RFI Clarifications:
Q1: Reference 5.1.1. please clarify if the listed systems are Government provided; that is, the contractor works with Government systems via remote access?
A1: 5.1.1. The contractor will use government furnished equipment and network to access the all the systems listed.
ATRRS can only be accessed via the government network and logon access must be requested/justified by COR and application approved by Security Manager prior to submission.
ATRRS Access Policy- Computer and telecommunications resources in support of ATRRS, including the Logon ID and password, are provided by the Army Mainframe Management Group. Design, development, and operational support for ATRRS are the responsibility of the Director, Military Personnel Management, Army G-1, Department of the Army. The ATRRS Help Desk receives ATRRS access requests, which are processed by the Army Access Management Office.
Obtaining an ATRRS Logon ID- To access ATRRS, users must have at least a favorable National Agency Check (NAC). The Army Access Management Office will issue logon IDs and passwords to those users who meet the requirement criteria.
Required Form(s)- In order to comply with DoD and Army policy, the Army Access Management Office requires individuals requesting ATRRS system access to submit Department of Defense (DD) Form 2875 “System Authorization Access Request (SAAR)" and DD Form 2929 “Block 27 continuation of DD Form 2875” to the ATRRS Help Desk.
Training Environment Asset Management (TEAM), SharePoint, and Microsoft Teams are all accessible via the PEC network once the contract employee is onboarded, receives their Common Access Card (CAC), and their network account created.
1. Q2: Reference 1.4.1.1 what is the organizational policies regarding remote use?
A2: PEC provides office space on campus for all contract employees assigned to this contract. If the contract employee requests to work remotely then they would need to provide at their own expense reliable high speed internet access and telephone.
The government will provide a zero client workstation and the contractor will access the government network via a virtual private network (VPN). The contractor would still be expected to work the standard PEC workday (0730-1630).
2. Q3: Reference 5.1.4.7 what does “walk-on course or workshop attendees” mean?
A3: Enrolling a walk-on is an ATRRS action whereby the contractor would add the student or workshop attendee to the class roster. The contractor will navigate to the class/workshop in ATRRS and then add the student/attendee to the roster.
3. Q4: Technical Exhibit 3 estimates the Workload Data which is provided for background only. Other than Exhibit 3 table, the PWS omits / excludes reference to workload data in which a contractor might calculate cost and price. Please describe the quantity of work needed to meet the PWS objectives.
A4: Technical Exhibit to include projected hours for each major category of paragraph 5 has been updated. Please see updated attachment.
