USCG RFQ
Questions and Answers
Q1- Would we be shooting only interviews at the three locations mentioned, or will there be additional B-roll scenes for us to shoot at those sites?
A1 – Interviews and B-roll.
Q2- How many days of shooting do you estimate at each of the three locations?
A2 – The awarded contractor is responsible for managing the correct amount of travel days needed in total production to satisfy the requirement. A rough estimate is 4-5 production days at each location.
Q3- Would we be able to set the production trips up back-to-back and fly from one location to the next, or should we plan on returning to our home base in between each production trip?
A3 – Pre-production will determine schedule of availability of subject matter for coordinating production trips.
Q4- Approx. how many interviews do you anticipate being shot for this project?
A4 – Unknown at this time.
Q5- Will there be any opportunity to film aboard a current icebreaker in the Arctic Ocean for additional B-roll? If so, where would we rendezvous with the ship?
A5 – Travel is limited to CONUS and unlikely to film aboard a polar icebreaker underway.
Q6 - The statement of experience states that the vendor must have produced a similar documentary-style video for the Federal Government in the last 3 years. Would my firm be excluded from consideration if we produced a documentary-style film for a non-profit within the last 3 years? What if we have completed a project for state/local but not federal are you automatically disqualified for award?
A6 - Yes, for consideration, the firm must have produced a similar documentary-style video for the Federal Government in the last 3 years. This has been determined to be a necessary contractor qualification for this requirement. A video production for a non-profit or state/local government does not qualify for submission (i.e. Not Eligible).
Q7 - Regarding travel, would you prefer to see project costs as a FFP without travel included? For instance, if project costs were expected to be $100,000, we would list that amount and have a maximum budget of $50,000 for travel (according to JTR) which was outside of the Firm Fixed Price. Is that the pricing approach you would prefer?
Q7 - Please use the spreadsheet provided in the FBO announcement to provide a completed quote, which has travel broken out as a separate CLIN.
Q8- Can the Technical Proposal contain additional pages other than the seven listed in the solicitation? We have additional info we'd like to present in terms of company background, personnel bios, past performance, equipment to be utilized, etc.
A8 – No. Information provided in excess of what was requested will not be reviewed for consideration.
Q9- On the video sample reel specs, it states that we need to submit two documentary-style video samples and at least one needs to be a complete production. (We assume that means shown in its entirety.) However, it also says you may limit viewing of samples to 10 minutes.
What if the full documentary sample itself is longer than 10 minutes?
A9 – Yes, please submit up to two (2) video samples. One must be a complete production accompanied by a statement describing the customer's objective for the production, the approximate budget, and what other resources were provided by the customer for the project.
However, if the full documentary sample is longer than 10 minutes, the government “may” limit viewing to 10 minutes cumulative review time.
Q10 - We have done broadcast documentaries, but none were for the federal government. Are we qualified to bid on this?
A10 – No. For consideration, the firm must have produced a similar documentary-style video for the Federal Government in the last 3 years. This has been determined to be a necessary contractor qualification for this requirement.
Q11 - Does this mean that vendors that have done independent documentaries, just not for the government will not be considered or will be given a "fail" evaluation?
A11 - For consideration, the firm must have produced a similar documentary-style video for the Federal Government in the last 3 years. This has been determined to be a necessary contractor qualification for this requirement. Vendors who do not possess this minimum need of the Government will not pass the initial evaluation as detailed in the RFQ.
Q12 - Stylistically, is the Coast Guard envisioning the documentary to mainly feature a mix of interviews and archival material? Or, is there potential for filming current-day scenes "in the field," such as visiting an old icebreaking ship with a retired USCG cutterman?
A12 – The RFQ requires a written creative approach by the contractor. Use of interviews, archival material, etc… will be considered. USCG will not be providing access to an active polar icebreaker deployed on mission.
Q13 - Does the Combined Synopsis/Solicitation posted as solicitation number W912JY18USCG on FBO contain requirements similar to a existing contract or will this be a new requirement?
A13 - This is a new requirement. AMVID is not aware of any similar requirements to those in this solicitation.
Q14 - Is there any way the USCG would waive the Federal Gov’t 3 year past performance requirement?
A14 – For consideration, the firm must have produced a similar documentary-style video for the Federal Government in the last 3 years. This has been determined to be a necessary contractor qualification for this requirement.
Q15 - Does the Government have access (with rights) to historical footage it can provide to the contractor?
A15 - The Government may have historical footage. As per the SOW (Part 4), “Contractor will be responsible for identifying and procuring all original and stock imagery, sound, and graphic elements for the production.”
Q16 - Will you consider adding a CLIN for Other Direct Costs (e.g., professional narration if needed, stock photos/footage, rights to historical footage if necessary, music, captioning and transcription service, etc.), or may we capture those under another of the established CLINs?
A16 – No, the Government will not add a CLIN for Other Direct Costs. As per the Schedule of Supplies, the seven (7) CLINs align with the Production Phases of the SOW (Part 5). All costs can be captured under the established CLINs.
Q17 - For the purposes of estimating travel costs, can you estimate the number of days of filming needed in the National Capital Region, New London, CT and Seattle, WA?
A17 – The awarded contractor is responsible for managing the correct amount of travel days needed in total production to satisfy the requirement. An estimated number is 4-5 production days at each location.
Q18 - Approximately what percentage of the film is expected to consist of archival footage?
A18 – Unknown at this time.
Q19 - Does AMVID have relevant archival materials in its possession? If so, what is the format of those materials? (i.e. video, photographs, audio, etc) A19 – No. AMVID (U.S. Army) does not archive materials for the U.S. Coast Guard. The Government may have historical footage. As per the SOW (Part 4), “Contractor will be responsible for identifying and procuring all original and stock imagery, sound, and graphic elements for the production.”
Q20 - Is there an estimate of how many shoot days will be needed to complete this project?
A20 - The awarded contractor is responsible for managing the correct amount of travel days needed in total production to satisfy the requirement. An estimated number is 4-5 production days at each location.
Q21 - How many separate filming locations are anticipated? This will greatly affect travel costs.
A21 – As per the SOW, 1.6.2. Place of Performance: The majority of the work to be performed under this contract will be determined by the contractor’s access to locations for the production effort. It is the Contractor’s responsibility to secure all location videography.
Locations are limited to the Continental United States (CONUS) and may include, but not limited to: National Capitol Region (NCR) Washington, DC; New London, CT; Seattle, WA
Q22 - Can you provide an example of a video similar to the style of what AMVID hopes to produce here?
A22 –No. The U.S. Coast Guard did not provide a video sample to AMVID. As per the RFQ instructions, the contractor shall provide their own Creative Approach: No more than a one (1) page document that describes vendor's proposed concept for the productions that can be accomplished within the government's budget.
Q23 - Is aerial filming desired/required?
A23 – As per the RFQ instructions, the contractor shall provide their own Creative Approach. If aerial filming is part of the contractor’s Creative Approach, it will be considered.
Q24 - Is underwater filming desired/required?
A24 - As per the RFQ instructions, the contractor shall provide their own Creative Approach. If underwater filming is part of the contractor’s Creative Approach, it will be considered.
Q25 - Are reenactments desired/required?
A25 - As per the RFQ instructions, the contractor shall provide their own Creative Approach. If a reenactments is part of the contractor’s Creative Approach, it will be considered.
Q26 - Are interviews desired/required? If so, approximately how many interviews are anticipated, and in how many different geographic location?
A26 – Yes, interviews are required. In addition, as per the SOW, 1.6.2. Place of Performance:
The majority of the work to be performed under this contract will be determined by the contractor’s access to locations for the production effort. It is the Contractor’s responsibility to secure all location videography. Locations are limited to the Continental United States (CONUS) and may include, but not limited to: National Capitol Region (NCR) Washington, DC; New London, CT; Seattle, WA.
Q27 - Is there an incumbent?
A27 – This is a new requirement. AMVID is not aware of any incumbent for this requirement.
Q28 - Any estimates of shooting days to complete the project?
A28 - The awarded contractor is responsible for managing the correct amount of travel days needed in total production to satisfy the requirement. An estimated number is 4-5 production days at each location.
Q29 - For past performance, does the experience of the executive team suffice or does the USCG require the actual company bidding to have the past performance?
A29 – Experience of the executive team will not suffice, as the RFQ requires that the actual vendor has the specific experience.
