About this file

This is a Questions and Answers document for solicitation W912JB26QA084 addressing clarifications on light tower rental requirements for a military training event at Fort Custer.

The Government seeks to rent 15 light tower units with the following specifications: 4000W capacity with four 1,000W lamps on a vertical mast with minimum 279-inch height, illumination coverage up to 26,200 square feet, towable by pickup truck, and onboard generator. The Q&A clarifies that fuel tank capacity can be reduced below the stated 43-gallon minimum (to 30 gallons) if all other specifications are met, since the Government performs daily refueling. The repair/replacement standard is 48 hours for broken units. Section 2.2.4 requiring master agreement contract numbers has been deleted, eliminating this as a requirement. Equipment will be staged at Fort Custer's motor pool near the front gate for pickup and dropoff at the same location, with forklifts available for loading. Expected usage averages 4 hours per day with approximately 150 total hours per unit over the contract duration. Operating hours typically occur 4 hours after twilight, with extended operations of approximately 8 hours on two days during Nighttime Land Navigation (30% of units) and approximately 6 hours during morning Physical Fitness tests (25% of units). The document does not specify response dates, award dates, or pricing terms.

Q&A for solicitation W912JB26QA084

Question 1, PWS 5.1, Fuel Tank Capacity: PWS 5.1 requires a minimum fuel tank of 43 gallons. Given that PWS 5.2.2 provides that the Government performs all daily refueling, would a 4000W light tower meeting all other stated specifications (four 1,000W lamps on a vertical mast, minimum 279-inch mast height, illumination up to 26,200 sq ft, towable by pickup truck, onboard generator) with a 30-gallon fuel tank be considered technically acceptable? For reference, a 4000W tower consumes less than one gallon per hour at full load, so a 30-gallon tank provides more than a full night of continuous operation between daily refueling.

A1– Yes, the fuel tank capacity can be less if all other specs are being met.

Question 2, PWS 5.2.4 / Technical Exhibit 2, Repair/Replacement Standard: PWS 5.2.4 requires repair or replacement of a broken light tower set within 48 hours. Technical Exhibit 2 states an Acceptable Quality Level of repair or replacement 18 hours after identification.

Please confirm which standard governs performance under this contract.

A2 – TE 2 updated to PWS to reflect 48hrs, that was a typo on our end.

Question 3, Section 2.2.4, Master Agreement: Section 2.2.4 requests the offeror's master agreement contract number. Should offerors without an existing master agreement indicate "N/A" in their quote, and will the absence of a master agreement affect eligibility for award?

A3- Section 2.2.4 has been deleted.

Question 4, Equipment Staging at Pickup: Will the Government stage all 15 units at a single designated location, with masts lowered to the stowed position, for contractor pickup at the end of the period of performance?

A4-Yes, it will be in the motor pool near the front gate at Fort Custer, drop off and pick up will be the same location, there are fork lifts available to load equipment.

Question 5, Expected Hours of Operation: For pricing purposes, can the Government provide the anticipated hours of operation per day for the light towers during the event (for example, nighttime operation of approximately 8-12 hours per night, or continuous 24-hour operation)?

A5– 4 hours after twilight. There are two days that will be longer at 8hrs roughly during Nighttime Land Nav on 30% of the units and the Physical Fitness test in the AM will likely run 6hrs on 25% of the units.

Question 6, What is the anticipated daily usage on these light towers?

A6- Anticipate around 4hrs per day on average with a total usage at around 150hrs per unit for the duration.
