About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for military equipment supplies, specifically sleeping bags, poncho liners, bivy covers, and fleece jackets. The amendment modifies the existing contract (W912JM25QA021) to remove option years, with the contract period running from 19 September 2025 through 18 September 2030. The solicitation is a best value source selection conducted under Federal Acquisition Regulation (FAR) procedures, with award to be made to a single responsible offeror whose offer conforms to requirements and provides the best overall value.

The evaluation will be based on three factors: Technical (assessing offeror experience), Past Performance (evaluating likelihood of successful performance using ratings like Substantial Confidence), and Price (reviewing reasonableness). Offerors must submit a completed Standard Form 1449, technical proposal demonstrating laundry-related experience, and past performance information including customer names, contract details, and points of contact. Offers must be submitted by email to the Points of Contact, with Gregory Hoffman and Melvin F. Reid Jr. listed as the primary contacts. The government reserves the right to negotiate with offerors and may eliminate offers with unreasonably high, low, or unbalanced pricing.
