SITE VISIT QUESTIONS
SOLICITATION # W912JD-10-R-0001
REPLACE KC-135 MAINTENANCE HANGAR
15 DECEMBER 2009
Question 1: Section 011100, par. 1.05 and 1.06: Clarify government furnished items. Clarify Government Purchase Orders.
Answer: There are no owner preordered items and no owner-furnished equipment. Delete these two paragraphs.
Question 2: Are desks and tables shown included in the contract? Is the furniture Government furnished and installed?
Answer: Furniture is Government furnished and installed.
Question 3: Provide and/or clarify specs for the epoxy floor. Is there a flooring option for the hanger bay?
Answer: Floor finish specification is being reviewed. This question will be addressed in response to RFI 004.
Question 4: Clarify liquidated damages versus the delivery dates.
Answer: The performance period for the base bid items (CLIN 0001 and 0002) and for Option Items 0001, 0002 & 0004 (CLIN 0003, 0004 & 0006), if awarded, is 540 days from Notice to Proceed.
Liquidated damages on those items would be assessed on day 541.
The performance period for Option Items 0003 and 0005 (CLIN 0005 and 0007), the demolition work, is 180 days from Notice to Proceed for those items
. If these option items are awarded, demolition work will not commence until the new hangar is complete and the Government has removed furniture and equipment from existing hangar.
Question 5: Are as-builts of the test cell foundation available?
Answer: This is being researched.
Question 6: Clarify the use of temporary utilities including natural gas. Clarify the temporary facility and utilities reference electricity and water. Will natural gas be provided by the Government? Section 015 - 100 states natural gas is provided by the Government
Answer: Currently under review.
Question 7: Clarify the fence enclosure requirements. Are watchmen and a watchmen’s office required?
The plans show an enclosure fence around the project site. It also identifies a watchmen’s office with temporary phone. Will the contractor have to provide their own security/guards?
Answer: The fence enclosure serves several purposes. It helps the Contractor to preserve the safety and security of his work site; it also prevents unauthorized access to airfield space and helps to reduce FOD.
There is restricted access to the ANG Base as a whole; there is a second restricted access to the work area
(Gate 4), which must be secure at all times. However, it is the Contractor’s responsibility to provide for the safety and security of his job site at all times – that is, during working and non-working hours alike.
Question 8: Clarify the bidding schedule regarding allowances.
Answer: This refers to a note on the bid schedule in the specifications (Volume 1) which has caused some uncertainty. Delete this entire page.
Question 9: Are there any site issues?
Answer: It’s unclear what information is being sought. Please use RFI to clarify.
Question 10: Will the Test Cell be removed prior to construction?
Answer: Probably not. USPFO for Connecticut will be soliciting a contract to disassemble the hush house, transport it to Bradley Field and reassemble it on a pad. Their contract to construct the pad has been suspended for the winter. They expect completion of the pad by June and do not want hush house components on site until then. It is reasonable to presume that the contractor hired to disassemble the hush house will be required to coordinate with the contractor building the hangar.
Question 11: Are the partitions furnished by the Government?
Answer: No. Partition walls are part of the contract.
Question 12: Are the windows fire rated?
Answer: This is being researched.
Question 13: Clarify fall protection.
Answer: This is being researched.
Question 14: How does the joint venture work with the small business set aside?
Answer: In general, each partner in a joint venture must qualify as a small business. If you have more particular questions, consult with the Small Business Administration. www.sba.gov/
Question 15: What should we expect for a time frame between the award date and the notice to proceed?
Answer: One can infer from the bid acceptance period that we expect to make contract award within 75 days of bid due-in date. Past experience shows NTP is customarily issued anywhere from no less than 10 to no more than 30 days after award.
