1) Will the role player minimum wage be $10.80 per the forecast for the 2020 Wage Determination? The solicitation includes 2019 figures?

The Wage Determination that were included in the solicitation was the most updated available through beta@SAM.gov from Department of Labor dated 09/16/2019. If updates are made prior to award, those will be incorporated.

2) Can the post award meetings be attended via phone?

Yes. An email Debrief will also be sent out following the determination of Award.

3) 5.0 of the PWS indicates that the contractor is to provide the role players. Technical Exhibit 3 on page 63 of the PWS indicates role players are being provided. Please clarify.

This was an administrative oversight and has been corrected in the new PWS posted with the Amendment.

4) If role players are to be provided, how many are requested. The only indication as to numbers is in Technical Exhibit 3 on page 63 where it mentions a patient flow-rate of 60 per hour. Please clarify.

The requested number of role players is based on the contractor’s determination of how many are required to meet the expectations within the PWS. An average number of those required to perform each scenario and task for the exercise is included in the Exercise schedule provided in the Amendment.

5) To assist the contractor is developing transportation costs, what is the distance from the parking area and moulage/break area to the training site?

Average mile to two miles

6) Can the contractor moulage and place mannequins at exercise location on Jan 8, the evening prior to exercise kickoff?

Yes.

7) 5.2.2.1 of the PWS indicates that five (5) mannequins are needed. Following the breakdown in 5.2.2.5 of the PWS, there would be three (3) adults, one (1)child and one (1) infant. Does this suffice?

Yes.

8) The contractor understands they must provide a fixed moulage and role player break area. 3.1. of the PWS indicates the contractor will have access to facilities. Does this include a hard structure these purposes or will the contractor need to provide a tent and electricity?

No tent required. There is a hard structure available and electricity is provided.

9) How many casualties are expected to need glo-germ each day?

2 scenarios; 5 patients each day will require glo-germ

10) How many sets of cut-away clothing are expected to be needed each day?

No more than 10 a day

11) Technical Exhibit 3 on page 63 of the PWS indicates one moulage artist. 5.2.1.4 of the PWS indicates that the number of artists is based on the number of presentations. Please clarify.

The requested number of moulage is based on the contractor’s determination of how many are required to meet the expectations within the PWS.

12) Please clarify the schedule of events; what are the times for actual exercise play (role-players, EMS manager, etc)? PWS reads 0600-1600 9-13 January.

Please see the attached schedule which includes a breakdown of the scenarios and days that will be performed.

13) Please clarify the quantities of each type of injury required. Are there specific threshold you would like to reach for specific injuries? (specificity can reduce costs while providing medically accurate injuries for triage and treatment)

Please see the attached schedule which includes a breakdown of the scenarios and days that will be performed. As illustrated, the scenarios will become more complex as the days progress until the 12 Jan where they will be the most complex.

14) Is a staging area available IVO the training site?

Yes. The Area will be co-located with the Division White Cell in the hard stand structure

15) Are restrooms available IVO training site?

Yes.

18) PWS lists NIMS/ICS SME support (Para 5.0) but does not revisit the topic. Are NIMS/ICS SME required? If so, in what capacity? (IC/AC/Ops)

This requirement references more an individual that can advise/coach the role players to perform required actions during a requested scenario.

19) How many people will be moulaged per day?

Please see the attached Schedule of Events. The Scenarios and Tasks are identified which will help the contractor determine which personnel will be required moulage based on the requirements to perform each task.

20) What is the scenario?

Please see the attached Schedule of Events. The Scenarios and Tasks are identified.

21) Approximately how many remains do they need?

The remains will be required during the RUN Phase Scenarios on 12 January 2020. Two (2) sets of remains, such as arms and legs, are requested during those scenarios.

22) Will the role players be going through a decontamination wash? This is a determining factor in what type of makeup we use so that it is waterproof.
