Final Question and Answers W912J7-15-T-0005 27 May 2015

1. Will the government please verify/clarify their intentions with the answers provided regarding the work schedule?

At no time will the selected contractor personnel be required to work more than

40hrs per week and no overtime is required in the work schedule. Due to the schedule of the uniformed personnel working in cooperation with the contractor personnel and the restricted nature of the facility, workspace will be available for work as follows:

Alternating weeks between Monday-Friday 0800-1630 and Tuesday-Friday 0700-

1730.

2. Will the government please clarify method of pricing/invoicing? Is the invoicing of this firm fixed price (FFP) contract based upon a unit of hours (actual hours worked), or monthly, annual job etc.?

Invoicing will be based on actual hours worked in the invoicing period. The contractor will invoice on a monthly basis following award.

3. Will the government please clarify the 2000 hours as a method of pricing? A standard work year contains 2080 hours when considering five workdays per week, multiplied by an eight work-hours per day, multiplied by 52 weeks per year. Subtract ten Federal holidays at eight hours per day reduces the total available hours to 2000 hours. Under

SCA WD, an employee with a tenure of more than one year is required to receive 80 hours of paid time off per year. This reduces the number of available work hours for a standard work year to 1920. Note that the number of hours paid time off increases incrementally based upon tenures such as the case of at least one of the current incumbent employees and another in the next year. Providing a cost build up for 2000 hours, considering the factors of less hours actually worked (1920) requires the offeror to manipulate the cost build up structure in order to appropriately compute the correct unit hourly pricing to support less billable hours and capture the paid time off requirements

(holiday and vacation) appropriately.

The Government will modify its per CLIN hourly basis from 2000 billable hours to

1920 billable hours. All pricing will be submitted on a per hour basis with an estimated total hours per CLIN of 1920 hours.

4. Is it the government’s intent to prescribe that contractor service provider employees serving on this contract be paid every two weeks?

This is a non-personnel services action and therefore the Government will not define the contractors pay schedule. Please refer to question #1 for further clarification on the Government intention as it pertains to the work schedule.

5. The Contract Line Items (CLINS) provided in the Combined Synopsis/Solicitation

Document shows two Administrative Care Coordinators (2,000 hours each for each

CLIN). Answer 3 of the Questions and Answers indicates that there are four incumbent

Administrative Care Coordinators. Can you confirm that there are only two positions, not four (perhaps the incumbents are part-time individuals?).

Due to funding constraints the Government cannot support four (4) administrative care coordinator positions as it has historically. The requirement is correct as posted in the CLIN structure that only two (2) administrative care coordinator positions are available at the revised 1920 hours per CLIN.

6. I have one last question related to the estimated hours for each CLIN (listed at 2000 hours), can vendors change the estimated hours to accurately propose pricing?

The Government will modify it’s per CLIN hourly basis from 2000 billable hours to

1920 billable hours. All pricing will be submitted on a per hour basis with an estimated total hours per CLIN of 1920 hours. All quotations should take into consideration this revised number of hours. No other quantity of hours will be considered acceptable.

7. The CLINS structure posted on 8 May suggest that the requirement is for 2 RNs Case

Managers and 2 Medical Records Technicians. The Q&As suggests that 2 RNs and 4

Medical Records Technicians.

The Q&A did not suggest any additional requirement as the question was in reference to the number of service years of the incumbent contractor personnel.

The requirement is correct as posted in the CLIN structure that only two (2) administrative care coordinator positions are available at the revised 1920 hours per

CLIN. Refer to question five (5) above for any further clarification.
