Michigan National Guard Emergency / Mass Notification System
Performance Work Statement
1. Purpose. The Michigan National Guard (NGMI) has a requirement for a 24-7-365
Emergency/ Mass Notification System (ENS) for locations throughout Michigan.
2. Background. This requirement supports the Department of Defense’s (DOD) Joint Information Environment goal of establishing an effective, secure, and common ENS as directed by Head Quarters Department of Army (HQDA) G-34.
3. Scope. The contractor will develop and implement a Cloud-based Emergency Notification
System at forty-three (43) locations in the State of Michigan. The estimated number of users is 10,000 personnel.
4. Salient Characteristics of the Emergency/Mass Notification System
4.1. The contractor will provide an ENS that integrates with existing lists from human resources systems and other directories. The contractor will also provide the ability to update the lists as personnel changes and sync data.
4.2. The contractor will provide an ENS that allows for internal group and list management notification. The system must be able to separate personnel by distinct notification groups or individual users.
4.3. The contractor will provide an ENS that allows users to include supplemental contact information including additional phone numbers and email addresses through a secure, password-protected site.
4.4. The contractor will provide an ENS that allows leadership and other Government personnel to perform conference calls within specified groups.
4.5. The contractor will provide preset templates and instructional documentation to assist with planning for various types of emergencies.
4.6. The contractor will provide an ENS that provides the following minimum delivery rates:
4.6.1. Deliver Text Messages at a rate of 45,000 – 50,000 per minute
4.6.2. Deliver Voice Messages at a minimum of 25,000 – 30,000 per minute
4.6.3. Deliver Email Messages at a minimum of 25,000 – 30,000 per minute
4.7. The contractor will provide an ENS that utilizes cloud-based technology, allowing designated users to send messages from an internet enabled device.
4.8. The contractor will provide an ENS that looks the same in appearance across all devices.
4.9. The contractor will provide a reporting system that shows, including but not limited to, the date, time, method, success and failure of messages.
4.10. The contractor will provide an ENS that is capable of 2-way SMS, which sends and receives text messages.
4.11. The contractor will provide an ENS that is capable of 2-Way Voice, including but not limited to, custom caller ID, dynamic central office throttling, and TTS. Configurable voice message delivery profiles include customized caller-ID message playback, answering machine detection, multiple retry rules, and touch-tone response options.
4.12. The contractor will provide an ENS that is capable of integrating into Facebook, Twitter, Government websites and digital signs.
4.13. The contractor will provide an ENS that is capable of auto-translation into a minimum of English, Spanish, Latvian, Polish, and Swedish.
4.14. The contractor will provide an ENS that has the ability to trigger other systems via outbound Common Alerting Protocol (digital signage, sirens, websites, etc.). The contractor will provide an ENS that has the ability to automatically trigger broadcast alerts to all, or subsets, of campus (e.g. National Weather System, or alarms).
4.15. The contractor will provide an ENS that provides coverage of redundant data centers.
4.16. The contractor will provide an ENS that provides redundancy/failover. The ENS will have direct connections to multiple wireless carriers, carrier networks, and Tier1 SMPP aggregators.
4.17. The contractor will provide an ENS that will allow access control through role-based permissions.
4.18. The contractor will provide an ENS that utilizes data centers that are SAS70/SSAE 16 compliant and pass third party security audits.
4.19. The contractor will provide an ENS that does not require software or applications be installed on any Michigan National Guard servers and/or computers.
4.20. The contractor will provide an ENS that allows customizable voice call polling responses fields allowing the message receiver to uniquely choose in order to respond to the message.
4.21. The contractor will provide an ENS that utilizes geo-targeting management using map-based tools, i.e. polygon abilities
5. Preparation and Planning
5.1. The contractor is required to attend a project kickoff meeting either in person or via teleconference, which will discuss the schedule for the project, an overview of the implementation process and identify potential issues that may arise.
5.2. The contractor will provide an initial training session to administrators and technical personnel.
5.2.1. The contractor will provide training on the following at a minimum:
5.2.1.1. Best practices,
5.2.1.2. Configurations,
5.2.1.3. Loading personnel data,
5.2.1.4. Map-based tools,
5.2.1.5. Testing,
5.2.1.6. Basic functionality.
5.2.1.7. Implementation processes.
5.2.1.8. Advanced features.
6. Emergency/Mass Notification System Implementation
6.1. The contractor will implement the ENS at the following sites first:
6.1.1. Lansing (JFHQ) 3411 N. Martin Luther King Jr. Blvd Lansing, MI 48906
6.1.2. Grayling (COOP) Bldg. 203 Grayling, MI 49739
6.1.3. Fort Custer 3100 Dickman Rd Augusta, MI 49012
6.2. The contractor will conduct a full system test after implantation of the initial sites and after full implementation of all sites.
7. Support and User Training
7.1. The contractor will provide continuing 24/7 technical support and troubleshooting for the duration of the contract period of performance.
7.2. The Contractor will provide online courseware and training.
7.2.1. The contractor will provide master guides to technical personnel and make user guides available to all users.
7.2.2. The contractor will provide training on the following, at a minimum:
7.2.2.1. Basic functionality,
7.2.2.2. Tutorials,
7.2.2.3. Availability of online resources.
8. Section 508 Compliance.
All electronic and information technology procured under this task order must meet the applicable accessibility standards at 36 CFR 1194, unless an agency exception to this requirement exists. The contractor shall indicate for each line item in the schedule whether each product or service is compliant or noncompliant with the accessibility standards at 36 CFR 1194. Further, the proposal must indicate where full details of compliance can be found (e.g. vendor’s website or other exact location). The 36 CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended, and is viewable at http://www.access-board.gov/sec508/508standards.htm. The use of existing computer supported training aids that are not compliant with the above standards will be exempt from this requirement.
9. Contractor Manpower Reporting (CMR)
The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor shall report ALL contractor manpower (including subcontractor manpower) required for performance of this contract. The contractor shall completely fill in all the information in the format using the following web address: https://cmra.army.mil .
The Government POC will provide the contractor data information for entry into the CMR website.
10. Deliverables The Contractor deliverables will directly support the milestone and project completion criteria.

11. Applicable Provisions and Clauses
FAR 52.212-1, Instructions to Offerors
Offers are due at 4:30 pm, ET on July 29, 2016. Email quotes and past performance information as detailed in FAR 52.212-2 below to amanda.e.geissler.civ@mail.mil. Late submissions will not be accepted. Submissions should be in an electronic format attached to the email in Word, Excel or .PDF. Questions are due by 4:30 pm, ET, July 22, 2016 and must be submitted via email.
Questions will not be answered via telephone.
FAR 52.212-2 Evaluation -- Commercial Items (Oct 2014)
Source Selection Method – Best Value (FAR 13.106-2(b))
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: PRICE and PAST PERFORMANCE. Past performance is approximately equal to price.
Evaluation of Price
The Government will analyze the offeror’s price to determine if the price is fair and reasonable.
Evaluation of Past Performance
1. The offeror will submit a list of no more than six (6) Government and non-Government contract references including contract number, type and dollar value for contracts for the same or similar work. The contract award date must have been within the last three years.
Contact information for each contract, including name, phone number, and e-mail address of at least one points of contact (POCs) for each contract must be included. The Government may or may not contact all of the identified POCs submitted by the offeror.
2. Factors that may be used to define relevancy include similarity of size, complexity, dollar value, contract type, and degree of subcontract/teaming. If offerors have no relevant past performance, then past performance information for their key personnel and/or key subcontractors may be substituted. Past performance information may be obtained from sources other than those identified by the offeror.
3. Evaluation of past performance will be a subjective assessment based on a consideration of all relevant facts and circumstances. It will not be based on absolute standards of acceptable performance. The Government is seeking to determine whether the offeror has consistently demonstrated a commitment to customer satisfaction and timely delivery of services. This is a matter of judgment. Offerors lacking relevant past performance will not receive negative or positive consideration in the evaluation of this element as no meaningful confidence assessment rating can be reasonably assigned. Offerors past performance will be giving a rating of “relevant” or “not relevant.”
4. The Government’s conclusions about the overall quality of the offeror’s past performance and experience will be a factor in determining the relative merits of the offeror’s proposal and in selecting the offeror whose proposal is considered the most advantageous to the Government. Each offeror will be assigned one of the ratings from the table below based on their past performance information.
Rating Description Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
Unknown Confidence (Neutral)
No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

FAR 52.217-5 Evaluation of Options (Jul 1990)
Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).

FAR 52.217-8 Option to Extend Services (Nov 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.

FAR 52.217-9 Option to Extend the Term of the Contract (Mar 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 15 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed five (5) years.
