CONSOLIDATED RFI RESPONSES

SOLICITATION W912JD-10-R-0001

Replace KC-135 Maintenance Hangar

RFI 0001:

Question: On drawing P-205, the schematic shows 3” pipe size leaving RAD-101, out going to the building. Drawing P-302 indicates that this pipe size is 2”. Please clarify this pipe size, and also confirm that the interconnecting piping between the compressed air equipment shown on drawing P-205 is all 3:

pipe size.

Answer: Pipe size can be 2-inches. Change the 3-inch piping indicated on drawing P-205 to 2-inch.

RFI 0002:

Question: Electrical drawings E-001 and E-003 indicate a pad mounted transformer and 15KV wire. I cannot find specifications for either item.

Who is providing the Pad mounted Transformer?

Who is providing and installing the 15KV cable?

Will specifications follow?

Answer: The following information was extracted from the contract documents:

The contractor shall provide and install both the Pad Mounted Transformer and 15KV cable.

The 15KV cable shall be of the type as indicated on the Drawing E-003. The 15KV cable shall concentric-lay-strand, Class be conductors. Provide soft drawn copper cable complying with ASTM B3.

The pad mounted transformer shall be a Radial Type, Oil Filled Pad Mounted Transformer Rated as indicated on Drawing E-003, and meet the following specifications. The pad mounted shall conform to IEEE C57.12.00, IEEE C57.12.34 and IEEE C57.12.28. Pad-Mounted Oil-Filled Transformers shall be factory-assembled, oil-filled, outdoor type, tamper-resistant, pad-mounted transformer where shown, of sizes, characteristics, and rated capacities indicated; 3-phase, 60-hertz, manufacturer's standard impedance, with 12,470-volt delta, 95-kV BIL primary; and 480Y/277 volts, 30-kV BIL secondary with grounded neutral. Provide integral lightning arresters. Provide integral primary fuse protection. Provide copper primary and secondary windings. Provide primary windings with 4 taps; two 2-1/2% increments above and two 2-1/2% increments below full-rated primary voltage for de-energized tap-changing operation. Limit transformer surface temperature rise to 65°C. Equip sealed transformer tank with drain and sampling valves, filter-press connections, magnetic oil gauge with alarm contacts, automatic pressure relief device, grounding block, pressure-vacuum gauge with alarm contacts and top-oil dial-type thermometer with alarm contacts. Provide steel enclosure with side-hinged, removable, weather-resistant cover with hinged lift-off cabinet doors capable of being padlocked closed. Equip with high-voltage/low-voltage compartment barrier. Apply manufacturer's standard light-gray outdoor enamel over cleaned and phosphatized steel enclosure.

RFI 0005:

Question: Please see drawing A-701. Under General notes on A-701 it states “All ES1, EXTERIOR SIGNS SHOULD MATCH BASE STANDARDS”. Where do we locate the base standards and is there a drawing showing Sign Type ES1?

Answer: Provide three bronze, raised aluminum building numbers, 24 inches tall, 2 inches thick. Numbers are to be provided by the Base Civil Engineer.

RFI 0006:

Question: I am writing to clarify an irregularity in the bid documents. Section 00120-2.1 states, “The evaluation factors are Past Performance and Price” and that “Past performance is approximately equal to price” The bidding schedule note #4 states, “One contract will be awarded on this Bid Schedule and award will be made to the low bidder on the Base Bid and all Options.”

Answer: Section 120 states how offers will be evaluated. Delete bidding schedule page from the Specification Book.

RFI 0008:

Question: Request that Kwik-Wall model VL-2 be approved as an equal to the products specified for section 083500.

Answer: Review of vendor data and pre-approval of products will not be performed during the bid period.

Installed products shall meet the specifications and will be reviewed by the architect using the formal submittal process as described in Section 013300 – Submittals.

RFI 0009:

Question: Section 083323 overhead coiling door.

1. Do all doors receive operators?

2. What material is the rated shutter in room 105 is this a manual push up shutter?

3. Page 6 2.07, G., 5 which doors receive this type of motor?

4. Page 6, 2.07, H do you want both types of sensors?

Answers:

1. All service doors are electrically operated

2. Stainless Steel, manual push-up type

3. All service doors are electrically operated

4. Use sensor edge, not photoelectric sensor

RFI 0012:

Question: We submitted a proposal for the Regional Training Institute in Bangor, Maine in March of 2009.

Would it be possible for you to use the Past Performance Evaluation Questionnaires sent for that proposal for this proposal as well?

Answer: No. Please have your reference complete the evaluation questionnaire for this solicitation.

RFI 0013:

Question: The solicitation for this project indicates an offer guarantee is required. We are unable to locate any additional information on this. Is it to be Standard Form 24? What percentage is required?

Answer: An offer guarantee is NOT required. The error on the front of the SF 1442 will be corrected in Amendment 1.

RFI 0015:

Question: Is it possible to have a second look at the hangar that will be demolished?

Answer: We will offer a second pre-proposal meeting/site visit on Wednesday, 6 January 2010 at 0900 if there is sufficient interest. Anyone wishing to attend should follow directions in Section 100.

RFI 0020:

Question: Request to add Metallic Building Company to list of approved building manufacturers

Answer: Review of vendor data and pre-approval of products will not be performed during the bid period.

RFI 0022:

Questions:

1. Drawing FP‐001 Fire Protection Design Criteria Note #11 provides hydrant flow information for the sprinkler system. It does not provide Static; Residual or Flow information for the high pressure system.

Could you please forward that data?

2. Drawings FP201 and FP301 indicate a 6” Pressure Reducing Valve for the foam system. What is the intended rating for the upstream fittings? Please advise.

3. Per Specification Section 210500 3.03 A – Common Work Results for Fire Suppression.

‘Painting of equipment and components is specified in Division 9’. Is it the intent to have the Fire Protection contractor paint the fire protection piping per Division 9? Please advise.

4. Per drawing FP‐101 Keyed Note #5 the Fire Protection Contractor is responsible for the Chemical Fire Suppression System for the kitchen ventilation hood. There does not appear to be a Spec for this, nor does there appear to be information regarding the size of the hood, the size of the stove (number of burners), and whether or not the stove is gas or electric. Please advise.

5. FP drawings indicate Surge Arrestors to be installed on the wet, preaction, and foam system risers. There is no information available in the Fire Protection spec. Are the Surge Arrestors to be in compliance with ETL‐02‐15, with a minimum working pressure rating of 275 psi?

6. Per Specification Section 104400 1.05 A. – Fire Protection Specialties the Fire Protection Contractor is to coordinate the size of the Fire Extinguisher cabinets with the owner supplied extinguishers.

What is the quantity, size, and type (if any) of the Owner Supplied Extinguishers?

Answers:

1. The Contractor is responsible for acquiring current hydrant flow information per Note #11 on Drawing Sheet FP-001. Note #11 states “The Contractor is responsible for providing current hydrant flow information for the domestic main and pump flow information for the high pressure main on which the hydraulic calculations will be based.”

2. Upstream fitting ratings will be as required per NFPA 13, base on the hydrant/pump flow information acquired during the hydrant flow/pump test for the high pressure main.

3. Fire suppression piping shall be painted per note 8 on Drawing Sheet FP-001. Piping in areas without ceilings shall be painted to match the wall or ceiling it is mounted on.

4. The wet-chemical fire suppression system is covered in specification section 233813 paragraph 2.04 and shall be integral with the hood.

5. Drawing Sheet FP-201 note 5 and FP-202 note 6 specify surge arrestor shall be provided in accordance with ETL 02-15.

6. Provide cabinets at locations and sized for extinguishers per life safety plan A-002 and A-003.
