About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a catering services contract issued by the W7NGC USPFO Activity ARNG. The solicitation (W912JD25QA032) is for a one-base-year contract with two optional years, anticipated to be awarded on or about 17 October 2025, pending continuing resolution or full annual appropriations. The requirement involves providing meals for military personnel during drill weekends, with historical meal counts ranging from 40 to 66 personnel per meal and an estimated 60 personnel per meal.
Key details include monthly payment through Electronic Funds Transfer via Procurement Integrated Enterprise Environment (PIEE) Wide Area Work Flow, with NET 30 payment terms. Past performance will be evaluated based on catering services to military organizations and federal agencies, with contracts having Product Service Code S203 and NAICS 722320 considered most relevant. The government will not provide utilities, kitchen facilities, or accommodation for workers. Contractors must submit pricing for all three years, with no maximum or minimum meal guarantee. Dietary restrictions will be communicated by the Contracting Officer's Representative (COR) 5 days prior to delivery, and no site visit will be conducted for this requirement.

The solicitation is hereby amended as follows, the hour and date specified for receipt of quote has not been extended.
The questions period has not be extended.
Question 1: Is there a useable kitchen at the Bog Brook Location?

Question 2: Is there someplace near the Bog Brook location for someone to stay if needed?
Response: This requirement does not provide for any accommodations for contracted workers.
Question 3: Can I place a bid for just one year or do you need all three?
Response: The requirement is for one base year plus two options years if the government deemed needed. As a result, all interested parties need to provide pricing information for all three years of performance.
Question 4: Can you confirm the maximum number of personnel for which meals may be required on any given day, and is there a minimum guarantee for meals?
Response: There is no maximum or minimum for any given day, however the recruiters have estimated 60 personnel per meal. Historically over the recent contract, the lowest number of personnel was 40 and the highest number of personnel was 66. Please note, that the number of personnel could fluctuate at any given drill weekend.
Question 5: Are there any specific preferences or requirements regarding the type of food (e.g., dietary restrictions, allergy considerations) that are not explicitly listed in the PWS?
Response: No, all dietary restrictions are on a case by case basis. In the event a Service Member has a dietary restriction the COR will communicate the restriction in accordance with the PWS (5 days prior to delivery).
Question 6: The PWS states that cooking tents and open/outdoor cooking are not authorized. Can you clarify if there are any specific on-site facilities or hookups (e.g., electrical, water) available for a self sustaining kitchen trailer or food truck?
Response: The Government has no available hookups, Per Section 3 of the PWS; no utilities will be provided by the government.

Question 10: What is the timeline for the source selection process and when can we expect a decision on the award?
Response: The Government anticipate award to be made on or about 17 October 2025; pending a continuing resolution (CR) or full annual appropriations approved.

Question 13: What are the typical payment terms (e.g. NET 30, NET 45) and what is the process for submitting invoices for payment?
Response: NET 30 is typical, payment is through Procurement Integrated Enterprise Environment (PIEE) Wide Area Work Flow (WAWF). The procedures for establishing a PIEE account and submitting invoices can be found at https://piee.eb.mil/
Question 14: We are able to offer a small discount or incentive in exchange for payment via the Government Purchase Card. Would the government be open to this arrangement?
Response: No, monthly payment shall be through Electronic Funds Transfer via PIEE WAWF.
Question 15: The solicitation mentions an SPRS/Past Performance evaluation. What specific types of past performance references are most valuable for this contract?
Response: Catering services provided to other military organizations and federal agencies. Contracts that have the same PSC S203 and NAICS 722320 would also be seen to be relevant.
Question 16: Are there any past performance evaluation factors or a specific rating system that you prioritize more than others?
Response: In accordance with the solicitation any vendor that receives a yellow or red rating in SPRS will be considered unacceptable. The past performance evaluation factors as stated in the solicitation are assessed on the basis of recency, relevancy, and quality and general trends in contractor performance and the source of information will be reviewed from Government databases from the past three years from the date the solicitation was issued. The past performance assessment will be only completed on the prime information.
Question 17: Is there a preferred format for submitting past performance information, such as a specific template or form?
