Questions and Answers – Alter French Drain, XGFG092032, W912J2-17-R-0001 Q: It appears that the culvert at the road crossing gets smaller as you get to the French drain. You go from a 24" to an 18", to a 12". Is this correct?
A: The French drain (Infiltration manhole) is only for water coming off of the roof of B510. The 12" RCP line leading from the infiltration manhole has an invert set so that if the French drain becomes inundated w/ water it will flow from there to the SD on the South side of the street crossing where it transitions to an 18" RCP (at the street crossing). The overall goal of this project isn't to have everything drain to the French drain, but to get water away from the site. This entailed some going to the French drain, and other water going down the storm sewer.
Q: Will the Government workers need access to the building while the construction work is being completed?
A: No, they will be relocated during the project.
Q: On page 11 of 34 of the Solicitation, Proposal Preparation Instructions, Section 2.3, it states “After compiling all required information, submit to the following office: Email: lisa.m.braund.mil@mail.mil or hand carry to USPFO for Wisconsin…..”
I would imply by this statement that if the proposals are emailed, they do not have to be submitted hard copy; however, the instructions go on to describe in very specific detail how they are to be bound and separated and laid out. Can you please clarify for me if a hard copy version is indeed required?
A: Hard copy is not required if you are able to email all of the requirements.
Q: Can we get a confirmation on thickness of existing asphalt on both the West side and main area to be replaced? This would impact any gravel base work to take place once the asphalt is removed prior to install of new asphalt.
A: See soil boring logs within Spec Section 312000A referencing drawing C-021. There are no soil borings for the west site, but contractor should expect conditions similar to those found in soil borings 2, 3, & 4. This spec section was provided in the solicitation.
