Case Management Initial Questions/Answers 20 May 2015
1. Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement?
This is a follow on requirement to National Guard Bureau action W9133L-09-F-
0132 currently being fulfilled by Sterling Medical.
2. Would it be permitted if an 8(a) WOSB respond as a teaming agreement with a
SDVOSB? Is it possible for SDVOSB to solely respond and propose an 8(a) WOSB as its subcontractor?
The SDVOSB would need to be the prime on the action and award will be made only to the SDVOSB. There is nothing that specifically prevents a SDVOSB from subcontracting with an 8(a) but the SDVOSB would be required to spend at least
50% of the cost of the contract performance incurred for personnel on the concern’s employees or on the employers of other SDVOSB concerns (13 CFR 125.6(b)).
3. Are there incumbent contractor personnel currently fulfilling these positions at the primary place of performance? If so, what are the years of service for each incumbent?
There are incumbent contractor personnel currently fulfilling these positions as follows:
1. RN Case Manager: 10 years
2. RN Case Manager: 4 years
3. Admin Care Coordinator: 2 years
4. Admin Care Coordinator: 4 years
5. Admin Care Coordinator: 1 year
6. Admin Care Coordinator: 1.5 years
4. Do these positions work on an 8 hour x 5 day or a 10 hour x 4 day work schedule for regular hours of operation?
Generally the Case Management Team will work 9 hour days (0730-1630 with a half hour lunch) Monday through Friday with every other Monday off and every other
Friday an eight hour day. This schedule equates to 80 total hours over a two week pay period. This schedule is utilized by most of the offices on Gowen Field and the
IDARNG.
5. How many special work events such as Periodic Health Assessments (PHA), Soldier
Readiness Processing (SRP), Soldier Readiness Certifications (SRC) and advanced medical screenings will require weekend hours and/or travel each year?
Weekend SRP events are tentatively scheduled in Boise (no travel required) during
OCT2015, NOV2015, JAN2016, FEB2016, MAR2016, APR2016, and MAY2016.
There are off site SRP events scheduled in OCT2015, MAR2016, and APR2016 but uniformed case managers will be utilized for these events. If there were somehow a shortage of uniformed case managers it would be requested for contractor personnel to fulfill requirement. Travel arrangements would be determined and formally modified at that time as no funding is currently available for travel requirements.
6. When special work events are required, will contractor personnel schedules be set so that they do not work in excess of 40 hours per week?
Yes, contractor personnel are not required to work more than 80 total hours over a two week pay period as outlined in the Performance Work Statement and in consideration of the work schedule identified in the response to question #4 above.
7. Are contractor personnel established with telework capabilities in order to work from home during inclement weather?
Telework is not a capacity due to system access requirements, all contractor personnel work requires that they be onsite. All hard copy service treatment records are stored on Gowen Field (Boise, Idaho) and access to the secure IDARNG network is only available in official workplaces.
8. Will reimbursable travel expenses be part of this contract? If so, should we add an estimated amount to the CLIN or will a set threshold be assigned?
Travel CLINs will not be added at this time as funding is not provided. If a travel requirement is identified a formal modification will be incorporated post award if funding is available. All quotations shall follow the required CLIN structure identified in the posted synopsis/solicitation.
9. Are two proposal Volumes requested, i.e. a Technical and Past Performance Volume and a separate Price Volume? Is there a page limit to either Volume or any particular format desired (font, margins, etc.)?
This requirement is being solicited as a Request for Quotation under FAR Part 13.
Separate volumes are not required for technical vs. past performance as past performance is a factor of technical acceptability as defined by FAR 15.101-2. No page limit is established for quotations as long as quotation packages are able to be submitted via email as required by the synopsis/solicitation. Due to the commerciality of this requirement excessively long quotation packages should be avoided as to prevent delays in evaluation and award process. It is requested that formatting include Times New Roman size 12 font with standard margins.
10. PWS, page 3, paragraph 1.3 Quality Control. This section indicates “The Contractor shall provide a preliminary Quality Control Plan (QCP) with their proposal.” The directions do not ask for one. Please clarify if ID desires a draft QCP within the
Technical Proposal? If so, do we attach the draft QCP as a separate document or within the Technical Proposal? Will the QCP count against the page limits if page limits are proved?
A preliminary Quality Control Plan shall be submitted and no quotation lacking a preliminary Quality Control Plan will be considered as a complete package. The
QCP shall be a separate document within the quotation documentation. There is not an established page limit as long as the full quotation package can be submitted via email to the required individuals. Due to the commerciality of this requirement excessively long quotation packages should be avoided as to prevent delays in evaluation and award process.
11. Will an SF 1449 be released to provide CLIN structure? Will a travel CLIN be provided? If So, will a historical dollar amount be proved or added at the time of award?
No SF 1449 will be issued with the combined synopsis/solicitation as prescribed by
FAR 12.603(b). Travel CLINs will not be added at this time as funding is not provided. If a travel requirement is identified a formal modification will be incorporated post award if funding is available.
12. The Contracting Officer has included the Clause at 52.219-4 in the solicitation. This clause is prescribed by FAR 19.1308(b), and is prescribed for the Performance of Work
Requirements for General Construction or Construction for Special Trade
Contractors. Will the government please remove the clause from the solicitation, as it unfairly provides an unbalanced price evaluation for HUBZone firms versus the Service-
Disabled Veteran-Owned Small Business companies articulated by the government in the set-aside requirement?
FAR 52.219-4 Notice of Price Evaluation Preference for HUBZone Small Business
Concerns was incorrectly included in the combined synopsis/solicitation as this requirement is a total set aside for Service Disabled Veteran Owned Small
Businesses, not full and open competition as defined in FAR 19.309(b).
FAR 52.219-6 Notice of Total Small Business Set-Aside is incorporated in its place as the correct clause to be utilized for award based on the set aside requirement.
13. I would like to obtain the complete document(s) for W912J7-15-T-0005 Nonclinical Case
Management Services. From the website I was able to get the Performance Work
Statement but I need the complete solicitation. Can you email it to me?
The only additional documentation required for this action is the Performance
Work Statement and the Wage Determination. As per FAR 12.603(b) the SF 1449 is not used for issuing the solicitation.
14. The PWS states the period of performance is between 12 June 2015 and 11 June 2016;
however, FedBizOpps states the period of performance is for three years. In addition to the aforementioned base period, FBO includes 2 one-year option periods. Should only the base period be priced or should the option years also be priced?
The CLIN structure identified on the posted synopsis/solicitation identifies the base year and two (2) options years and the associated periods of performance.
Additionally the posting states that, “Quotations must include total pricing for the requirement on a per CLIN per hour basis utilizing the identified CLIN structure with an estimated total service hours per CLIN of 2,000 hours”. This clearly defines that acceptable quotes shall include pricing for each CLIN identified which includes a base year and two (2) option years.
15. Will the government please provide the Technical Proposal evaluation criteria to be considered technically acceptable?
This synopsis/solicitation is posted as a Request for Quotation. The technically acceptable criteria are defined clearly in the posted synopsis/solicitation located in the Evaluation section. This action is utilizing Lowest Price Technically Acceptable for evaluation and award therefore the award will be made to the lowest priced offer that is deemed technically acceptable based on the submission of the required documentation as defined in the posted synopsis/solicitation.
