About this file

This is a Questions and Answers document for solicitation W912J326QOR03-0001 regarding multiple bulk diesel fuel procurement. The requirement involves a one-time delivery of 9,600 gallons of undyed diesel fuel scheduled for June 1, 2026. Deliveries may be made using Tank & Transport Trucks (TNT) or semi-trucks. The question due date was April 30, 2026.

Pricing will be evaluated using a fixed markup model rather than traditional fuel indices. The Government established a Base Fuel Price of $5.012 per gallon, representing the Energy Information Administration (EIA) Weekly Retail On-Highway Diesel Price for PADD 3 (Gulf Coast region) for the week of April 27, 2026. Offerors must propose a Fixed Markup per gallon that includes transportation, overhead, taxes, fees, and other costs, with the Total Evaluated Price calculated by adding this markup to the Government's mandated Base Fuel Price. The Government will not use OPIS or AXXIS indices for economic price adjustment purposes. This is a new requirement with no incumbent contractor and no prior performance history to consider.
