About this file
This is a Contractor Questions and Government Answers document for RFQ W912JB-26-Q-A080 issued by the Department of Defense.
The Government is procuring a mail security scanner/screening system capable of detecting all nine types of postal threats designated by the Department of Homeland Security: explosives, incendiary devices, biological agents, chemical agents, radiological materials, nuclear materials, illegal drugs/narcotics, contraband, and threat/hoax letters. The scanner must not generate harmful x-rays and preferably uses terahertz emission technology; however, alternative emission types will be evaluated based on comparative risk analysis. The system should include Safety Act Designation from the Department of Homeland Security. A critical requirement is that the scanner must be portable—movable by one person from one location to another and transportable via a standard motor vehicle. The Government clarified that scanner dimensions are flexible provided the portability and vehicle transport requirements are met. Training will be required for approximately 2 or 3 operators. Vendors are instructed to provide quotes for all available software subscription terms for Government consideration. Two answers remain pending: the specific MailSecur licensing configuration required and the software licensing configuration specification. The solicitation closes on Thursday, August 27, 2026, at 12:30 p.m. Eastern Standard Time.
