Potential Quoter's are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation.
Failure to acknowledge an amendment may result in your offer being considered unacceptable.
6. Basis for Award: The Government intends to award a single purchase order to a responsible vendor whose quote represents the best value to the Government, with the appropriate consideration given to three (3) evaluation factors. Technical Capabilities, SPRS/Past Performance, and Price, IAW FAR 13.106-1(a)(2)(i). Award may be made without discussions with potential contractors. Interested contractors are cautioned that the award may not necessarily be made to the lowest priced quote. Interested parties are cautioned that an unrealistically low price, as proposed initially or subsequently, may be grounds for eliminating a quote from consideration, either on the basis that the offeror does not understand the requirement, or he/she made an imprudent offer. Evaluation will be solely on the information included in the quotation. Therefore, the quoter's initial quotation should contain the offerors best terms. After receipt of quotes, the Government will conduct an evaluation. However, during the evaluation process, the Government may, solely at its discretion, communicate with interested contractors regarding quote elements. 7. The Government reserves the right to award multiple awards in response to quotes received. The quoters shall price each line separately. Also, the Government reserves the right to not award any contract in response to this solicitation.
7.1 Consistent with FAR Provision 52.212-1(h), the Government reserves the right to make more than one award (multiple awards) for different line items, if, considering the additional administrative cost to the Government of awarding and administering separate purchase orders, it is determined that the multiple awards will result in the best value to the Government. The purpose of evaluating the cost of making multiple awards, it is assumed that the administrative cost of awarding and administering a purchase order is $500.
8. Quote Preparation Instructions: Quotes shall be based on the requirements of the solicitation and must contain the following. All information shall be confirmed to the appropriate file. The quoter shall confine submission to essential matters, sufficient to define the quote in a concise manner, to permit a complete and accurate evaluation of each quote. Each file of the quote shall consist of a Table of Contents. Proprietary information shall be clearly marked.
9. Quoters will be evaluated on the basis of information furnished by the vendor and submitted with the quote. The information called for is essential in determining whether or not the services being offered meet the requirements of the Request for Quote. Failure to submit the required information may preclude consideration of the quote for purchase.
10. Evaluation factors for award: The evaluation factors are (1) Technical, (2) SPRS/Past Performance, and (3) Price. To arrive at Best Value decision, the Contracting Officer will integrate the evaluation of Technical, SPRS/Past Performance and Price.
Part I - Technical: Technical Capability will be evaluated on an Acceptable/Unacceptable basis. A quoter shall obtain an "Acceptable" rating or higher to continue further in the competition. Quoters who are deemed to merit an "Unacceptable" rating in the Technical Capability factor will be removed from further consideration for award. Once the minimum requirements are established, the team shall evaluate the vendor's quote against the evaluation factors to determine whether the quote is Acceptable or Unacceptable, using the description outlined below.
*Failure to clearly and unambiguously demonstrate the minimum specifications outlined in the solicitation will result in an UNACCEPTABLE technical rating*
