Please clarify how the proposal can/must be delivered. Is electronic submission acceptable or must there be a hard copy delivered as well.

Government Answer: Email submission is listed in FBO as the method of transmittal.

Will contractors have access to the site the day before and the day after start date in order to set up and tear down the tents/etc.

Government Answer: Yes, contractors will have access to the facility at minimum a day prior to the event for set up, as well as the day after for breakdown. They will have to make coordination with the

OIC for entry.

RFP is unclear as to the requirements for proposal submission. RFP says that it is a LPTA award. We understand submitting the cost proposal, but for the technical proposal is the only requirement for 3 past performance citations

Government Answer: Your understanding is correct.

It appears that the 2 days of performance are 10 hour days. Please clarify the hours of operation

Government answer: Refer to section 1.5 Period of Performance. “In place no later than 0700 on both

08 and 09 August 2017.” Hours of operation are 0700 to 1700 and will allow for ample opportunity, and time to ensure all safety measures, and training are completed prior to role players engaging with law enforcement, as well as a thorough AAR.
