Contractor Questions Sol: W912JY-16-R-0002 20 July 2016
Proposals are due 1 Aug 2015 Cut off date for contractor questions is 25 July 2016
1. We have a question on the SHARP RFP. For the Sample Treatment requested in Vol. 2, Part (b), the first PIN listed in TE1 is titled "Chief of Staff of the Army SHARP Focus Areas." Should we assume that the Army Chief of Staff will appear in this spot?
A: No, there's no assumption on senior leader participation in any of the videos.
2. Regarding the above solicitation, I see in the RFP that questions won’t be answered after 10 days prior to the response due date. We’re used to seeing a specific date for questions (at least initial round) to be submitted by. Is there a date like that for this RFP?
A: The cutoff for submitting questions is 10 days prior to solicitation closing. Solicitation closes 1 Aug 2016.
3. Are we able to complete the filming at an Army base here in California to save on travel costs?
A: Yes. The contractor shall provide facilities. Per PWS Para 1.1.
4. How many DVDs will you need for all deliverables?
A: DVD's:(20) Per PWS Technical Exhibit 3, PIN Interim Deliverables
5. General Part 1.2 “The Army is always looking for fresh, creative and modern multimedia productions for the Communications and Outreach branding suite.” Can the Government share links to videos that are in the realm of the production value and modern style they are looking for?
A: Existing SHARP videos can be found: http://www.preventsexualassault.army.mil/Template-videos.cfm?page=living-the-army-values.cfm
6. Section 5.2.2.1 Are the “approaches” mentioned in this section referring to the overall approach for the project? Or does the government want the contractor to submit 3 different approaches for each individual video (87 total approaches)?
A: Three different approaches for each individual video/PIN#.
7. L.2.1.2 Vol 2 Technical/PP Proposal b “The offeror’s Technical Approach shall include a one (1) page video treatment for the first PIN listed in the PWS.” Where can interested vendors find official Army SHARP documentation describing the five areas of focus for reducing some forms of sexual assault and an explanation of the leader’s role in facilitating reduction of sexual assault?
A: Information can be accessed through www.preventsexualassault.army.mil.
There are four (4) focus areas, not five (5).
Focus Areas:
Buddy Teams – Army Sponsorship Program Barracks – Climate within the Living Environment Leadership – Aggressive / Proactive Alcohol – Responsible Use / Eliminate a Tool
8. Are there any Wage Determinations for this contract?
A: No
9. Does the Government have an idea of how many total shooting days will be required to complete the project?
A: No. Contractor is to determine
10. Will the Government assist the Contractor arranging to film these videos on an active duty army base such as Ft. Leonard Wood or Ft. Sill?
A: Yes
11. Does the Government have an idea of the minimum number of locations for filming assuming that there are no conflicts with facility availability?
A: No
12. Are there specific locations or backdrops that these videos would require in addition to the typical barracks, basic training facilities (indoor/outdoor), offices, hallways, bathrooms, classrooms, and lecture halls that would be found on a large active duty base?
A: There are no additional specific backdrops, but the vendor may recommend additional locations. Also, the vendor is asked to ensure the new SHARP marketing materials are displayed in areas, as appropriate, where the video shoots will occur.
13. Is the Government okay with using actors in multiple videos to play multiple types of roles (protagonist vs. villain vs good Samaritan vs. innocent bystander)? Or in other words, is the Government looking for character continuity throughout the series? For example, can a female actor be the harasser in one video and be the one receiving the harassment in another video?
A: No, the vendor should utilize different actors for each video
14. What are the five areas of focus for reducing some forms of sexual assault?
A: There are four (4) focus areas, not five (5).
Information can be accessed through www.preventsexualassault.army.mil.
Focus Areas:
Buddy Teams – Army Sponsorship Program Barracks – Climate within the Living Environment Leadership – Aggressive / Proactive Alcohol – Responsible Use / Eliminate a Tool
15. In PIN 712569, it asks to explain the leader's role in facilitating reduction of sexual assault. Are there materials or information you can provide us with to clarify what the leader's role is? This will be helpful when creating the sample treatment.
A: Information can be accessed through www.preventsexualassault.army.mil.
16. In 5.2.2.6. it states: "The Production Breakdown will also be used by the government to evaluate the contractor's price proposal for subsequent project phases.” and then in 5.2.3. is states "The contractor, PAD customer and PAD Project Officer may be required to attend a Pre-Production Conference as soon as practical following approval of the Production Price Proposal.”
Our question is: As this is a LPTA award and we will be presenting fixed price proposals for each CLIN, please clarify what is meant by "price proposal for subsequent phases” and “Production Price Proposal”. Will we be re-submitting pricing for production after approval of final scripts and submission of production breakdowns or is this mention of "Production Price Proposal” inadvertently included in the solicitation?
A: Following sentence deleted: The Production Breakdown will also be used by the government to evaluate the contractor's price proposal for subsequent project phases.
17. In Factor 3 Price. it states: "Not-To-Exceed (NTE) amounts are provided by the Government, they are to be included as a part of the Price Proposal and identified as such. The NTE amounts are Government estimates and are not to be changed by the contractor.”
Our question is: Will the Government be providing NTE estimates prior to the proposal submission date? Or is this only referring to the $26,000 Travel NTE amount?
A: Only referring to the $26,000 for Travel NTE amount
18. In L.2.1.3 Volume 3 Price Proposal Instructions, it states: "The Offeror shall propose the prices for CLIN one that demonstrates a logical correlation to the effort required.”
Our question is: Please clarify what is meant by the word ‘one’. Is this meant to say we shall propose prices for “CLIN #1 that demonstrates a logical correlation to the effort required"? or does it mean to say we shall propose prices for "each CLIN that demonstrates a logical correlation to the effort required.…”?
A: Sentence deleted.
19. Because the Basis for Award will be a best value Low Price – Technically Acceptable (LPTA) Source Selection, it is reasonable to ask for some samples from the Government that represent the level of production quality expected for the project’s video based PINs, particularly the 29 second PSAs. Can you please provide an example that sets the minimally acceptable level of expected production value/quality?

A: If necessary
26. In the technical proposal, c. video production samples, would the Army like to see a treatment that corresponds with the previous work sample we are providing? Is this a “sample requirement” of the proposal, or a “sample requirement” of the content we provide in our response? All of the videos we produce start with a treatment. I acknowledge that we are also to present a treatment for the first PIN in the PWS.
A: Samples that used the same or similar production requirements that are identified in the PWS.
27. Can you tell me what the payment schedule is? Will all payments be made in arrears after the final deliverables are submitted, or can the contractor invoice after phases of the project are complete, such as the final script, field production, and final edit?
A: Payment schedule will be discussed at the Activation meeting.
28. The RFP states that the contractor will be required to travel COTUS; the RFP also states that the work can be performed at Army locations local to the contractor. Aside from the Activation Meeting, can you expand on what you mean by travel in the COTUS? How much travel do you anticipate? I want to make sure our budget is accurate.

A: The contractor should utilize professional actors. However, where appropriate, the vendor may request assistance from installations for the use of real SHARP Soldiers and DA Civilians for supporting roles.
34. In Volume 1( page 36) L.2.1.1, in the last paragraph what do you mean by appropriate documentation supporting claims of organizational and staff capability? Do you mean awards or recommendation letters from past employment? Could you be more specific?
A: Para L.2.1.1 pertains to the offeror’s organizational structure and staff capability. It does not pertain to awards or recommendations.

A: The contractor shall provide facilities. Per PWS Para 1.1.

A: Incorrect.
37. Are we correct in assuming that we should not propose ODCs with our proposal, but will do this for each production? We see there is a section for Production Equipment on the sample pricing sheet, should we assume this is meant to cover the cost of both owned and rented equipment? May we assume we do not need to account for other production and post-production expenses at this time such as location fees, talent, hair/makeup artist, craft services, stock footage, music, captioning & transcription services, hard drives (for final delivery), etc.?
A: Incorrect
38. We see correspondence between the topics covered by many of the PSAs, radio spots, and vignettes. Do you have a plan in mind for how each type of product will be distributed? Do you have ideas about how you want the products to be integrated (for example, how the PSA, radio spot, and vignette for “Male Sexual Assault” will be alike and how they will be different)?
