COMBINED SOLICITATION/SYNOPSIS

AMENDMENT TO SOLICITATION

SUBJECT: QUESTIONS AND RESPONSES FOR W912JB20Q0004

Q1) Please clarify if CLIN 0003 for a CPX Exercise Planner is required to work from the MI ARNG HQ, daily? And/or, should the Optional six month extension be exercised in para 1.1 of the Solicitation will the planner be required to be on site at the MI ARNG HQ? Can you please clarify the government expectation of CLIN 0003?

A1: There is no requirement to work at the MI ARNG HQs

Q2) Please clarify if this PWS is only for the CPX development and execution of the contract. Mid‐ way in the para 1.2, there is a sentence that eludes to an additional requirement within the FTX portion of this contract. If this includes the FTX portion of the contract, do we have to provide any realistic support to the FTX (i.e., building collapses, mannequins, moulage role players, etc.) or, better said, do we have to develop/run a Full‐Scale Exercise with all supporting props in addition to a CPX? Can you please clarify the government’s expectation of the contractor regard to the FTX verbiage in the PWS?

A2: Only role players representing local civilians impacted by the CBRN event, and “wranglers” to direct them

Q3) There is a reference to Technical Exhibit 3 for dates where the Contractor will provide on‐site services. There was not a Technical Exhibit 3 in the PWS or the other supporting documents on beta.sam.gov. Are the dates listed within the para 1.4.4 considered the entirety Technical Exhibit 3 dates?

A3: Yes

Q4) Can you clarify the on‐site requirements as hour counts are listed for 31 MAY and 1June‐ 6June however the final part of the sentence outlines a 30 May‐7 June requirement. Can you please clarify the totality of exercise dates and the government’s expectation for the contractor on‐site hours during that time?

A4: 7 June requires EXCON participation at the Hot Wash AAR, it will not require the entire EXCON Cell, but a limited portion (3-4)

Q5) The solicitation write‐up on beta.sam.gov identifies factor 2 of submission evaluation that the contractor will have the ability to create .KMZ files without Government Assistance however para

5.0 in the PWS says we need to create the .KMZ files with the assistance of the Government. Can you please clarify?

ATTACHMENT #1 (AMEND #00001)

A5: Govt assistance will be the identification of data point to populate the .kmz file

Q6) Is there flexibility to reduce the total number of role players and SMEs to perform this contract?

A6: No

Q7) Is the contract requiring moulaged role players for any FTX involvement in addition to technical CPX related role to simulate local, state and federal government agencies?

A7: Yes

Q8) Are samples of Exercise supporting documents (i.e., executive summaries, Ground Truth /Warm Start Briefings, mobilization orders, SITREPs, status reports, storyboards, MSEL injects, scenario documentation including plume modeling, NBC reports, Mission Assignments, Mission Assignment Tasking Orders, turn-over briefings, Hot Wash briefings and After-Action Reports, periodic progress reports, final reports, etc.) required for this submission?

A8: Yes

Q9: Google SAGE requires access via Government computers with Common Access Card credentials and a SAGE registration per individual requiring access. Will 46th MP Command sponsor contractor for CAC cards and SAGE registration and provide Government computers to continually update the COP, or will 46th MP Command provide its own liaison (having SAGE access and Government access credentials and Government Computer) to the contractor EXCON team during the exercise to input the contractor SMEs IND effects into SAGE to generate the appropriate instantaneous screen-shot KMZ files that the contractor can then post to the COP and storyboards in Microsoft PowerPoint as has been done for previous exercises supporting the 46th MP Command?

A9: Yes, Contractor will need to meet the requirements for access .mil systems

Q10) What is the 46th MP Command’s expectation for actual exercise play each exercise day on 1-6 June 2020; a single shift 14-18 hours per day as in some previous 46th MP Command exercises and stated in PWS 1.4.4 or two 9-hour or three 6-hour shifts per exercise day as in similar previous exercises? If multiple shifts per exercise day, does the 46th MP Command require all 28 (minimum) contract personnel to support each shift, or is that the minimum number of contract personnel as a summation of all shifts to support the EXCON, HICON, and LOCON for each exercise day? What are the twenty-three role player anticipated duty positions in the exercise? If we have multiple discipline experts who can cover two or more role player duties simultaneously more efficiently during the exercise (which would significantly reduce costs to the Government) would that be acceptable or is the 23 role players an absolute requirement? (Clarification necessary for travel planning and cost estimating purposes.)

A10: Contractor will have the ability to adjust staffing levels to meet the operational tempo of the exercise

Q11) Do all role player personnel really need to have all of the experience specified for contractor personnel concerning NORTHCOM, ARNORTH, JFLCC, National Guard JFHQ and Dual Status Commander and Staff roles? It makes sense for role players representing the HICON, EXCON, and LOCON to have these experience qualifications, but not for role players replicating the media, first responders, Non-Government Agency entities like Beaumont Health and worried well.

(Clarification necessary for personnel selection and cost estimating purposes.)

A11: No

Q12) Will the Post Award Conference be held in conjunction with the 14-16 January 2020 TF46 Training Audience Final Planning and Sustainment Synchronization Meeting, at some other time and location, or by teleconference? Will Periodic Progress Meetings be held in conjunction with other on-site meetings and conferences specified in PWS paragraph 1.4.4 or will they be held separately on-site or by teleconference? (Clarification necessary for travel planning and cost estimating purposes.)

A12: Post award must be face to face due to the abbreviated planning cycle, periodic meetings will be able to happen concurrent with other events, if feasible

Q13) Although exact dates will be determined post award, where will the Initial Planning Meeting be held and for how many days will the contractor be required to be present on site for the Initial Planning Meeting? (Clarification necessary for travel planning and cost estimating purposes.)

A13: Lansing, 3 days

Q14) Which location will be the site of the MSEL Writing Session #1 and #2? (Clarification needed for travel planning and cost estimate purposes.)

A14: Lansing

Q15) Since MSEL Writing Session #2 occurs after the Final Planning Meeting, please clarify how many MSEL injects are due at the conclusion of the Final Planning Meeting in order to meet the PWS Paragraph 5.4.4 requirements.

A15: Approx. 30-45

Q16) Based on our experience supporting previous 46th MP Command exercises, are there any post-exercise deliverables anticipated other than the Contractor Manpower Reporting Application specified in PWS Paragraph 5.5?

A16: No //////////////////////////////////NOTHING FOLLOWS//////////////////////////////////////////////////////////
