IDIQ: Is this simply a worksheet for contractors to use to get to the total bid price for ITEM

The price list must be completed for the base and option periods. The prices should be used to price the two scenarios in the solicitation and if awarded the contract, the price lists would be used to price the task orders and

0001 and each option year following, rather than a document needing to be returned with proposal? Solicitation states:

Pricing List for Master IDIQ (will be used only for awardee to validate task order pricing). It’s impossible to know most of the line item pricing without knowing what the PAX numbers are for any given task order. You’re already requiring the pricing from scenarios one and two to be the reference point for the total proposal so not sure how this is relevant, otherwise.

when the task order proposals are submitted for an event, the pricing will be validated against the price list.

Each scenario should show the detail on staffing, supplies, assets, etc.

5 Technical Exhibit 3 shows 18,782 PAX per year. Historically, how many events per year are needed to cover these PAX?

a. What is average number of events per month?

b. What is the largest number of concurrent events on any given weekend?

i. C. How often do concurrent event weekends occur in an average year?

50-50- 60 events annually

a. up to 10 events per month

b. up to 10, but typically 3-4/weekend

c. NOV & JAN-MAY typically have multiple concurrent events as well as consecutive weekend events.

d. 5-10 events annually will be held Mon-Fri (not weekends).

6 Does TXARNG or contractor pay for case management of dental treatment issues beyond dental emergencies from treatment at an event? (Who’s responsible for items not able to be completed at event:

endo retreats, difficult extractions requiring sedation, large treatment plans requiring too much event time at the expense of smaller treatment plans, etc….?)

TXARNG will pay for post-event dental case management for Soldiers whose treatment cannot be performed on-site at an event due to extended treatment plans, etc. (See PWS Section 5.4.2.1). Within 24 hours of completion of the event, the Contractor shall provide a by-name roster of all Soldiers that require post-event dental case management to the Office of the State Surgeon All dental case management will require prior approval by a TXARNG Dental Officer (See PWS Section 5.4.2.1)

7 Does TXARNG provide immunization serums?

How those are transported to the various event locations?

TXARNG provides all immunization serum. Vendor will pick-up immunization serum at one of the four TXARNG MED DET locations prior to event and return unused serum with cold chain verification.

8 Does TXARNG have a lab account for lab draws?

Prefer for vendor to have lab account for draws and to ship/drop off all labs post-event. Vendor is responsible

Does contractor give all lab draws to TXARNG rep at end of event?

Does TXARNG input lab results to

HRR?

for all data entry into MEDPROS and scan/index of results into HRR.

9 How many days in advance of events are final rosters given to contractor?

Rosters will be provided at 90/60/30/7 days prior to event

10 Does TXARNG provide a unit rep to pull Medpros on add-ons/walk-ins

Is there a limit on add-ons/walks-ins permitted per event?

Vendor will process all walk-ins. Walk-ins will not exceed 10% of scheduled personnel.

11 Did the incumbent contractor on your most recent long-term contract perform any root canals at events?

Molar root canals? 3rd Molar extractions?

Yes

12 RFP wants documents submitted in 4 Volumes, but does not adequately articulate specifically which components of the 10 document checklist items fall into which volume. Is there a particular area you these should be addressed?

Reference the RFP pages 44-49. There is no particular area these should be addressed. However, the volume should be labeled accordingly.

13 Will there be a single award to one vendor or to multiple vendors?

There will be a single award to one vendor

14 Will the TXARNG sponsor the vendors NOSTRA account for ordering eyewear?

TXARNG has a NOSTRA account that is funded separately from this contract. Vendor will be responsible for executing all aspects associated with the NOSTRA account.

15 Will the TXARNG sponsor CACs for Contract Personnel?

Absolutely

16 Post award, how will the government determine the price for a PHA/SRP event?

The awardee will use the price list that was submitted with this proposal for all events -SRP/FMR or dental only events. The staffing of the event will be an area for discussion if it appears unbalanced.
