About this file

This is a Standard Form 30 Amendment of Solicitation/Modification of Contract issued by the Department of the Army on August 5, 2026, for solicitation W912JM26QA018. The amendment modifies three contract line items (CLINs 0001, 0002, and 0003) by increasing the quantity from 1 to 12 job months for each line item. The contract modification is administered by the Military Support Activity GA Army Reserve (W912JM) and issued from the Marietta, Georgia facility. The amendment extends the performance period and introduces two new FAR clauses: 52.217-8 (Option to Extend Services) allowing up to 6 months of additional service performance with rates adjusted only for prevailing labor rate revisions, and 52.217-9 (Option to Extend the Term of the Contract) permitting contract term extensions with a 5-day preliminary notice requirement and a total contract duration cap of 60 months.

The amendment tailors the standard commercial items solicitation provision 52.212-1 and evaluation provision 52.212-2. Offers must be submitted by email to both designated points of contact (Melvin F. Reid at melvin.f.reid2.civ@army.mil and Ladell D. Holmes at ladell.d.holmes2.civ@army.mil) with a 90-calendar-day acceptance period. Offerors must submit a completed SF 1449, technical proposal with staffing plan, and past performance documentation covering relevant contracts from the past 3 years. Evaluation is based on three factors: Technical (experience and qualifications of workforce), Past Performance (assessed using Government databases including CPARS), and Price (including price reasonableness and evaluation of all option periods plus one-half of the final option year). Award will be made to a single responsible offeror offering best value to the Government. An agency-level protest program is available through the National Guard Bureau before GAO escalation.

Evaluation Factors for Award

Miscellaneous text in this section has been modified to:

ADDENDUM TO 52.212-2

Solicitation provision 52.212-2, Evaluation - Commercial Items, is tailored as follows: Paragraph (a), (b), and (c) are deleted and hereby replaced as follows:

(a) Basis of Award: This is a best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) 13.106-2, Evaluation of Quotations or Offers, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS). Award will be made to a single offeror who is deemed responsible in accordance with the FAR, whose offer conforms to the solicitation requirements and is determined to be the overall best value to the Government. The offer selected as the best value may be other than the lowest priced offer. The Government reserves the right to negotiate with offerors if so desired.

(b) Evaluation Criteria: Each offer will be evaluated by Government Subject matter experts. Three evaluation factors will be used: Technical, Past Performance, and Price.

(1) Technical: Offers that provide more experienced and qualified workforce will be more highly rated.

The Technical Factor will receive one of the ratings defined below:

Rating Description

Very Good The offer indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is very low.

Sufficient The offer meets requirements and indicates an adequate approach and understa nding of the requirements, and risk of unsuccessful performance is low.

Marginal The offer has not demonstrated an adequate approach and understanding of th e requirements, and/or risk of unsuccessful performance is moderate.

(2) Past Performance: The Government will evaluate the offeror's record of past and current performance to ascertain the probability of successfully performing the required efforts of the PWS. The Government will consider the role of the contractor in the past performance in addition to the similarity of scope in determining the relevance of the performance as a factor in assessing performance confidence. The evaluation will be conducted using Government databases including CPARS.

Rating Description

Substantial Confidence

Based on the offeror's performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory

Confidence

Based on the offeror's performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Limited

Confidence

Based on the offeror's performance record, the Government has a lower expectation that the offeror will successfully perform the required effort.

(3) Price: The Price Factor will be evaluated on the subfactors listed below:

(i) Price Reasonableness: The Government will evaluate the reasonableness of the offeror's proposed price, in accordance with the definition in FAR 31.201-3. A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business. Offers with prices that are unreasonably high, unrealistically low, unbalanced, or do not support the technical solution may be eliminated from competition on the basis that the offeror may not

. If only one offer is understand the requirement and represents too great a risk received, the contracting officer may follow the procedures at DFARS 215.371-3 to establish a fair and reasonable price.

(ii) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement in accordance with FAR provision 52.217-5. The Government may determine that an offer is unacceptable if the option prices are unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). As part of the price evaluation, the Government will evaluate the Option to Extend Services under FAR Clause 52.217-8 by adding one-half of the offeror's final option period price to the offeror's total price. Thus, the offeror's total price for the purpose of the evaluation will include the base period, total of options, and one-half of the last option year to determine the price basis. Offerors shall not submit a price for the potential extension of services period. The Government will use the offeror's final option year price to determine the pricing for this option.
