About this file

This is a Product Description attachment for a Michigan Army National Guard solicitation (W912JB26QA080) for the procurement of one mail security scanner.

The Michigan Army National Guard Office of Personnel (G1) requires a deployable mail security scanner to replace an end-of-life x-ray machine in the JFHQ postal room. The scanner must detect all nine types of postal threats designated by the Department of Homeland Security: explosives, incendiary devices, biological agents, chemical threats, radiological materials, nuclear materials, illegal drugs/narcotics, contraband, and threat/hoax letters. The device must comply with DHS Safety Act Designation standards and use terahertz emission rather than harmful x-rays. Physical dimensions must fall between 13 inches (length) x 5 inches (width) x 13.5 inches (height) and 36 inches (length) x 24 inches (width). As a deployable asset, the scanner must be portable enough for one person to transport between the JFHQ postal room and local armories or other installations using a standard motor vehicle. The procurement includes a mandatory 12-month warranty and a training package limited to one day and six hours maximum, conducted in the United States. Training materials for students and instructors, along with instructor travel costs, must be included in the overall price, with hands-on training provided following scanner delivery.

PRODUCT DESCRIPTION

PURPOSE: The Michigan Army National Guard Office of the Personnel (G1) is the proponent for the postal services program. Military Postal Service Procedures Manual (MPM) effective 25 September 2024 with Change 5 effective 27 February 2026 directs as part of the physical security portion of this program to have the capability to x-ray and scan mail received from entities such as the United Postal Service, and other carriers of packages, including, but not limited to FedEx, Amazon, DHL, and UPS.

The scanning of the mail or packages is to detect Chemical Biological Radiological Nuclear (CBRN) substances within those parcels. JFHQ is considered an installation and must have the means to scan suspicious packages when necessary. This scanner must be able to travel to local armories or other installations when requested.

The current x-ray machine in the JFHQ postal room has met its life cycle and effectiveness. The cost of continuing to call in a technician for repairs and replacement parts would add up the purchase of a new scanner.

QUANTITY: 1 1. Scanner must come with at least a 12-month warranty.
