About this file
This is a Questions and Answers document for Fort Stewart Warehouse Service solicitation W912JM26QA018, issued by the Department of the Army Georgia Army National Guard. The document clarifies key requirements and expectations for offerors bidding on this FAR Part 13 Request for Quote opportunity.
The requirement involves two full-time Warehouse Support Specialist positions working 40 hours per week (0800-1630 hours with a 30-minute unpaid lunch) at Building 10501, Fort Stewart, Georgia (31314). Specific GCSS-Army experience is mandatory for both proposed employees. Pricing should be submitted on a monthly basis per Contract Line Item Number. The Government will provide all material-handling equipment including forklifts, pallet jacks, and computers; however, contractor personnel should preferably have electric forklift operator experience, with Government-provided training available if needed. No temporary unescorted access or interim passes will be granted if security clearance processing extends beyond the September 15, 2026 performance start date. The Service Contract Labor Standards wage determination 2015-4485 applies. Offerors may use relevant past performance and experience of first-tier subcontractors, and the requirement does not anticipate weekend operations, overtime, or surge staffing. No relief personnel are required beyond the two identified positions, and contractor personnel will only handle standard cleaning materials with personal protective equipment provided by the Government.

Questions and Answers Fort Stewart Warehouse Service
1. Block 14 on page 1 marks this as a Request for Quote (RFQ), but Section L/M and the text frequently refer to it as a Request for Proposal (RFP). Should offerors prepare this strictly as a FAR Part 13 RFQ or a FAR Part 15 RFP? This is a FAR Part 13 RFQ.
2. Is a stand-alone, formal Staffing Service Plan required in Volume I, or will the technical statement of experience suffice? Yes, see revised solicitation.
3. Does the Government expect a single lump-sum firm fixed price per CLIN, or should offerors include a breakdown of labor rates based on standard full-time hours (e.g., 1,920 or 2,080 hours per person/year)? It is monthly (See revised SF1449).
4. Where is the Place of Performance? Building 10501, Fort Stewart, GA (31314).
5. The PWS 1.4.5.1.1 notes that background investigation (e-QIP/CAC) processing routinely takes 2 to 6 weeks, yet the period of performance begins September 15, 2026. Processing will begin after contract is awarded
6. Will the Government allow temporary unescorted access/interim passes if CAC processing takes longer than the window between award and the September 15 start date? No
7. If GFE forklifts/MHE are to be utilized, does the Government conduct local installation licensing/safety certifications for contractor personnel upon award, or must offerors provide fully certified/licensed operators on Day 1? Yes, the Government will provide forklift operator training if needed. It is preferred to already have electric forklift operator experience.
8. PWS Section 1.4.1 identifies the place of performance as Warehouse South, Building 10501, Fort Stewart, Georgia. However, Section F identifies the service performance site as the USPFO Activity in Marietta, Georgia. Please confirm the actual place of performance. BLDG 10501, Fort Stewart, GA (31314).
9. PWS Section 5.1.1 requires contractor personnel to use forklifts, pallet jacks, and other mechanized equipment. However, PWS Section 3.3 states that no Government-furnished equipment will be provided, and Section 4.1 requires the contractor to furnish everything necessary to perform. Will the Government provide the forklifts, pallet jacks, and other material-handling equipment for contractor use? If not, please provide the required quantities, capacities, power sources, attachments, and on-site storage or charging arrangements. Yes, the Government will provide the forklifts, pallet jacks, computers, and other material-handling equipment for contractor use.
10. Please provide the applicable Service Contract Labor Standards wage determination and labor classification for the Warehouse Support Specialist positions. If the Government has determined that the requirement is exempt, please confirm that determination. Wage Determination #: 2015-4485.
11. Does the requirement call for two positions to be continuously staffed throughout the entire 0800–1630 workday, including lunch periods, employee leave, training, and other absences? If so, should offerors account for additional relief personnel beyond the two Warehouse Support Specialists identified in the PWS? No, the contract does not account for additional relief personnel.
12. Does the Government anticipate weekend, overtime, or surge operations associated with the FY27–FY29 equipment conversions? If so, please provide the projected schedule and estimated annual transaction volumes for each performance year. No, there is no anticipated surge.
13. Will contractor personnel be required to handle or move ammunition, explosives, hazardous chemicals, or other regulated materials?
