The contractor must provide laundry services for shop towels and rags used across eleven maintenance facilities throughout Michigan, servicing approximately 96 units. The contractor shall launder rags soiled with dirt, grease, petroleum, oil, lubricant products, and grime in a safe and environmentally friendly manner compliant with all local, state, and federal regulations.
The Period of Performance consists of one base year of 12 months with four optional 12-month periods. Services shall be provided during core hours of 0545-1630 on Tuesday, Wednesday, and Thursday, with flexibility to meet requirements except on U.S. holidays or during government facility closures. The contractor must coordinate pickup and delivery of rags at all eleven maintenance shop locations across Michigan, performing pickups and deliveries two times per month (or once monthly if approved by the Contracting Officer Representative). Pickups and deliveries should primarily occur on Tuesday, Wednesday, and Thursday. The contractor shall deliver clean rags in bundles, maintain dirty rag containers that prevent leakage of grease or petroleum residue, provide clean rag hampers or storage cabinets at all locations, ensure all delivery personnel possess valid driver's licenses, and comply with HAZMAT regulations. An Operation Surge clause permits up to 10 percent increase in rag quantities for up to three cumulative months per performance year without contract modification, with increases above 10 percent requiring modification.

REQUIREMENTS FOR
Maintenance Shop Towel Laundry Services
Background: Surface Maintenance manages eleven shops who aid and fix maintenance equipment for roughly 96 units across Michigan. To properly complete job orders for the units across Michigan, the maintenance shops need cleaning products that allow for proper clean-up and cleaning of all maintenance equipment. In addition to facilitating clean and optimal maintenance shop operations, the soil rags must also be laundered and re-used in an environmentally friendly manner to remove the dirt, grease, other petroleum, oil, and lubricant products, and all-around grime so they can be delivered again in a clean and reusable condition.

POC from each shop. Contractor shall report to the COR when coordination has been established with each shop POC. If the pick up or delivery date falls on a holiday, pick up or delivery shall be the next business day unless otherwise coordinated with the POC from each shop and the COR. Pick up and drop off shall occur two times per month and may be permitted to be delivered and picked up once per month if requested by the contractor and approved by the COR. Contractor shall primarily perform deliveries and pickups on Tuesday, Wednesdays, and Thursdays, due to limited staffing on Mondays and Fridays, and the impact of some Federal Holiday closings. The contractor shall furnish everything required to perform these services.
Exchange of clean and dirty shop rags. The contractor shall ensure all employees possess driver’s licenses for the delivery vehicles that are used to transport clean and soiled shop rags to and from MIARNG facilities. Clean rag delivery and dirty rag pickup may be performed on the same visit by the contractor’s service technician or on separate visits, as long as the scheduled interval is maintained for the sake of continuity in shop operations.
Contractor shall deliver, pick up, and transport items using conventional methods, and comply with all local, state, and federal sanitation and HAZMAT regulations regarding the transportation of hazardous materials over public roads, as contained in small quantities of each soiled shop rag.
Accountability of contracted materials. The contractor shall deliver all rags in bundles of known and convenient numerations. Upon arrival of contractor to the maintenance facility, the POC of that specific maintenance shop will inspect delivery to quickly confirm the number of shop rag bundles received and sign all necessary paperwork. It is the contractor’s responsibility to ensure general and approximate accountability of soiled shop rags upon pickup. The contractor and the government understand that shop rags are easily misplaced and will eventually wear out and be discarded at no cost to the government.
Operation Surge. In the event that shops experience a surge in operations that consume fresh supplies of shop rags faster than anticipated, shops may increase the estimated amount of service rags for each location up to 1 location additional charge to the government. Any increase above the 10% surge will require contract modification. The duration of this 10% surge will not exceed three months in cumulative duration each period of performance (PoP) year without modification of the base contract or return to normal quantities shown in TE3. Contractor understands that shops will only use this surge clause as needed and will revert to original quantities as soon as possible, within three-month surge period.
Laundry Service. The contractor shall have the ability to launder shop rags soiled with dirt, grease, other petroleum, oil, and lubricant products, and all-around grime in a safe and environmentally friendly manner, compliant with all local, state, and federal regulations that apply to such laundry operations.
Key Items. Clean shop rags, clean rag hamper or storage cabinet, and a storage container for dirty rags. Clean rags and an available dirty rag hamper shall be available at all times.
The clean rags and dirty rag containers shall be stored in an easily accessible location specified by each maintenance shop point of contact. The dirty rag containers shall ensure that grease or POL residue do not leak out of the container, causing a spill, stain, slip hazard, or any other hazard or inconvenience to the maintenance shop workers.
