About this file
This is a Questions and Answers (Q&A) document for a federal furniture procurement for Building 29 Addition at Kapolei, Hawaii, a military installation.
The Government is soliciting quotations for comprehensive office furniture and related services with an extended deadline of September 28, 2026 at 10:00 AM HST. The anticipated award date is on or about September 30, 2026, with final performance period details to be determined upon award. Manufacturers and products listed in the furniture schedule are for informational purposes only to establish minimum salient characteristics and quality standards; offerors may propose equivalent products that meet or exceed specified requirements, with the burden of proof for equivalency resting with the offeror. Offerors must submit detailed specifications, cut sheets, and supporting documentation for any proposed equivalents. All proposed items must be commercial-grade and suitable for professional administrative environments, compatible with existing furniture in Building 29. Quotations must be submitted as one lump-sum firm-fixed price and should not exceed five pages, excluding the signed SF1449, Work Experience Form, amendment acknowledgments, pricing attachments, and supporting product literature. In case of discrepancies between the Excel furniture schedule and drawings, the drawings take precedence.
The offeror is responsible for providing comprehensive power solutions for all workstations, conference tables, and areas requiring electronic devices, including powered furniture panels, power poles/raceways, whips, and interconnects; the Government will provide building power to designated locations and furnish data cabling, while the offeror handles final connections to the building's electrical system. The offeror must also supply all labor for installation, including licensed electrician services if required by code or manufacturer specifications. Furniture should be stand-alone and not require wall or floor anchoring unless mandated by code; if anchoring is required, assume standard gyp board with metal studs or precast concrete. Delivery and installation occur at Building 29 Addition, Kapolei, HI. While site visits are not mandatory, they are highly encouraged, and failure to attend does not relieve the successful offeror from responsibility for all required work or provide grounds for additional compensation claims. The Government will make available reasonably required space for staging, delivery, and furniture installation activities, including space for shipping containers and dumpsters.

Requests for Information
Q1. The SOW lists a performance period of August 1, 2026, through November 29, 2026, although quotations are due September 24, 2026. Please confirm the revised performance period and anticipated award date.
A1. The final period of performance will be provided to the successful offeror, adjusted upon award. The Government anticipates an award date on or about 30 September 2026.
Q2. Are the manufacturers and products identified in the furniture schedule and drawings mandatory, or may offerors propose products that meet or exceed the listed requirements?
A2. The manufacturers identified are for informational purposes to establish the minimum salient characteristics and quality standards. Equivalent products are permitted. The burden of proof for equivalency rests entirely with the Offeror. Submissions for equivalents must include detailed specifications, cut sheets, and any other necessary documentation to allow for a nearly instantaneous technical evaluation. Quotations for products that are not readily demonstrated to clearly meet or exceed the specified requirements may be deemed technically unacceptable. The Offeror is responsible for all field verification of dimensions and ensuring all proposed furniture will fit within the constructed spaces.
Q3. If equivalent products are permitted, what supporting documentation should be included with the quotation?
A3. See A2.
Q4. For items without a specific manufacturer, model, finish, or complete technical specification, should offerors select a commercially available product that most closely matches the listed description and dimensions?
A4. Offerors shall propose products of a quality, material, and finish that are compatible and consistent with the existing furniture in Building 29. All proposed items must be commercial-grade and suitable for a professional administrative environment.
Q5. Are final laminate, paint, metal, fabric, edge, and upholstery selections available?
If not, should offerors price manufacturer-standard finishes?
A5. See A4.
Q6. If quantities or configurations differ between the Excel furniture schedule and the drawings, which document takes precedence?
A6. In the event of a discrepancy, the drawings shall take precedence. The government-furnished schedule is for informational purposes only. The Offeror is solely responsible for developing an accurate quantity takeoff from the provided drawings to deliver a complete and functional solution.
Q7. Which furniture items require power and data components? Please confirm whether the furniture dealer is responsible for supplying the power feeds and making the final connection to the building’s electrical system.
A7. The Offeror shall provide a comprehensive power solution for all workstations, conference tables, and other areas where electronic devices are intended to be used, as depicted on the drawings. This includes, but is not limited to, powered furniture panels, power poles/raceways, and all necessary whips and interconnects. The Government will provide building power to designated locations and furnish data cabling. The Offeror shall be responsible for the final connection from the furniture to the building’s electrical system.
Q8. Will coordinated electrical drawings identifying floor boxes, wall outlets, junction boxes, and furniture-feed locations be provided?
A8. The building was designed and constructed to be code compliant. Power outlets will be within code compliant distances. For areas with conference tables that require power, assume that the nearest outlet is either under the table, or, in the wall, whichever distance is greater.
Q9. Which furniture items require wall or floor anchoring? If applicable, please provide the anchoring requirements and substrate information.
A9. The furniture should be stand alone and not require wall or floor anchoring, unless such anchoring is required by a code or other criteria. IF anchoring is required, assume a wall with standard gyp board with metal studs, or, precast concrete.
Q10. Does the five-page quotation limit exclude the signed SF1449, completed Work Experience Form, amendment acknowledgments, pricing attachments, and supporting product literature?
A10. Yes, the five-page limit excludes the signed SF1449, completed Work Experience Form, amendment acknowledgments, pricing attachments, and supporting product literature.
Q11. Should the quotation provide one lump-sum firm-fixed price, or should furniture, freight, delivery, installation, and related services be itemized separately?
A11. One lump-sum firm-fixed price
Q12. Can we please get a CET file of the floorplan provided?
A12. The government does not have CET format files.
Q13. Could the Government also provide the furniture cut sheets/specifications and the CAD floor plan for the project?
A13. There aren’t any cut sheets nor specifications. See above A2 and A4.
Q14. Please confirm the opportunity is still open and the current response deadline.
A14. Yes, Quotes are due at 11:00 AM HST on Thursday, 24 September 2026. Electronic quotations must be submitted via e-mail to Warren Sabugo at warren.m.sabugo.civ@army.mil **Updated see A18
Q15. Please confirm whether there are mandatory site visits, licenses, bonds, security requirements, or special certifications.
A15. While site visits are not mandatory, they are highly encouraged. Offerors are responsible for understanding all site conditions. Failure to attend a site visit will not relieve the successful offeror from the responsibility of performing all required work. No claims for additional compensation due to conditions that could have been observed during a site visit will be considered.
Q16. Are exact manufacturers/part numbers required, and are approved equals or alternates permitted?
A16. See A2 and A4.
Q17. Please confirm delivery location and any freight, inside-delivery, or installation requirements.
A17. All Offerors are highly encouraged to attend the pre-bid site viewing. There is no reimbursement for this. During this event, Offerors will be able to view existing conditions to help visualize requirements. See A15.
