This document is a Solicitation Amendment for Request for Quote (RFQ) W912JD25QA002, which is for Laundry Service for the 240th Regional Training Institute (RTI) in Bangor, Maine. The amendment provides responses and clarifications to questions raised by various contractors.

The key details are: this is a new requirement without an incumbent contractor, the payment method is electronic invoicing through PIEE, pressing of linens is not required, the agency typically has two high volume pickup days per month, and unscented detergent is preferred due to a recent policy. Miscellaneous text in this section has been added to:

Question 1: Is there a previous incumbent for this contract?

Response: No. This is a new requirement and does not have a previous or incumbent vendor.

Question 2: I would appreciate clarification on the payment method for this contract, should our bid be successful.

Response: From Page 29. Electronic Invoicing through Procurement Integrated Enterprise Environment (PIEE). To meet compliance with DFARS 252.232-7003, Electronic Submission of Payment Requests all Contractors must submit requests for payment (invoices) through PIEE. Additional information and registration for PIEE can be completed onlineathttps://wawf.eb.mil/piee-landing/. Payment will be made by DFAS office designated in the contract. All payments will be made by electronic transfer of funds (EFT). The Government will make payment through PIEE upon satisfactory completion of work and the receipt of a proper certification for payment.

Question 3: I see the folding and packaging procedures. We do many linens and are able to fold them uniformly and neatly. We do not however do pressing. Is pressing of linens one of your expectations.

Response: No. Pressing is not required or expected.

Question 4: I see the demand for this service may vary throughout the year. We are able to accommodate this, especially with a 5-business day turn-around, we can absorb most of the demand into our daily operations. However, if there are periods of particularly high volume, is this something you will know in advance so we can staff and prepare accordingly?

Response: Yes. typically, there are two high volume (approx. 400lbs) pick-up days a month which correspond to IDT and RSP IDT, they are typically Tuesday after the weekend training event, so the first or second Tuesday of the month and usually the third Tuesday.

Question5: I have reviewed the sanitation standards, and we meet the standards of the water between 104 and 140 with an activated bleach powder. Do you have any detergent specifications, such as a scent free detergent? Our standard detergents are scented though we can use an unscented if that is your preference.

Response: There was a recent policy from ALARACT that specifies about scent free environments so the unscented would be preferred.

* Quoters are advised that they are responsible for acknowledging any amendments to the solicitation. Failure to acknowledge an amendment may result in your offer being considered unacceptable. Please submit a cover letter with your quote acknowledging all amendments issued.
