LIMITED SOURCE JUSTIFICATION
Requesting Activity Alabama National Guard JFHQ-DCSIM
The estimated value of the proposed action is $20,238.60.
This request is for an upgrade to the Visual Information Systems in Room 130 of George C. Wallace Armory. The required system upgrade is for the Crestron Video system from an analog system to a digital system This involves converting/installing and configuring the system components and all attached devices. The Crestron system serves as the media control system for presentations and conferences that occur in the room.
Describe the supply or service to be acquired:
List the proposed contractor (name, contact, and phone number) and describe the unique knowledge or capabilities of the proposed contractor:
The Alabama Army National Guard has Crestron equipment installed in every meeting space throughout the state where users are controlling equipment from a control panel. Because of this, the GUI (Graphical User Interface) is standardized so that no matter where in the state a user is operating a system, their experience in terms of visuals and control scheme are consistent.
This is critical in that it allows DCSIM to furnish a standardized system state-wide and eliminates additional train-up for new users.
Purchase Request Number: 10843640
Statuatory authority, in the Federal Acquisition Regulation (FAR), permitting other than full and open competition:
FAR 8.405-6(a), Restricting Consideration under GSA Federal Supply Schedules
FAR 13.106-1(b), Soliciting from a Single Source
FAR 11.105, Items Peculiar to One Manufacturer
FAR 6.302-1(c), Application for Brand-Name Descriptions
Describe your market research efforts and efforts to ensure that offers are solicited from as many sources as practical:
A sources sought notice will be posted at the Federal Business Opportunities Website (www.fbo.gov) to identify Crestron-approved vendors and to determine whether this requirement should be set aside for competition among small businesses.
The USPFO-PC office is handling the sources sought notice.
Revised 16 October 2015
State why you feel that the anticipated cost to the Government will be fair and reasonable:
The anticipated cost is consistent with previously completed Crestron equipment installations. While this statement in itself does not satisfy the requirement to determine price fair and reasonableness, our history with Crestron products and the installation associated with them is a good indicator of future cost.
