This document is a Standard Form 30 (SF 30) Amendment of Solicitation for a New England CERFP (Civil Support Team) Collective Training Event in Exeter, Rhode Island. The amendment provides clarifications and responses to contractor questions regarding the solicitation W912JD25QA009. Key details include confirming the place of performance as the Rhode Island Fire Training Academy, specifying personnel requirements such as 1 person for C2/Ops element SME, 2 personnel for Decontamination/Medical SME roles, and clarifying that no AITEC personnel will be involved. The amendment also confirms contractors can provide more than one page of technical narrative and specifies equipment requirements, including 10 weighted rescue mannequins (6 adults, 2 child, 2 infant).

The solicitation is a 100% small business set-aside for a firm-fixed-price purchase order to support a collective training exercise from July 14-18, 2025. Contractors are required to provide role players, scenario reset, medical support, mannequins, and moulage capabilities. The government will evaluate quotes based on technical capabilities, past performance, and price, with the intent to award to the vendor providing the best value. Potential offerors must be registered in the System for Award Management (SAM) and submit questions by May 14, 2025, at 3:00 PM EDT to the contract specialist.

SUMMARY OF CHANGES

Solicitation/Contract Form Continuation

The following changes have been made:

Miscellaneous text in this section has been modified to:

Question 1: Will these personnel be augmenting an AITEC IC staff or lead? Or will they be the entire IC team?

Response: This CTE will not include any AITEC personnel.

Question 2: The Ops Section states they will be a Trainer also. Can you provide me detail on this need?

Response: 1 Pax - act as a C2/OPS element SME to provide OC/T type feedback to C2,C2 element LNOs and can also roleplay Deputy IC working with C2 LNO as needed.

Question 3: Are the two Decontamination SMEs actually part of the IC staff? Or working separately with the CERFP teams as OCTs?

Response: 2 Pax - act as Decon element SMEs who can facilitate training and TE&O execution/ provide feedback similar to OC/Ts. (can be 1 Decon SME and 1 MED element SME, or 2 Decon SME). If the Decon SME has sufficient experience with HRF/CERFP events then preference is 1 DECON SME and 1 MED SME who will support MED element.

Question 4: For the Decon/Medical SME, can you clarify if this should be a medical specialist supporting the med element? Or a Decon specialist not necessarily a medical personnel.

Response: As we do not have AITEC OC/T participation, we are looking more for SME type individuals with some HRF/CERFP exercise experience to assist in the conduct of our exercise. We have a new S&E unit with all new Team members and our Decon is over 50% new personnel. I would characterize the SMEs requested as more OC/T type personnel working separately with each element.

Question 5: Page 35 of the Solicitation indicates we are only allotted one page for our technical narrative; however, this is a Best Value evaluation necessitating offerors accurately describe their approach in order to be evaluated fairly. Is the one-page allotment accurate? Would you consider increasing the page limit to allow offerors more space to describe their approach to meeting the PWS requirements?

Response: Yes. You can provide more then 1 page of technical narrative with your proposal to describe your approach.

Question 6: Can you please confirm the number of requited weighted rescue manikins?

Response: 10 full weighted mannikins

Question 7: The distribution of weight and age/size(infant, child, adult)?

Response: 6 adults, 2 child, 2 infants

Question 8: After reviewing both amended PWS's, I found a discrepancy in the place of performance:

- Para. 1.6.4 of the SCVS PWS lists it as Camp Johnson in Colchester, VT.

- Para. 1.6.4 of the Role Player PWS lists it as the Rhode Island Fire Training Academy in Exeter, RI.

Please confirm which of the two locations the exercise will occur at or if it will be split and taking place at both locations simultaneously.

W912JD25QA0090002

Response: See updated Section 1.6.4 of the SCVS PWS updated 5-13-25. The Place of Performance is at the Rhode Island Fire Training Academy in Exeter, RI.

Question 9: The SCVS PWS does not specify the contractor should provide an all-terrain forklift. Does this mean the government will provide the forklift for use in rubble pile reset or is this an omission from the PWS requirements?

Response: See updated section 4.4 of the SCVS PWS updated 5-13-25. It specifies under that section that the contractor shall provide 1 EA 10k Forklift. The work will be done on dirt, so an all-terrain forklift is preferred.

* Quoters are advised that they are responsible for acknowledging any amendments to the solicitation. Failure to acknowledge an amendment may result in your offer being considered unacceptable.
