PWS, Sections 5.1 Dentist and 5.1.6 Clinical Knowledge and Skills state the licensed Dentist shall possess the required technical skills, expertise, and knowledge to perform the functions. Can the Government please provide the technical, expertise, and knowledge requirements that are necessary for the Dentist to possess in support of this requirement?
Required technical skills and expertise to perform the functions with minimal guidance:
The dentist needs to be able to conduct a basic dental examination, read and properly interpret dental xrays, identify dental issues/concerns, establish a recommended treatment plan and provide dental health eduacation. Additionally, the dentist must know the Army criteria (AR 40-35) of dental classification. The classification is using the dentist best judgement if that Soldier is at risk for a dental emergency within a year.
PWS, pg 13
PWS, Sections 5.1.7 and 5.1.21 Education state that the Dentist will be responsible to educate Soldiers on resources available to improve oral health and dental readiness. Can the Government please confirm that specific written information will be provided relating to the resources available concerning oral health and dental readiness so the Dentist will have the ability to perform this Soldier education requirement?
We will provide specific guidance for Soldiers who require dental treatment, but are unable to afford
it. As for oral health, this is specific to the Soldier and their dental requirements. It could be something as simple as encouraging the Soldier to get an annual dental cleaning or to floss. As for readiness, it could be informing the Soldier that not taking care of x problem will result in them being not deployable. We do not have any handouts for
Soldiers for education.
PWS, pg 16
PWS, Section 5.2.8 Dental Treatment Plan states that the contractor is responsible to ensure the contractor personnel is required to coordinate the dental treatment plan with appropriate medical or dental facilities.
Can the Government please clarify that the dental treatment plan is provided by others and the contractor's personnel is limited to the dental examination only?
The contractor is limited to dental examination only, but will require the knowledge of what treatment is required to maintain a ready status for the military. Some times civilian providers or the Army vendor may ask for clarification of what is required or recommended. This doesn't happen very often and most of the time, the military dentist will assist.
