PRE-FABRICATED FACILITY GUIDANCE
The bonding/layout room shall be comprised of the following detailed guidlines:
HVAC Controls
HVAC system will be stand alone.
Temperature Requirement. At the absolute minimum, the facility must be designed to maintain the temperatures in Figure 1. In all practicality, the temperature will be kept below 75F
The bonding/layup room must be maintained at 80F or below.
Humidity Requirement. This is a hard requirement for the bonding/layup room. Facilities must be designed to maintain the range in Figure 1. Evaporative coolers (swamp coolers) shall not be used as they humidify the air too much and are ineffective at lowering the temperature on humid days.
Air Filtration Requirement for Bonding/Layup Room. This is a hard requirement. The HVAC system shall be equipped with a MERV 11 or higher rated filter and operate continuously when the room is occupied. Filters will be inspected monthly and changed as needed; alternatively, a static air pressure gauge may be used to determine when filters need to be replaced. ISO Class 8.5 clean room (or Class 300,000) with an operational occupancy state (when in use).
To keep initial construction and operating costs to a minimum, the system can be designed around common sized household type filters such as the 3M Filtrete Ultra Allergen filter (or equivalent); this filter is a 1” thick pleated filter meeting MERV 11 values (3M uses a different measurement system, but this filter does meet MERV 11.
The thermostat should allow the user to select “auto” or “always on” for the blower motor. The technician can select the “always on” feature prior to and during bonding operations to ensure airborne contaminates are kept to a minimum; the technician can select the “auto” feature when the room will be unoccupied; this will save money because the blower motor will work less.
Positive Pressure. This is a flexible requirement for the layup room. Only a slight positive pressure (0.05” water) is needed. A layup room shall NEVER be designed with a negative pressure.
Fresh Air Intake. This is highly recommended for the layup room. Ten percent fresh air taken into the HVAC system prior to the filters is the norm for composite repair areas. The fresh air intake shall be located away from sources of contamination; that means away from internal combustion engines (idling vehicles) or places where aerosols are used.
The room should be relatively air tight; however, a slight crack under the personnel door to allow a flow of excess air out of the clean room will aid in removing fumes from epoxy resins and/or solvents, as these fumes are heavier than air. As an alternative to fresh air intake (fresh air must be heated or cooled and that uses utilities), a carbon filter which absorbs organic vapors may be placed in the HVAC system and the room built more airtight; initial and recurring costs of a carbon filter system should be taken into account before a decision is made.
The bonding/layup room should always be kept cool because of storage of resins. To save on air conditioning costs, a switch/lever can be installed to allow the technician to control if/when fresh air is allowed into the system (fresh air would need to be heated or cooled thus increasing utility costs).
Return Air Intake. This is a flexible requirement for the layup .The return air intake should be located approximately 18 inches above the floor.
Forced Air Supply Vents. This is a flexible requirement for the bonding/layup room. The forced air supply vents should be located at least 6 feet above the floor or in the ceiling and at the opposite end of the room as the return air intake.
Eye Wash and Emergency Showers. This may be a hard requirement for the bonding/layup. An eye wash is usually required; it can be either hard plumbed or it can be a portable eye wash.
Fire Extinguisher. Plan on locating a fire extinguisher in the bonding/layup rooms. The fire extinguisher should be located in normal paths of travel such as near exits and not obstructed or obscured from view; it must be within 50 feet of travel distance; use multiple extinguishers if needed. An additional fire extinguisher is needed outside of (but within 10 feet of) the door to the room where flammables are stored.
Sprinkler System. An automatic sprinkler system is required and shall be drawn from the existing facility.
Windows. A single windows should be placed in a practical place to facilitate communication between personnel in the bonding/layup room and those in the general shop area. The window should allow personnel in the shop to see the entire bonding/layup room. Such windows shall be capable of being opened from both sides to allow conversation and/or the passing of small tools/materials.
Doors. This is a hard requirement for both the bonding/layup room. The room shall have both a personnel door and a 16’x10’ large door (such as a roll-up door) large enough for the largest part (and dolly) expected to be repaired in the room. If the door is motorized, the motor, greased gears, etc should be placed on the outside of the layup room; this will help prevent contamination.
Floor Surfacing. This is a hard requirement for the layup room. The floor shall not be bare concrete or wood; it can be sealed, painted with a durable paint, or covered with tile or linoleum.
Walls. This is a hard requirement for the layup room. The walls, to the greatest extent practical, shall be free of overhangs, ledges, protrusions and other dust traps. They shall be a smooth, easy to clean surface.
Ceiling. A suspended ceiling with sound absorbing tiles is preferred as long as the room is not subject to intense vibrations that will cause the tiles to release particles which will contaminate the room.
Size. The room shall be sized 24’x40’x10’
Color Scheme. Light reflection and glare may become a hazard because of the need for smooth, hard finishes in the layup room. Floors should be light colored to aid in reflectivity. Walls within the field of vision should be the same color; paint should be semi-gloss for ease of cleaning (gloss paint reflects too much and causes eye fatigue).
Electrical Requirements
Outlets. This is a hard requirement for the layup room and recommended for the damage removal area. An ample number of 120 volt 20 amp and 240 volt 30 amp outlets shall be placed in the room. No more than two sets of outlets should be placed on a circuit. The freezer and refrigerator must be placed on their own circuit. Just as an added precaution, keep the electrical outlets at least 40” above the floor…this keeps them out of the vapor path area as vapors are heavier than air and tend to collect near the ground.
Lighting. This is a hard requirement for the layup room. Lighting shall be at least 75 foot candles at the work surface, preferably 100 foot candles or more.
Divide the lights to two different switches. Users can turn on half the lights when they are merely getting supplies, stocking supplies, or cleaning the room; they can turn on the second set of lights when they are doing detail work. Use energy efficient light bulbs. Florescent lighting is very common, energy efficient, and the bulbs are easy to obtain and inexpensive to replace.
florescent bulbs as an example.
Compressed Air Filtration. This is a hard requirement for the compressed air supply in the layup room. Filter Efficiency. Multiple stage filters will be required.
For composite work, the final filter must remove extremely fine particulate and be virtually oil free. Filters designed to provide instrument quality air such as the Wilkerson Grade C filter and the Balston grade BX filter are acceptable and information is shown in appendix K.
Filter Location. Whenever possible, the filters should be located outside of the rooms, but as close as practical to the point of use; this is so that they do not contaminate the room when they are drained. If filters are located in the rooms, they shall NOT have automatic drains.

(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449). However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.
(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--
(1) The solicitation number;
(2) The time specified in the solicitation for receipt of offers;
(3) The name, address, and telephone number of the offeror;
(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;
(5) Terms of any express warranty;
(6) Price and any discount terms;
(7) "Remit to" address, if different than mailing address;
(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);
(9) Acknowledgment of Solicitation Amendments;
(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and
(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.
(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions or commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.
(f) Late submissions, modifications, revisions, and withdrawals of offers:
(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--
(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or
(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or
(C) If this solicitation is a request for proposals, it was the only proposal received.
(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified.
