About this file

This is Amendment 0002 to solicitation W912JD26QA014, issued by the W71C USPFO Activity in Augusta, Maine on June 8, 2026. The amendment provides Government responses to questions raised by interested businesses regarding a catered meal service contract for military personnel.

Key clarifications from the amendment include: on-site contractor staff need only drop off and arrange meals; they are not required to serve personnel or remain on-site unless retrieving equipment immediately after meal service, with container recovery available during the next day's delivery. Individual boxes are acceptable and compliant with bagged meal requirements. Vendors are not required to maintain cold temperatures for beverages at the delivery site; cold beverages may be dropped off and left for soldiers to self-serve. Fresh fruit may be staged separately in bulk crates or containers adjacent to meal containers for self-service rather than placed individually within each meal container. The solicitation's closing date and question deadline remain unchanged. The amendment references previous Amendment 0001, which clarified that the 60-mile radius food preparation requirement does not apply to bagged meal vendors, allowing vendors outside that radius to compete if they comply with food safety timelines and required delivery/service schedules. Quoters must acknowledge receipt of all amendments; failure to acknowledge may result in offer rejection.

SUMMARY OF CHANGES

Solicitation/Contract Form Continuation

The following changes have been made:

Miscellaneous text in this section has been modified to:

--Amendment 0002--

The closing date of the solicitation has not changed.

The closing date for questions has not changed.

The purpose of this amendment is for the Government to provide responses raised by interested businesses.

Question 3: Serving staging & Personnel Expectations: The PWS indicates that the contractor must provide all personnel and supervision to "serve" the catered meals. Given that this requirement consists entirely of individually packaged meals rather than standard buffet lines, could you clarify the exact expectations for our on-site staff? Is the contractor required to physically hand out the meals to individual Soldiers, or is our staff simply expected to drop off, neatly stage the 140 individual meal sets and automated beverage stations, and remain on-site to maintain and clean the beverage station during the designated meal hour?

Response: On-site staff only need to drop-off and arrange the meals. They will not be required to serve or remain on-site unless they wish to recover their containers/equipment immediately after meals are dropped. Any containers or equipment that need to remain after drop-off can be picked up during the next day drop-off. The Government will provide a table for the meals to be arranged on.

Question 4: Individual Containers (Individual Boxes vs. Bags) Will Individual serving boxes be considered acceptable and compliant under the "bagged meal" requirement?

Response: Individual boxes will be considered compliant and are acceptable.

Question 5: Cold-Holding of Beverages (Coolers) In compliance with TB MED 530 temperature control timelines, all juices, waters, and electrolyte beverages will be delivered pre-chilled. Will the Government provide a shaded or refrigerated layout area for these beverages at the delivery site, or should the contractor account for providing our own insulated commercial coolers/ice chests to maintain cold-holding temperatures on-site during the meal window?

Response: Cold Beverages shall be delivered cold but the vendor is not required to keep them cold at the delivery site. They can be dropped off and left for Soldiers to take.

Question 6: Staging of Whole Fresh Fruit per amendment 0001, each individual breakfast and lunch requires a piece of whole fresh fruit. May the whole fresh fruit be neatly staged in bulk crates directly adjacent to the main meal containers for Soldiers to grab on a self-serve basis, or is it a rigid requirement that the fruit be placed inside the individual container at the time of delivery?

Response: It will be acceptable to leave fruit in crates or containers separate from the boxed /bagged meal.

The Government plans to have the Soldiers line up, grab their meals and drinks and move on in a relatively short timeframe (15-30 min) once they are delivered. They will not be loitering in the delivery area to eat.

--End Amendment 0002--

--Amendment 0001--

Question 1: The PWS states that breakfast bagged meals must include "at least two breakfast sandwiches (sausage or bacon), one piece of fruit, a hash brown, and one granola bar."

The PWS also states that lunch bagged meals must include "two sandwiches, wraps, or a combination of both; one piece of fruit; one bag of chips; and one granola bar or cookie."

To ensure our quote is accurate and fully compliant, can you please confirm whether the Government requires the following per Soldier, per meal:

Each breakfast bag must include two breakfast sandwiches per Soldier.

Each lunch bag must include two sandwiches, two wraps, or one sandwich and one wrap per Soldier.

Response: Yes, that is correct. The Government requires that each breakfast bag contains a minimum of two (2) breakfast sandwiches, and each lunch bag contains a minimum of two (2) sandwiches, wraps, or a combination of both, per individual Soldier, per meal.

Question 2: Food preparation distance:

The PWS states that the Government estimates food preparation conducted at the contractor's establishment must occur within a 60-mile radius of the delivery location to support the four-hour food safety timeline.

Can you please confirm whether the 60-mile radius is a firm requirement, or whether a vendor located outside the 60-mile radius may still be considered acceptable if they can comply with same-day preparation, the required four-hour food safety timeline, and the required delivery/service times?

Response: The 60-mile radius requirement does not apply to the preparation of bagged meals.

Because the requirements under this Performance Work Statement (PWS) consist entirely of bagged breakfasts and bagged lunches, vendors located outside the 60-mile radius are acceptable

All offerors must still comply with all food safety timeline, and all required and eligible for award.

delivery and service schedules listed in the Performance Work Statement (PWS).

--End Amendment 0001--

*Quoters are advised that they are responsible for acknowledging any amendments to the solicitation. Failure to acknowledge an amendment may result in your offer being considered unacceptable
