About this file
This is a Questions and Answers document for a federal contract solicitation covering dental, optometry, and audiology services for the Kansas Army National Guard (KSARNG).
The government intends to award a single contract for all three service disciplines rather than splitting awards among multiple offerors by discipline; therefore, vendors may not submit partial-scope quotations limited to dental services alone. For pricing purposes, offerors should cap restorative workload at 60 service members per event (30 per day, as events are normally two days), and panoramic radiograph services should be priced at a maximum of 60 per day. The KSARNG will furnish all supplies associated with dental exams and all information technology infrastructure at the Periodic Health Assessment (PHA) site, but contractors must provide all restorative supplies and equipment for the mobile dental treatment practice. Over 500 soldiers currently require panoramic radiographs, though pricing should only account for 60 per day based on the government's cap.

Vendor Questions:
1. Partial-scope quotations. The solicitation covers dental, optometry, and audiology services. Will the Government accept and evaluate a quotation limited to the dental component (Q503 Medical - Dentistry)? Does the Government contemplate a single award for all three disciplines, or may awards be split among multiple offerors by discipline?
Question 1 Government Response: The government intend to only award one contract for all 3 services/disciplines.
2. Restorative workload for pricing. PWS Section G.d.iii states an estimated 10 to 60 service members requiring dental restoration per event, while the 15 percent Class 3 estimate applied to the stated participant counts implies a higher figure. For pricing purposes, which estimate should offerors use as the planning workload per event?
Question 2 Government Response: Capped at 60/event. Events are normally 2days. Please only price for the 30 per day.
3. Panoramic radiograph volume. PWS Section I.v requires the contractor to ensure all Soldiers have a current panoramic radiograph on file and to perform new radiographs where one is missing. For planning purposes, can the Government provide an estimate of the number or percentage of participating Soldiers expected to require a new panoramic radiograph at each event?
Question 3 Government Response: Capped at 60 Panos per day. We currently have over 500 soldiers who require a Pano. Please only price for 60 Panos per day
4. Government-furnished items and site support. PWS Section H.ii states that for the PHA, the KSARNG will provide all supplies associated with dental exams and all information technology in the dental sections. Please confirm that contractor-furnished equipment requirements apply to the mobile dental treatment practice, and that exam-related supplies and IT at the PHA site are Government furnished.
Question 4 Government Response: “This is a true statement. Anything restorative however will need to be provided by the contractor as we do not carry restorative supplies.”
