Solicitation #W912KZ-16-R-0004 Kentucky Air National Guard Fire Alarm Upgrade Project Q&A

1. Can the Owner provide plans of the building and site? We will need these to know the actual counts for existing devices and location for estimating the project. Plans have been provided to the Contracting Officer, however, they may be partial or incomplete. This is a request for proposal with discovery of the existing condition the responsibility of the contractor. We have provided all the information available from our archives. It is the contractor submitting this proposals responsibility to obtain information or verifiy existing conditions by examining the site. A second site visit has been scheduled for 14 July.

2. Will the contractor be responsible for installation of devices not currently installed? No., this contract includes new fire alarm panels and replacement or existing devices with new devices. This is an RFP and not a bid, you can propose any improvements you see fit, but my suggestion is to separate them from the baseline requirements so that you can be compared favorably to others by price, since price is one possible discriminator. Note, this is a best value contract, so price is not a sole discriminator, so we do not necessarily pick the lowest priced proposal; we pick the proposal that provides the government the best value. We are aware that your proposal might not meet every NFPA code when replacing in kind, however, funds are limited and we want to at least ensure the current system functions properly. So while we require the installation to meet code, that is for the items the contractor will install, additional code items (for example additional smoke detectors in other rooms or sections of a building that should be addressed according to NFPA or UFC) can be proposed but should be considered separate to maximize the competitiveness of your proposal.

3. Can the Owner review the time for the project and increase the performance time to 270 days after NTP based on information provided by Monaco for equipment delivery. Yes, we are liberal with the time, as I mentioned the 180 days was a first guess. You will be granted time as required. There are no liquidated damages, just reputation.

4. Where are the existing 180 Speaker Strobe combinations located listed on page 4 of 40 questions 1.2.6. The existing devices look to be Horn Strobe not Speaker Strobe. Please clarify. A site visit will be conducted on 14 July 16, you will be required to verify this information with our maintenance people. We also provided drawings to the Contracting Officer. However, read the contract please, you are required to determine the number you need during the site visit to replace in kind, our drawings may be in error.

5. For Mass Notification Capability please list the existing building that have MNC and which building have speakers. Quantities will be known by building. We do not have any MNC currently. This contract only requires one set of MNC speakers for test purposes located near every fire alarm panel. A follow up contract will address MNC. Panels should be sized however, to meet the MNC requirments that will follow in the next contract.

6. We have verified with Monaco that the MAAPX panels and associated equipment will be as a long lead time as shown. “(I need to amend my prior comments about delivery for the MAAPX panels. Production indicated that due to the quantity we will quote a lead time of 120 days after receipt of an order. Lead times could be shorter if smaller quantities on scheduled shipments are arranged. Minimum is still 45 – 60 days.)” The project will start when you get whatever equipment you submit, see question 3.

7. On sheet 4 of 40 section 1.2 if the actual device count differs from the blue prints provide and the rough order of magnitude will the Government give the Contactor a modification for the additional devices? Yes, expected, please obtain the information through a site visit; the information provided on government drawings is incomplete.

8. Will the Owner provide the contractor CAD files of the existing building and fire alarm system. Yes, we have provided PDF drawings, but CADD drawings are available.

9. On page 9 of 40 section 5.2 States the commissioned be through an independent fire alarm certification. Does this mean we have to use a separate commissioning company to perform this task? Yes, you have to use a 3rd party entity to verify the operation of the system.

10. On page 9 of 40 section 5.3 you ask for a bass notification speaker does the owner mean Mass Notification speaker? If so where do the 180 Speaker Strobes listed in page 4 of 40 section 1.2.6 get installed. No, Mass notification speakers are required for only one station as noted in question 5.
