NOTES FOR BIDDING SCHEDULE

1. Payment under Bid Item No. 1 will be made at the contract lump-sum price and will constitute full compensation for furnishing all materials, equipment, plant, tools, and all labor costs and other associated incidentals necessary to “Construct KC-135 Maintenance Hangar”, complete, except for those items separately scheduled for payment under the identified Bid Options. Payment under this Bid Item will also include all sitework, pavements and utilities required to support the KC-135 Maintenance Hangar as well as the demolition of the existing hangar.

2. Payment under Bid Item No. 2 will be made at the contract lump-sum price and will constitute full compensation for furnishing all materials, equipment, plant, tools, and all labor costs and other associated incidentals necessary to complete the “Building 493 Upgrades” as shown and identified in the contract documents.

3. Payment under Bid Item No. 3 (OPTION 1) will be made at the contract lump-sum price and will constitute full compensation for furnishing all materials, equipment, plant, tools, and all labor costs and other associated incidentals necessary to provide, install, test and turn over the “Automatic Gate” as shown on drawings C005 and C102.

4. Payment under Bid Item No. 4 (OPTION 2) will be made at the contract lump-sum price and will constitute full compensation for furnishing all materials, equipment, plant, tools, and all labor costs and other associated incidentals necessary to provide, install, test and turn over the “Parking Lot” as shown on drawings C005 and C103.

5. Payment under Bid Item No. 5 (OPTION 3) will be made at the contract lump-sum price and will constitute full compensation for furnishing all materials, equipment, plant, tools, and all labor costs and other associated incidentals necessary to “Demolish Existing Hangar”, complete. The work shall include the abatement of specified hazardous materials as well as related utilities identified on drawing C005 and the FOR REFERENCE ONLY drawings R001 through R301.

6. Payment under Bid Item No. 6 (OPTION 4) will be made at the contract lump-sum price and will constitute full compensation for furnishing all materials, equipment, plant, tools, and all labor costs and other associated incidentals necessary to provide the “Rigid Concrete Pavement in lieu of Asphalt Pavement” as shown on drawings C005 and C107.

7. Payment under Bid Item No. 7 (OPTION 5) will be made at the contract lump-sum price and will constitute full compensation for furnishing all materials, equipment, plant, tools, and all labor costs and other associated incidentals necessary to “Demolish Existing Hush House Foundation and Pavement” as shown on drawings C003, C005 and the FOR REFERENCE ONLY drawings R700 through R702.

8. Payment under Bid Item No. 8 (OPTION 6) will be made at the contract lump-sum price and will constitute full compensation for furnishing all materials, equipment, plant, tools, and all labor costs and other associated incidentals necessary to “Demolish Building 497” as shown on drawing C003 and the FOR REFERENCE ONLY drawings R600 through R602.

DIVISION 1 - GENERAL REQUIREMENTS

SECTION 011100 - SUMMARY OF WORK

PART 1 - GENERAL

1.01 SUMMARY:

A. This Section summarizes the Work covered in detail in the complete Contract Documents.

B. Owner/Government: Maine Air National Guard is contracting for Work described in the

Contract Documents.

1. Contract Title: Replace KC-135 Bangor International Airport Maintenance Hangar.

2. Work Site Location: Bangor International Airport, Maine

1.02 PROJECT DESCRIPTION:

A. The new Aircraft Maintenance Hangar Facility will replace the existing 45-year-old maintenance hangar located at the Bangor International Airport located in Bangor, Maine.

This project consists of an aircraft maintenance high-bay hangar area, general-purpose aircraft maintenance shops, a second floor administration area and building utility spaces to support the training and operational mission of the KC-135E aircraft assigned to the 101st Air Refueling Squadron. The facility is approximately 77,785 square feet in size and described further herein.

B. The proposed site is located at the northwest corner of the existing light duty apron, east of the existing T9 Hush House, and west of the existing parking area located directly west of the existing Hangar. Site improvements include new utilities, new apron, drainage improvements, fencing, drives, parking, parking lots and associated landscaping.

1.03 CONTRACTOR'S USE OF PREMISES:

A. Exclusive Use: During the construction period, Contractor shall have full use of the premises for execution of the Work. Use of premises is limited only by Owner's right to perform duties and functions as stated in the GENERAL CONDITIONS and in this Section.

B. Limited Use:

1. Confine operations to areas within Contract limits indicated. Portions of Site outside the

Contract limits shall not be disturbed.

2. Coordinate with other separate contractors and Owner to avoid interference of operations.

3. Conduct operations so as to ensure the least inconvenience to Owner and the general public.

1.04 WORK SEQUENCE:

A. General: Construction sequence shall be determined by Contractor subject to Owner's need for continuous operation of existing facilities.

B. Continuous Service of Existing Facilities: Exercise caution and schedule operations to ensure that functioning of present facilities will not be disrupted. Shutdown of Owner's operating facilities to perform the Work shall be held to a minimum length of time and shall be coordinated with Owner who shall have control over the timing and schedules of such shutdowns.

C. Phasing: The project shall be completed in three phases. Phase I shall include all work associated with the construction of the KC-135 Maintenance Hagar, making the upgrades to Building 493 and performing the work under Bid Options 1, 2 and 4 as applicable. All work under Phase I shall be completed in 540 calendar days. Phase II shall include a 90 day

transition period to allow the Government to move and transition from the existing hangar to the new KC-135 Maintenance Hangar. Phase III shall include the work described under Bid Options 3, 5 and 7 consisting of the demolition of the existing hangar, demolition of the existing Hush House foundation and pavements and demolition of Building 479. All work under Phase III shall be completed in 180 calendar days. REVISED BY AMENDMENT 002.

1.05 PREORDERED EQUIPMENT AND MATERIALS:

A. General: Owner has negotiated purchase orders with Suppliers of Equipment and Materials to be incorporated into the Work. These purchase orders are assigned to Contractor. Costs for Equipment and Materials, receiving, handling, storage, and installation shall be included in the Contract Price.

B. Responsibilities: Contractor's responsibilities are the same as if Contractor negotiated purchase orders, including responsibility to renegotiate purchase if necessary and to execute final purchase order agreements. Copies of negotiated purchase orders are available upon request from Owner.

1.06 OWNER-FURNISHED EQUIPMENT AND MATERIALS:

A. Equipment: The following Equipment and Materials will be furnished and paid for by Owner, and is described in the Construction Drawings.

B. Owner's Responsibilities:

1. Arrange for delivery of Shop Drawings, product data, Samples, manufacturer's instructions, and certificates to Contractor.

2. Arrange and pay for Equipment delivery to the Site.

3. Deliver Supplier's bill of materials to Contractor.

4. Inspect deliveries jointly with Contractor.

5. Submit claims for transportation damage.

6. Arrange for replacement of damaged, defective, or missing items.

7. Arrange for manufacturer's warranties, Bonds, Field Service, and inspections, as required.

C. Contractor's Responsibilities:

1. Designate delivery date for Equipment in the construction schedule.

2. Review Shop Drawings, product data, and Samples. Submit to Engineer with notification of any discrepancies or problems anticipated in the use of the Equipment.

3. Receive, handle, and unload Equipment at the Site, including uncrating and storage.

4. Promptly inspect products jointly with Owner; record shortages and damaged or defective items.

5. Protect products from damage and exposure to elements.

6. Assemble, install, connect, adjust, and finish Equipment as stipulated in the respective

Sections of the Specifications.

7. Provide inspections required by public authorities.

8. Repair or replace items damaged by Contractor's operations.

1.07 MEASUREMENT AND PAYMENT:

A. Lump Sum Contracts: All Work indicated and specified in the Contract Documents shall be included in the Lump Sum Contract Price.

1.08 COPIES OF DOCUMENTS:

A. Furnished Copies: After execution of Agreement, Contractor will be furnished at no cost, a maximum of 2 sets of Contract Documents along with electronic drawings consisting of full-kallen Underline

assumes full responsibility for doing so, and that Contractor has coordinated each Submittal with the requirements of the Work and the Contract Documents.

d. At the time of each submission, call to the attention of Contracting Officer in the letter of transmittal any deviations from requirements of the Contract Documents.

e. Make all modifications noted or indicated by Contracting Officer and return the required number of revised Submittals until approved. Direct specific attention in writing, or on revised Submittals, to changes other than the modifications called for by Engineer on previous Submittals. After paper copy Submittals have been approved, submit copies thereof for final distribution. Previously approved Submittals transmitted for final distribution will not be further reviewed and are not to be revised. If errors are discovered during manufacture or fabrication, correct the Submittal and resubmit for review.

f. Following completion of the Work and prior to final payment, furnish record documents and approved Samples and Shop Drawings necessary to indicate "as constructed" conditions, including field modifications, in the number of copies specified. Furnish additional copies for insertion in Equipment instruction books and operating manuals as required. All such copies shall be clearly marked

"PROJECT RECORD."

(1) Submit a final record copy of the Master Field Drawing list which shall indicate the final revision status of each drawing on the list.

g. Keep a copy or sample of each Submittal in good order at the Site.

3. Quantity Requirements:

a. Except as otherwise specified, transmit all Shop Drawings in the following quantities:

(1) Initial Submittal:

(a) Paper - Six (6) copies to Contracting Officer. One copy will be returned to Contractor.

(b) Electronic - One copy to Contracting Officer.

(2) Resubmittals:

(a) Paper - Six (6) copies to Engineer.

(b) Electronic - One copy to Contracting Officer.

(3) Submittal for final distribution:

(a) Paper - Six (6) copies plus the number required by Contractor, to

Contracting Officer.

(b) Electronic - One copy to Contracting Officer.

(4) As-constructed documents:

(a) Paper - Six (6) copies to Contracting Officer.

(b) Electronic - One copy to Engineer.

b. Transmit Submittals of product data as follows:

(1) Initial Submittal:

(a) Paper - Six (6) copies to Contracting Officer. One copy will be returned to Contractor.

(b) Electronic - One copy to Contracting Officer.

(2) Resubmittals:

e. When all Submittals have been updated to "as-constructed" conditions, transmit to

Engineer and to Owner in electronic format.

f. Owner may copy and use for internal operations and staff training purposes any and all document Submittals required by this Contract and approved for final distribution, whether or not such documents are copyrighted, at no additional cost to Owner. If permission to copy any such Submittal for the purposes stated is unreasonably withheld from Owner by Contractor or any Subcontractor, manufacturer, or Supplier, Contractor shall provide to Engineer 50 copies plus the number of copies required by Contractor at each final distribution issue.

4. Equipment erection drawings and other Submittals required for installation of Equipment furnished by others under separate contract for installation under this Contract will be transmitted to Contractor by Engineer in the final distribution of such Submittals.

5. Information to Manufacturer's District Office: Contractor shall arrange for manufacturers and Suppliers of Equipment and Materials to furnish copies of all agreements, drawings, specifications, operating instructions, correspondence, and other matters associated with this Contract to the manufacturer's district office servicing Owner. Insofar as practicable, all business matters relative to Equipment and Materials included in this Contract shall be conducted through such local district offices.

D. Contracting Officer's Review:

1. Contracting Officer will review and take appropriate action on Submittals in accordance with the accepted schedule of Submittals. Contracting Officer's review and approval will be only to determine if the items of Equipment and Materials covered by the Submittals will, after installation or incorporation in the Work, conform to information given in the Contract Documents and be compatible with the design concept of the completed Project as a functioning whole as indicated by the Contract Documents.

3. Barriers shall be of a neat and reasonable uniform appearance, structurally adequate for the required purposes.

4. Maintain barriers in good repair and clean condition for adequate visibility. Relocate barriers as required by progress of Work.

5. Repair damage caused by installation and restore area to original or better condition.

Clean the area.

B. Fences:

1. Prior to the start of Work at the Project Site, install enclosure fence with suitably locked entrance gates.

2. Locate fence to enclose the entire Project Site, or that portion the Contractor establishes as required to encompass the construction operation.

3. Locate vehicular entrance gates in a suitable relation to construction facilities and to avoid interference with traffic on public thoroughfares.

4. Locate pedestrian entrance gates as required to provide controlled personnel entry, in a suitable relation to construction parking facilities.

5. Fence construction shall be open-mesh, chain-link type.

C. Tree and Plant Protection: (Specified in SECTION 312000).

1. Preserve and protect existing trees and plants at the Site which are designated to remain and those adjacent to the Site.

2. Provide temporary barriers around each, or around each group of trees and plants.

Construct to a height of 6 feet around trees, and to a diameter at the drip line or 5 feet from trunk, whichever is greater, to adequately protect plants.

3. Consult with Engineer and remove agreed-on roots and branches which will interfere with construction. Employ qualified tree surgeon to remove and to treat cuts.

4. Protect root zones of trees and plants as follows:

a. Do not allow vehicular traffic or parking.

b. Do not store materials or products.

c. Prevent dumping of refuse or chemically injurious materials or liquids.

d. Prevent puddling or continuous running water.

5. Carefully supervise excavating, grading and filling, and subsequent construction operations to prevent damage.

6. Remove and replace, or suitably repair, trees and plants which are damaged or destroyed due to construction operations, and which were designated to remain.

3.03 SECURITY: REVISED BY AMENDMENT 002

3.04 ENVIRONMENTAL CONTROLS:

A. Noise Control:

B. Dust Control:

1. Provide positive methods and apply dust control materials to minimize raising dust from construction operations; and to prevent airborne dust from dispersing into the atmosphere.

2. Clean interior spaces prior to the start of finish painting and continue cleaning on an as-needed basis until painting is finished.

3. Schedule operations so that dust and other contaminants resulting from cleaning process will not fall on wet or newly-coated surfaces.

C. Water and Erosion Control:

1. Temporary Erosion and Sedimentation Control: Comply with requirements of 2003 EPA

Construction General Permit or authorities having jurisdiction, whichever is more

(1) Fly ash may be added by Supplier as a separate ingredient provided the Supplier has scales for dispensing fly ash that meet the requirements of Paragraph 2.01.E, this Part.

(2) Fly ash shall not be used in concrete specified to receive surface hardener. (REVISED BY AMENDMENT 0002)

b. The maximum amount retained on the No. 325 sieve shall be 10% as determined in accordance with ASTM C430.

c. The maximum amount of alkalies (NA2O + 0.658 K2O) shall be 0.60% determined in accordance with ASTM C114. A running average of three Samples shall not exceed a maximum of 0.50%.

d. Use one brand of cement throughout the Project unless otherwise approved by Contracting Officer.

2. Fine Aggregate:

a. Conform to ASTM C33.

b. Approved service record of 3 years with a history indicating that the fine aggregate is not chemically reactive.

c. For a new fine aggregate source, or when 3 years' approved service records are not available, or when the service records are unacceptable; the aggregate shall be evaluated for potential reactivity. Aggregate must be considered innocuous in accordance with petrographic examination by ASTM C295 and tests conforming to

ASTM C289.

d. Fine aggregate considered deleterious or potentially deleterious shall not be used without approval.

e. Maintain fine aggregate free of ice and frozen lumps.

f. Fineness modulus shall be between 2.3 and 3.1.

3. Coarse Aggregate:

a. Conform to ASTM C33.

(1) Limits for deleterious substances and physical property requirements shall conform to Table 3 and applicable class designation 5S, 5M, or 1N.

b. Approved service record of 3 years with a history indicating that the coarse aggregate is not chemically reactive.

c. For a new coarse-aggregate source, when 3 years' approved service records are not available, or when the service records are unacceptable; the aggregate shall be evaluated for potential reactivity. Aggregate must be considered innocuous in accordance with petrographic examination by ASTM C295 and tests conforming to

ASTM C289.

d. Coarse aggregate considered deleterious or potentially deleterious shall not be used without approval.

e. Blast furnace slag will not be permitted.

f. Maintain coarse aggregate free of ice and frozen lumps.

g. Grading Requirements:

(1) Size No. 67, from 3/4-inch (19 mm) to No. 4 (4.75 mm) sieve for all concrete unless otherwise specified.

4. Mixing Water:

a. Only potable water will be acceptable.

5. Admixtures:

a. Water-Reducing Type:

(1) Conform to ASTM C494, Type A.

(2) Conform to manufacturer's recommendations for use.

D. Flashing Reglets:

1. Fabricate of sheet metal, open-type with continuous groove 1-1/8 inches deep minimum by 3/16 inch wide at opening and sloped upward at 45 degrees. Top surface shall have toothed lip section to anchor upturned edge of metal snap-lock counter flashing when inserted. [Sheet metal shall be stainless steel, 0.011 inch minimum thickness, ASTM A167, type 302 or Type 304, Number 2D finish, soft temper.] [Sheet metal shall be copper strip for building construction, weight 16 ounce per square foot minimum, ASTM B370, cold-rolled temper.]

E. Dovetail Anchor Slots:

1. Preformed metal slot approximately 1 by 1 inch (25 by 25 mm) of not less than 22 gauge galvanized steel cast in concrete. Coordination actual size and throat opening with dovetail anchors and provide with removable filler material.

2.05 CURING AGENT:

A. Apply to all concrete surfaces unless otherwise indicated or specified.

B. Curing agent shall conform as follows:

1. ASTM C309, Type 1: Use where concrete surface is not exposed to direct sunlight after placement.

2. ASTM C309, Type 1-D: Use where slabs are exposed to direct sunlight for a period of seven days minimum after placement. Curing and sealing agent with fugitive dye shall be readily distinguishable upon the concrete surface for at least four hours after application but shall be inconspicuous within seven days after application.

3. ASTM C309, Type 2: Use as specified in PART 3, ARTICLE 3.05 - HOT WEATHER CONCRETING, this Section.

C. Curing compound used on floors to be sealed, painted, tiled, topped, dampproofed, waterproofed, or covered with resilient floor covering shall be guaranteed not to interfere with application of sealer, paint, tile mortar, or tile adhesive after a 28-day curing period.

D. Curing compound shall be VOC compliant with a maximum VOC content of 2.9 lbs/gal, or less where Project location regulations are more stringent.

2.06 CONCRETE FLOOR CURING AND SEALING AGENT:

A. Apply to all interior concrete floor surfaces subject to vehicle or pedestrian traffic.

B. Curing and sealing agent shall conform as follows:

1. ASTM C1315, Type I, Class A: Use where slabs are not exposed to direct sunlight after placement.

3.01 PREPARATION FOR CONCRETE PLACEMENT:

1.06 PROJECT CONDITIONS:

Do not apply materials if floor or air temperature is below 65°F. Do not apply materials if relative humidity is above 85% or within 5° of dew point at time of application.

B. Maintain room temperature between 65 - 85°F for 48 hours before, during and 48 hours after installation, or until cured. 3.01 EXAMINATION:

Do not begin surface preparation or application until unacceptable conditions have been corrected. Do not apply to substrate treatments for moisture, repair, or leveling not of the same Manufacturer.

B. Conduct quantitative anhydrous calcium chloride testing in accordance with ASTM F1869.

Maximum acceptable test result is 3 pounds per 1,000 ft2 per 24 hours. If in excess of stated value, use moisture vapor bock as per manufacturers specifications.

3.02 SUBSTRATE PREPARATION, GENERAL:

A. Perform preparation and cleaning procedures in compliance with resinous flooring manufacturer's instructions for particular substrate conditions involved, and as specified.

1. Coordinate application of components to provide optimum adhesion of resinous flooring system to substrate and optimum intercoat adhesion.

2. Cure resinous flooring components according to manufacturer's written instructions.

Prevent contamination during application and curing processes.

3. At substrate expansion and isolation joints, provide joint in resinous flooring to comply with resinous flooring manufacturer's written recommendations.

4. Apply joint sealant to comply with manufacturer's written recommendations.

B. Apply primer over prepared substrate at manufacturer's recommended spreading rate.

C. Apply sealing or finish coats(s), of type recommended by resinous flooring manufacturer to produce finish indicated. Apply in number of coats and at spreading rates recommended in writing by resinous flooring manufacturer.

D. Broadcast non-skid grit at a rate of 680 grams 1.5 pounds per 9.3 square meters 100 square feet into the second urethane top coat and backroll. Map floor into 55.8 square meter 600 square foot sections where 4080 grams 9.0 pounds of non-skid grit is pre-weighed, placed into clean buckets and used in its entirety per marked 55.8 square meter 600 square foot section.

Broadcast white aluminum oxide non-skid grit directly into the body coat.

E. Walkway Stripe and Grounding Rod Markings:

1. Place the walkway stripe and grounding rod markings according to drawings, if applicable. When the second topcoat is within its recoat window, apply a walkway stripe of the red/orange urethane topcoat at 75 microns 3.0 mils DFT, completely hiding the top coat, in one coat. If insufficient hiding occurs, apply one additional coat of the walkway stripe. Lightly broadcast non-skid grit into the wet walkway stripe. Use solvent resistant tape to protect the floor coating against stripe coat bleed. A thin clear coat of either epoxy or urethane may be required to prevent stripe coat bleed prior to the full application of the colored stripe coat. 3.04 FIELD QUALITY CONTROL:

A. The right is reserved to invoke following material-testing procedure at any time, and any number of times during application of flooring.

1. Take 1 core sample per 1000 sq. ft. (93 sq. m) of resinous flooring or portion thereof, to verify thickness. Repair damage caused by coring and correct deficiencies at no additional cost to Contracting Officer.

2. The Contracting Officer will engage service of an independent testing laboratory to sample materials being used. Samples of material will be taken, identified and sealed, and certified in presence of Contractor.

3. Testing laboratory will perform tests for any of characteristics specified, using applicable testing procedures referenced herein, or if not referenced, in manufacturer's product data.

B. If test results show materials being used do not comply with specified requirements, remove noncomplying materials, pay for testing, properly prepare surfaces, and reapply satisfactory flooring materials.

3.05 CURING, CLEANING, AND PROTECTION:

A. Cure resinous flooring materials, taking care to prevent their contamination during stages of application and prior to completion of curing process. Close application area for a minimum of 24 hours.

B. Protect resinous flooring materials from damage and wear during construction operation.

Where temporary covering is required for this purpose, comply with manufacturer's recommendations for protective materials and the method of their application. Remove temporary covering just prior to cleaning for final inspection.

C. Clean resinous flooring just prior to final inspections. Use materials and procedures recommended by resinous flooring manufacturer.
