About this file

This is a Questions and Answers (Q&A) document for federal contract opportunity W912J326QOR03-0001, a Multiple Bulk Diesel Fuel solicitation with a question due date of April 30, 2026.

The solicitation requires a one-time delivery of 9,600 gallons of undyed diesel fuel to four different locations on June 1, 2026. Deliveries may be made via Tank & Transport Truck (TNT) or semi-trailer, with early delivery permitted for CLINs 0002 and 0003 (Facility Maintenance shops with above-ground storage tanks), while CLINs 0001 and 0004 have firm delivery dates of June 1, 2026 (fuel trucks at the 1115th and 920th units with 2,500-gallon capacity each). The four delivery locations include three facilities in New Mexico: one above-ground storage tank and one fuel truck at 1 W Earl Cummings Loop, Roswell, NM 88203, and one above-ground storage tank at 4001 Northwest Loop NE, Rio Rancho, NM 87144. Pricing is structured with a government-established Base Fuel Price of $5.012 per gallon (the EIA Weekly Retail On-Highway Diesel Price for PADD 3 Gulf Coast region as of April 27, 2026), to which offerors must propose a fixed markup per gallon covering all costs including transportation, overhead, and taxes. The final contract price will be calculated on the delivery date using the formula: Final Price per Gallon = (EIA Weekly Average Price for the week of June 1, 2026) + (Contractor's Fixed Markup). The Economic Price Adjustment is capped at a maximum 20% increase from the $5.012 baseline, with no limit on downward adjustments, while the contractor's fixed markup remains unchanged throughout the contract. This is a new requirement with no incumbent contractor or prior performance history. Offerors are required to use the updated Excel spreadsheet included in Amendment 0003, with failure to comply potentially resulting in disqualification.

3. Can these deliveries be made on a TNT or semi, or does the delivery have to be made with a bobtail/tank wagon?

a. Answer: Yes, deliveries can be made with TNT (Tank & Transport Truck) or a Semi.

4. Is there an OPIS or AXXIS index associated with the economic price adjustment?

a. Answer: The Government will not utilize the OPIS or AXXIS indices for the Economic Price

5. If no index is used, how will the government know that it is comparing offers fairly?

a. Answers:

i. For evaluation purposes only, the Government has established the Base Fuel Price as $5.012 per gallon. This represents the EIA Weekly Retail On-Highway Diesel Price for the PADD 3 Gulf Coast region for the week of April 27, 2026.

ii. Website: https://www.eia.gov/dnav/pet/pet_pri_gnd_dcus_r30_w.htm

9. Please explain the evaluation procedure.

a. Answer: On April 29, 2026, Amendment 003 was issued to update the price list. To ensure a clear and equitable evaluation, offerors are required to submit a fixed markup per gallon. This markup must be inclusive of all associated costs, including but not limited to overhead, profit, transportation, etc. The Government will evaluate offers and determine the most competitive quote based solely on this fixed markup.

i. The final contract price per gallon will be determined on the delivery date of Monday June 1, 2026, using the following formula:

1. Final Price per Gallon = (EIA Weekly Average Price) + (Contractor's Fixed Markup)

ii. The EIA Weekly Average Price will be based on the Energy Information Administration (EIA) Petroleum Administration for Defense District 3 (PADD 3), Gulf Coast, weekly retail on-highway diesel price published for the week of the delivery date, these prices are updated every Monday. This price component is subject to an Economic Price Adjustment with the following conditions:

1. The price is capped at a maximum increase of 20% from the baseline index of $5.012 per gallon.

2. There is no limit on downward adjustments if the index falls.

3. The fixed markup proposed by the offeror in their quote will remain unchanged throughout the contract.

10. Is the Energy Information Administration (EIA) Petroleum Administration for Defense District 3

(PADD 3) a weekly average? If so, does it represent New Mexico or another region?

a. Answer: Yes. The EIA PADD 3 index provides weekly retail pricing for gasoline and diesel, with all figures reported in dollars per gallon and inclusive of applicable taxes. This specific index tracks market data for the Gulf Coast District, which encompasses the states of Alabama, Arkansas, Louisiana, Mississippi, New Mexico, and Texas. The link to this information is https://www.eia.gov/todayinenergy/detail.php?id=4890

b. The link for the weekly EIA PADD 3 index is

11. Since delivery is not until June 1, 2026, and fuel prices fluctuate weekly, can you confirm how the EPA adjustment will be administered at delivery? Specifically, will the contract price paid to the prime reflect the actual EIA PADD 3 price published for the week of June 1, 2026.

a. Answer: See Answer # 9.

12. Can you confirm whether deliveries can be made before June 1, 2026, or is June 1st the firm delivery date? Specifically, would the Government accept early delivery if coordinated in advance with the receiving COR at each location?

a. Answers

i. CLIN 0002 and 0003 can be delivered prior to 01 June 2026.

1. FMS shops (Facility Maintenance shops): have above ground storage tanks.

2. POC will be provided once contract has been awarded.

https://www.eia.gov/todayinenergy/detail.php?id=4890

ii. CLIN 001 and 0004 are SET delivery date of 01 June 2026.

1. 1115th and 920th Diesel Fuel: Are Fuel trucks that have fuel storage containers that can store 2,500 gallons. Fuel trucks are used to transport fuel to military vehicles in the field.

2. Military personnel who need to be present during the process of exporting fuel into the fuel trucks will be available on 01 June 2026.

3. POC will be provided once contract has been awarded.

13. In Attachment 1 (Pricing List), CLINs 0002 and 0004 both reference the same delivery address: 1 W Earl Cummings Loop, Roswell, NM 88203. Could you please confirm whether these represent two separate physical delivery points (i.e., two distinct fuel tanks) at that address, or whether they can be fulfilled as a single combined delivery to one tank?

a. Answers: CLIN 0002 and 0004 are two separate physical points, within the same address.

i. CLIN 002: Above storage tank (AST) that is located at the FMS shop. (Facility

Maintenance shop). Which is located at 1 W Earl Cummings Loop Roswell NM 88203

ii. CLIN 004: Fuel truck that has fuel storage containers on a military truck. Which is located in the Motor pool where the military vehicles are stored and secured, at 1 W Earl Cummings Loop Roswell NM 88203

iii. POC will be provided for each delivery point once contract has been awarded.

14. I have a clarification regarding the 4,000-gallon delivery into the 4,000-gallon tank on CLIN 0003.

Based on standard safety filling limits, which are typically around 90% capacity, a single delivery would be limited to approximately 3,600 gallons. Could you please confirm how you would like this to be handled? Specifically, should the delivery quantity be adjusted, or is a staged delivery expected?

a. Answer: The vendor is required to deliver 4,000 gallons of fuel to FMS# 3 at 4001 Northwest Loop NE, Rio Rancho, NM 87144. It is the sole responsibility of the contractor to ensure that all aspects of the delivery comply with applicable local, state, and federal safety regulations.
