SITE VISIT QUESTIONS
SOLICITATION # W912JD-10-R-0001
REPLACE KC-135 MAINTENANCE HANGAR
6 JANUARY 2010
A second site visit, as offered in Amendment 0001, was held on 6 January. As announced, we attempted to duplicate as much as possible, the information presented at the 15 December meeting. After introductions, we presented the same two slide presentations used in December. After that, Contractors had a tour through the existing hangar and the shops in Building 497, followed by a visit to the area where the new hangar will be built. During the course of these activities, the following questions were asked; we have subsequently added answers. All persons asking questions were encouraged to use the RFI process.
Question 1: What about the fence? Please clarify what the contract requires for a 24 hr security guard?
Answer: This has been answered in the Q & A from the first site visit and also in the RFIs. See also Amendment 2. The fence helps the Contractor to preserve the safety and security of his work site; it also prevents unauthorized access to airfield space and helps to reduce FOD. There is restricted access to the ANG Base as a whole; there is a second restricted access to the work area (Gate 4), which must be secure at all times. However, it is the Contractor’s responsibility to provide for the safety and security of his job site at all times.
Question 2: The abatement report mentioned work in bldg 497? Is this a typing error or is there actually work in this bldg. Part 2: If the tile flooring is removed bldg 497. Is there new flooring required in the contract to replace it?
Answer: The demolition of Building 497 will be added by Amendment 0002 as CLIN 0008 (Option 6).
Question 3: Bldg 500 is also called the “hush house” and the “test cell” and bldg 500 is that right?
Answer: Yes. All three terms refer to the same object.
Question 4: Is the radiant floor heating system is a design build? Please clarify the specification doesn’t identify how much insulation is required under the slab. Please clarify what size pump is require for the in floor heat loop?
Answer: Submit this as an RFI.
Question 5: The pre-engineered building list appears to be out dated some of the companies have merged. Can we use other companies not on the list for our proposal?
Answer: Some of the RFIs already responded to asked about this, for example, RFI 020.
Question 6: If our proposal is not based on a Butler building. Is it the contractor’s responsibility to redesign the foundation design to match the pre engineered building proposed?
Answer: Yes.
Question 7: What Davis Beacon wage rate applies?
Answer: The wage rate in effect at the time of award is the one that applies.
Question 8: Which Davis Beacon wage rate applies for site work - Heavy or Highway?
Answer: Generally, Heavy outside the building area except where paving (either HMA or PCC) will be placed.
Question 9: How does the wage rate apply for the equipment operators who may be working inside the footprint and outside the bldg footprint during the same work day? Which rate would apply building or site?
Answer: See above. Hours should be allocated to appropriate wage rate.
Question 10: Will the proposals be evaluated based on the base bid or base bid with options?
Answer: Base bid with options See section 120 and response to RFI 006.
Question 11: Will the project drawings be produced or available in AutoCAD “bim” file 3D modeling format?
Answer: Being researched. Submit as an RFI.
Question 12: Are there required DBE goals for this project?
Answer: Since this is a Small Business set-aside, offerors are not required to submit a small business subcontracting plan; however, the solicitation and any resulting contract do include FAR Clause 52.219- 8, Utilization of Small Business Concerns.
Question 13: Expressed concern about the bid process end of year time frame of getting proposals together is difficult for their sub contractors and suppliers. He felt they would get better contractor / supplier participation if the bid due date could be extended.
Answer: Offer due in date will be extended. See Amendment 0002 for details.
Question 14: There was a question regarding the location, availability and quantity of structural fill that is Government furnished materials.
Answer: This is being researched. Submit as an RFI.
Question 15: Please clarify the demolition ownership of building components and equipment left in the building? Once the demolition option is awarded, will everything left in the building and building components be owned by the general contractor?
Answer: Being researched.
Question 17: Does this project have LEED requirements?
Answer: Yes.
Question 18: Was there an environmental survey completed of the soils under the Hanger for contaminated soils? If contamination is found how will it be handled contractually?
Answer: A hazardous materials site verification report was completed.. If unexpected contamination is found, it will be treated as a differing site condition.
Question 19: Please clarify the detail and type of sign required on the exterior doors type ES-1?
Answer: Asked and answered as RFI.
Question 20: How will the quality assurance be handled? Is the government going to do their own QA or will it be handled thru the A/E type C services?
Answer: In the past, construction projects of similar magnitude and complexity have used A/E type C services, which included QA tasks.
Question 21: Are there foundation as built plans available for bldg 499, 496, and 500?
Answer: Some informational drawings were provided in the solicitation; others will be included in Amendment 0002.
Question 22: Is the Hush House contingent on the hangar? Are there 180 days to demo the hush house foundation and another 180 days for the hangar?
Answer: Demolition of the existing hangar (option item 0003) and demolition of hush house foundation and pavement (option item 0005) are separate option items; one, both or none may be awarded.
Performance period for all awarded demolition work is 180 days from NTP See Amendment 0002 for additional demolition work (497).
