About this file

This document is a Standard Form 30 (SF 30) Amendment of Solicitation for a New England CERFP Collective Training Event in Exeter, RI. The amendment clarifies the number of Subject Matter Expert (SME) roles required for the solicitation, reducing the previously understood seven positions to four specific roles: 1 Incident Commander Roleplayer, 1 Deputy Incident Commander/C2 Ops SME Roleplayer, and 2 Decon Element SMEs. The solicitation is a 100% small business set-aside for non-personal services to support a collective training exercise, with a firm-fixed-price purchase order to be awarded for services including roleplayers, SCVS reset, medical support, mannequins, and moulage capabilities.

The training event is scheduled for 14-18 July 2025, with a solicitation deadline of 3:00 PM EDT on May 14, 2025. The Department of the Army Maine Army National Guard will evaluate quotes based on technical capabilities, past performance, and price, with the intent to award to the vendor representing the best value to the government. Vendors must be registered in the System for Award Management (SAM) and may submit questions to the Contract Specialist via email. The government reserves the right to award multiple contracts or no contract at all, and may conduct discussions with offerors if deemed necessary.
