About this file
This is a Question & Answers document clarifying requirements for the CERFP Training Exercise SCTE solicitation (W912JA26QA003) issued by the Department of the Army Alabama Army National Guard. The document addresses three key inquiries regarding proposal submission and personnel staffing requirements.
The clarifications include: (1) cover and content pages are excluded from the total page count for proposals; (2) the requirement for a NIMS/ICS Subject Matter Expert (Incident Commander) identified in section 5.2.1.4 of the Performance Work Statement has been removed entirely; and (3) personnel multi-hatting is acceptable to manage government costs, allowing qualified staff to fulfill multiple roles rather than requiring separate individuals for each discipline. The latter clarification specifically addresses section 5.2.1.5 requirements for Subject Matter Experts in Fire Rescue, Hazardous Materials/CBRN Response, Emergency Medical Services, Law Enforcement, and Emergency Management, as well as section 5.5 requirements for Technical Rescue Subject Matter Experts supporting the NGB-approved ExEVAL Lumber Package. These modifications reflect the government's intent to balance comprehensive training delivery with cost efficiency while maintaining operational flexibility for contractors.
