RFI’s Rotary Wing

1. Deliverables During Each JELC Phase

Can the Government confirm the expected contractor outputs and responsibilities for each phase of the Joint Exercise Life Cycle (IPP, MPE, FPE, Execution, and AAR)? Are the course of action, exercise execution matrix, and objective evaluation criteria matrix for Northern Strike developed and if so, can relevant and releasable portions be provided?

Reference: Attachment A – PWS, Sections 1.1.1 and 1.2

- Contractor outputs will be provided throughout the JELC cycle adding Rotary Wing specific units, their training plans, AMR statuses, etc, at the conclusion of each JELC event.

2. Planning Tools, Systems, and Formats

Are there specific systems or platforms currently used by NSPG or the Michigan Army National

Guard to manage Aviation Support Requests (e.g., JTIMS, TAMIS, Excel, SharePoint)?

Are there preferred file formats or templates for ASR tracking and aviation planning inputs?

Reference: Attachment A – PWS, Section 1.1.1

- Contractor will work mainly with Microsoft Office in planning efforts to include AMR receipt, planning, and tracking with guidance from NSPG Army Rotary Wing Planner.

3. Contractor Interaction with Aviation Units

Will the contractor directly coordinate with aviation units (e.g., 3-238 GSAB, 1-147 AHB) during exercise planning and execution, or will all coordination be routed through the Northern

Strike Planning Group (NSPG)? Will contactor interaction with the mission planning network to enable C2, decision making, and shared understanding with mission planners include coordination with multinational force partners?

Reference: Attachment A – PWS, Section 1.1.1 (Coordination referenced generally)

- Contractor will work alongside NSPG Army Rotary Wing planning personnel in coordination with participating units to enable C2, decision making, and shared understanding.

4. Embedded Role Expectations

Will the contractor be expected to operate in a fully embedded capacity with the NSPG team day-to-day, or perform work more independently with scheduled interface points? Please clarify the number of telework days permitted each week.

Reference: Attachment A – PWS, Section 1.4.1.1 (Hybrid work schedule noted)

- Telework is authorized based on the PWS, and established by the COR with guidance from

NSPG command team. Contractor will work in tandem with NSPG Army Rotary Wing planners, but will be afforded ability to manage workload received independently.

5. Onboarding and Transition Timeline

Will the Government provide a transition window post-award (e.g., 30 days) for onboarding, CAC processing, orientation, and knowledge transfer prior to full performance expectations?

Reference: Section 1.4.10.1

- Yes, onboarding will be facilitated immediately upon awarding of contract to include CAC processing, orientation, with knowledge transfer coming from NSPG Army Rotary Wing planners.

6. Access to Historical Documentation or Artifacts

Will the Government provide prior-year planning artifacts (e.g., ASR records, JELC planning calendars, briefing slides, or route overlays) to support continuity of operations and historical context?

Reference: Section 3.2 (Materials)

- Contractor will have access to NSPG document repository to ensure information is available to complete their contractor duties.

7. Use of Government SOPs or Templates

Are there existing SOPs, playbooks, or planning templates the Government expects the contractor to use or refine?

Reference: Section 3.2 (Materials)

- Yes.

8. Use of Named Personnel and Letters of Intent

Is the inclusion of resumes or named key personnel in the Technical Volume allowed or encouraged? If resumes are not available, will Letters of Intent or contingent hiring agreements be acceptable for proposed personnel?

Reference: Attachment D – Section 9.3.1 defines approach evaluation but does not mention resumes or LOIs

9. Quality Control Expectations

Does the Government intend to release a Performance Requirements Summary (PRS) table or other performance thresholds to accompany the Quality Assurance Surveillance Plan (QASP)?

Reference: QASP is referenced in Attachment A – PWS, Section 1.4.4, but no measurable thresholds or PRS are included

10. Award Without Discussions

Can the Government confirm its intent to make award without discussions?

Reference: Attachment C – 1449, Page 46; “The Government intends to evaluate proposals and award a contract without discussions”

11. Incumbent Contractor

Is there a current or previous contractor performing this requirement? If so, can the Government identify the incumbent and contract number to assist with past performance comparison?

Reference: No mention of an incumbent in any solicitation document

- There is and the Contract number is W912JB24P0032

12. Future Scope Expansion

Does the Government anticipate any potential expansion of this requirement during the period of performance (e.g., support to other states, echelons, or additional exercise series beyond

Northern Strike)?

Reference: Attachment A – PWS, Sections 1.1 and 1.2 (Scope appears limited to NSPG/Northern

Strike only)

- Contractor will not go out of scope of the PWS.

13. Request bidders be provided with a copy of the current

Exercise Execution Matrix (EXMAT) to better understand the scope of maintaining the EXMAT.

- Cannot release. Controlled document.

14. Is the EXMAT a living, breathing product that is regularly updated with changes to the schedule? Technical Exhibit 1, Performance Objectives 5.1 and 5.1.1 imply that it’s a 1-time report submitted within 30 days of start of performance.

- EXMAT is a living document.

15. Request bidders be provided with historical exercise schedules to permit better understanding of meeting, coordination, and synchronization requirements.

- TE 3 provides context of travel and general performance timelines. Also, Para 5.0 of

PWS specifies what contractor will be performing.

16. Please clarify the intent of this paragraph, considering that it falls under paragraph “5.0

Requirements.” Does paragraph stipulate requirements for all staff members?

- Para 5.0 is the requirements that the contractor is expected to fulfill for that specific contract.

17. Technical Exhibit 1, Performance Objectives 5.1 and 5.1.1 Is it a correct assumption that the EXMAT is only submitted once during the Period of Performance based on the Acceptable Quality Level for these Performance Objectives?

Yes, the EXMAT will remain a living document that plan group teams regularly update throughout the year. Once exercise execution begins, the EXMAT is solidified at the overall training plan for rotation units and should not be deviated from

18. Technical Exhibit 1. Performance Objectives 5.1.2. How many planning meetings and workshops are conducted monthly?

- See Technical Exhibit 3.

19. Technical Exhibit 3. Please confirm that the “Hours” column in the Exhibit refers to the average weekly estimate for NS-1 and NS-2 support.

- Technical Exhibit 3 hours column refers is the expected hours of performance based on the days traveling. General weekly performance refers to hours of work at place of performance not during JELC events or execution.
