Pre-proposal Questions/Clarifications
Solicitation #W912KN-19-R-6013-OHWS
Updated:27-Aug-19
Submission DateQuestion #QuestionAnswerDate Answered
19-Aug-191The AT is working with the pilot ½ hour a month, correct? Is the expectation the pilot carry out the fitness plan outside of this ½ hour? Are we able to include additional costs in the pricing portion of the PWS? For example, build membership fees into the costs to allow the pilots to utilize the facility to work out?Yea the AT for 1/2 hour is to build a plan that the individual executes. This will not include a membership to a gym/facility other than the time with the AT to possibly demonstrate exercises etc.4-Sep-19
19-Aug-192Regarding metrics reported back to you, do we determine the metrics on performance or will you provide these to us? If you provide, can you share these? Will we work with physician on your team who ultimately determines fitness for duty based on our notes?Yes the metrics will be based on improvements/performance of the individual, however the determination of being fit for duty will rest with the USAF medical.4-Sep-19
19-Aug-193Do I respond to this opportunity in a narrative format outlining our capabilities? As long as we have the data the format is of non issue.4-Sep-19
19-Aug-194We currently have a PT on staff who is also a Certified Athletic Trainer (ATC) would this serve as an equivalent to what is outlined in the document: Possess and maintain current certification by the National Strength and Conditioning Association (NSCA) as a Certified Strength and Conditioning Specialist(CSCS) or certified by the National Academy of Sports Medicine (NASM) as a Performance Enhancement Specialist (PES) or equivalent. This is great, if they can fit both roles then this can streamline the time committed by the individual.4-Sep-19
19-Aug-195The contract states roughly 4 hours of Athletic Training will be scheduled over two days per week (2 hours twice per week) and Up to12 hours of Physical Therapy and conditioning training per week (3 hours per day Tue-Friday) - is the expectation to have these hours blocked off in 2 and 3 hour increments or are the sessions scheduled per the pilots schedule? Do we determine the exact hours we are available during 6a-4p?How we would like to run this is to allow the pilots flexibility in scheduling their times around the flying/office schedule. I would like to have individuals pick the best times for them, but the best way will be to have a set block of time during the week that people can sign up for on our end as they are availible. Coordination between organizations could be via telephone and setting appointments, or for example an excel that details who is using what and when.4-Sep-19
20-Aug-196Technical Exhibit 3 (page 19 of the updated 15 August PWS) calls for the following hours per month:

15 athletic trainer 30 physical therapy 30 massage therapy

But the following page, the pricing sheet, calls for the following hours per month:

16 athletic trainer 48 physical therapy 16 massage therapy

Will the CLINS be based on the former or the latter? The First numbers are the correct values.4-Sep-19
23-Aug-197Can you please clarify:
30 hours/month of MT are needed to provide each pilot (30) with 1 hr of MT. This exceeds the requested 4 hrs massage to be scheduled each week as outlined on page 20. Do I interpret this to mean not every pilot will receive a monthly massage as 4 hrs/week will provide 16 pilots a month w/massage.Yes this is as intended.4-Sep-19
23-Aug-198Also, the PWS states each pilot is authorized for 30 minutes of AT/month, is it permissible to provide additional training sessions for this to best meet needs of pilot?AT will be mainly to build the plan for the individual and to demonstrate exercises etc to improve the individual. If additional visits are needed this will be worked through the unit and we will see if there are pilots that have not utilized the AT service that month.4-Sep-19
