Section M - Evaluation Factors for Award
ADDENDUM TO 52.212-2

The offer selected as the best value may be other than the lowest priced offer. The Government reserves the right to negotiate with offerors if so desired.
(b) Evaluation Criteria: Each offer will be evaluated by Government Subject matter experts. Three evaluation factors will be used: Technical, Past Performance, and Price.

Offers with prices that are unreasonably high, unrealistically low, unbalanced, or do not support the technical solution may be eliminated from competition on the basis that the offeror may not understand the requirement and represents too great a risk.
