About this file
This is a Questions & Answers document for RFQ W912K6-26-Q-1B3D concerning meal catering services for the National Guard Readiness Foundation (NGRF) Course at Camp Fretterd Military Reservation in Reisterstown, Maryland.
The contract requires meal delivery services (breakfast and dinner only; no lunch) for multiple training periods across 2026: March 9-13, March 23-27, April 6-10, April 20-24, and September 14-18 and September 21-25. Headcount will be 170 personnel per meal until CLASS 008, after which approximately 100 personnel per meal are expected. The Government assumes custody of food upon delivery; temperature compliance must be verified at time of delivery only, with no contractor personnel required to remain on-site during service. The contractor must supply plates, disposables, chafing dishes, and sternos for each meal period and leave this equipment on-site for the duration of service. The Government provides dining area setup and tables. Pricing should be submitted as unit pricing based on entire weeks (e.g., combined pricing for all breakfast meals across March 9-13), in Word, PDF, or Excel format. Headcount modifications within 24-48 hours prior to events require contracting officer approval. Menu specifications require chicken as the primary protein plated separately to support 80% of service members, with 20% receiving non-protein-contaminated alternatives, plus salads for all. Beverages should include potable water containers and electrolyte drinks rather than sodas. Equipment logistics for storing thermal cambros between meal periods will be coordinated with the contractor and point of contact on ground.

Questions & Answers for RFQ W912K6-26-Q-1B3D - NGRF Course Meal Contract
1. Headcount Updates (Section 1.4 / Section 2) The SOW states that a headcount roster will be provided 5 days prior and "updated as changes occur." To ensure we do not incur food waste or shortages, is there a specific cut-off time for final adjustments (e.g., 24 or 48 hours prior to service), or should we anticipate changes up to the moment of delivery?
A: The head count will be provided 5 days prior.
A1. Modification within 24-48 hours prior to the event will require contracting officer’s approval in accordance with statement of work paragraph 3.0.4.
2. On-Site Personnel & Temperature Checks (Section 1.3.1 vs. 1.5.3) Section 1.3.1 explicitly states that "No services will be required under this contract" and that it is a drop-off requirement.
However, Section 1.5.3 states the "Contractor shall... check food temperatures throughout the meal period."
• Question: Please confirm if the contractor is required to have personnel remaining on-site for the full hour to check temperatures, or if this is strictly a drop-off delivery where the Government assumes custody of the food during the service hour?
A: The Government assumes custody of the food during the service hour
A1. Statements were modified in the statement of work revision. Temperature compliance must be at the time of delivery. The government reiterates that no servicing will be required of the contractor. We have our own team for that.
3. Contractor-Furnished Property & Equipment (Section 3.0 vs. 1.3.7) Section 3.0
(Contractor-Furnished Property) states the contractor shall furnish "facilities, furniture, equipment, supplies." However, Section 1.3.7 states that the "Government is responsible for the set-up... of the dining area."
• Question: Can you confirm that the Government provides the tables for the buffet line?
A: Yes
A1. Section 3.0 has been modified to N/A.
• Question: For the buffet set-up, does the Government provide the steam table/heating elements, or is the Contractor required to leave their own chafing dishes and sternos on-site for the duration of the meal?
• A: The Contractor is required to leave their own plates, and/supplies needed for each meal been delivery (e.g., breakfast/Dinner), chafing dishes and sternos on-site for the duration of each meal.
4. Equipment Logistics Regarding the coffee and beverage service, our standard procedure for this type of drop-off is to leave thermal cambros for the breakfast service and retrieve them when delivering the dinner service. Is there a designated secure area at the facility to leave this equipment between meal periods?
A: Will be coordinated with the contractor and POC on ground for this task.
5. The current price schedule includes date ranges that will have multiple breakfast and dinner periods. Do you want us to include unit price for a single meal period on the table (i.e. one breakfast meal to be $7.50/meal). Or do you want us to provide unit pricing based on the entire week (i.e. unit price for 09-13 MAR to include 4 breakfast meals - 4 meals x $7.50/meal =
$30/breakfast date range shown). I just want to ensure we are showing you the correct format on our bid so that it does not become an issue for awarding or billing.
A: Submit a quote including unit pricing based on the entire week (i.e. unit price for 09-13 MAR to include 4 breakfast meals, and the same for each dinner. For example.
Month Day Unit of Issue Quantity Breakfast Dinner Total
March 09 Each 170 N/A
March 10 Each 170
March 11 Each 170
March 12 Each 170
March 13 Each 170 N/A
A1. Same goes for the rest of the months that follow. See Breakdown on Answer 7a.
Quote could be in a Word document, PDF format, or Excel spreadsheet.
6. Could you also confirm that it will be 170 headcount per meal? And that the 170 headcount is not split up amongst the date ranges shown.
A: Each meal will have 170 headcounts until CLASS 008. Class 008-011 will have about 100 headcounts
