93CST Hawaii Exercise Support FY25 1/10/25 FINAL Q&A
1. TTX - When will the TTX for each island county exercise occur? Will it be during the week of FTX execution, week of site preparation, or other time?
Typically the second or third day of training during that County’s training week.
2. FTX exercise timeline - Can more information be provided on the FTX execution timeline? Paragraphs 1.4.1 and 5.1.2 seem to provide somewhat conflicting information. Does each exercise need to provide for a single training day? Or should they be multi day events?
Exercise will run 12-18 hours. Plan for single day as culminating FTX.
3. FTX hazards - To clarify, is it the intent to have 8-10 targets per FTX? Technical Exhibit 1 and Paragraph 5.1.1 indicate two each of chemical, biological, radiological, HME, and toxin (only in 5.1.1) per FTX. Each exercise day is for the 93rd CST, should we provide hazards to engage the 93rd CST for 8-12 hours only? ( 1-2 Hazards?)
Intent is to be able to have enough hazards to facilitate training for both CST and first responders. This would require the amount of hazards as described in PWS.
4. Has a date been identified for the final planning meeting (paragraph 5.2)?
Separate FPM’s for each County. These dates will be provided once contract is awarded.
5. Is this a graded exercise or annual CST training?
Not graded. Focus is training with first responders and integration.
6. Will the government offer buildings or sites to the contractor for the exercises?
The CST will make every effort to coordinate sites prior to award of contract
7. Does the CST have exercise stimulants or any props they will provide the contractor?
All props and stimulants are the responsibility of the contractor
8. Does the government expect the local response agencies to participate in each exercise? If so, to what extent?
Yes, they will be fully involved. Details of their participation will be identified in future planning meetings.
9. Does the government intend these exercises to provide context to current threats?
Yes.
10. It is the governments intent for these exercises to cover the basic requirements or to provide an expanded training environment? / Is the requested training geared towards the awareness, operations, technician or specialist level training as defined in NFPA 1072 and CST guidelines?
This will be a combination of HAZMAT Technician and specialist training.
11. Can we do a verbal or on the phone Q&A with the client?
No
12. Has an evolution like this been run in the past in Hawaii or for the CST team there? If so, can you provide a list or POC for each agency you want involved or that has been involved in the past?
Yes. POCs will be provided following contract award.
13. Are the selected dates hard dates?
Yes
14. Is there a training liaison from the CST to help with the logistics and coordination?
15. For the February event would it be adequate to invite as many HAZMAT teams as possible and have an incident commander?
No collapse structure or active shooter in this engagement. Due to time constraints producing a collapsed structure and active shooter scenario would be challenging.
Will be at discretion of County Agencies during FPM.
16. For May can we change the date to the week of May 20th? A second choice would be the week of May 13th.
No, dates are firm.
17. Are all the dates already scheduled at a physical training location?
Tentative locations have been identified for Maui STX only, but see 5.1.3.1 of PWS.
Contractor required to identify adequate at least two target training venues/sites, in case none identified in advance.
18. Do these locations already have rubble piles and structures for training?
Rubble piles have not been coordinated for. Contractor will coordinate this to include required load testing on any rubble pile.
19. Do you expect one or two collapsed structure events? And how many casualties per collapsed structure?
Per County Agency request. You will be given opportunity to attend FPM of all County Planning Meetings except for Maui. For Maui, an in person introduction will occur post award to introduce contractor to agency POCs.
20. Is an active shooter required at all 4 events?
Per County Agency request. TBD.
21. How many casualties is the expectation for the active shooter scenarios? Or what is the desired number of casualties?
Per County Agency request. TBD.
22. HSEEP Compliancy, is this required for every agency involved?
HSEEP Compliant training provided by contractor.
23. Will we be required to identify objectives, evaluate and create a written AAR for each participating agency?
24. How will the contract pay?
At the conclusion of each exercise in module called WAWF.
25. Can we bill monthly? Or after each engagement?
At the conclusion of each exercise.
26. Are the exercises execution 5 or 6 days?
Each county culminating exercise timeframe varies depending on Agency goals and objectives. The week also includes TTX, AAR, individual training events with counties. You will be given the week to access venues, set up, and prep for culminating exercise.
27. Regarding the following performance requirements, will we have military support assistance team or a trusted agent to assist in these areas:
Reaching out to local agencies and scheduling?
POCs will be shared. Contractor to coordinate final agency objectives.
Assisting and identifying civilian agency training objectives if required?
POCs will be shared. Contractor to coordinate final agency objectives.
Scheduling facilities?
Tentative venue locations and pre-arranged venues along with POCs will be shared.
Contractor to coordinate final walk through with facilities prior to use.
Assisting and securing role players?
Contractor to coordinate role players with agencies. CST will request role players from Agencies if available, but if unable to provide, this will be Contractor requirement.
Assisting in HSEEP documentation?
Contractor only.
28. Will the contractor be using any controlled access areas requiring complete AT level 1 awareness training or will standard base access be sufficient? Is iWATCH training mandatory? Does the Army provide the contractor with iWATCH training? and if so, how many hours are needed to complete? Is it online training?

29. The required completion date after contract award is blank. Is a mandatory completion date required?
Complete prior to contract award
30. Will CAC access be required by all contractors?
31. Are the Post Award Conference and Periodic progress meetings required in person or can virtual meeting be sufficient.

32. Can we ship labs and training aids to the 93rd prior to training cycles and have their assistance getting supplies and equipment to the designated training sites on the different Islands?
Logistics management must be conducted solely by Contractor.
33. Can the 93rd provide a strong chain of custody for all shipped items?
Logistics management must be conducted solely by Contractor.
34. Does the 93rd have their own Rad sources available to use for the training evolutions?
(Shipping or flying rad sources is very difficult)
Small button sources available. Larger sources should be coordinated by contractor.
35. Will the exercise director be from the 93rd?
Yes, however this is a liaison role only as the 93rd will be engaged in the exercise.
36. Is the contractor required to provide restroom servicing?
Yes, see 5.1.3.2 of PWS. All furniture, decorations, props and chemical toilets/porta-potties (with servicing) will also be provided by the contractor.
37. Is the contractor required to provide any life support such as water, Gatorade, food?
38. Is the contractor required to provide life support for the roll players involved?
If coordinated by contractor, would be at discretion of contractor and agreements made. For role players coordinated by Agencies, no expectation to provide food or hydration.
39. Does the contractor need to provide EMS on scene or is 911 response sufficient?
Based on County Agency requirement. TBD.
40. Do we need to provide tabletop exercises? If so, how many?
Yes, 1 per exercise
41. Can the tabletop occur during the PREP week?
During week of exercise.
42. Would the required tabletop be for just CST personnel or for supporting agencies as well?
All agencies will be included.
43. Are tabletops required at each of the 4 exercises?
44. Is there a requirement for a required final planning meeting before each exercise or training week?
Yes, FPM will be attended for all exercises except Maui since this FPM will be conducted prior to contract award. A separate in person exchange will be coordinated for Maui. Dated TBD following award.
