About this file

This document is a Questions and Answers (Q&A) file for a Blanket Purchase Agreement (BPA) for Chemical Analytical Services solicited by the U.S. Army Corps of Engineers (USACE). The BPA covers chemical analysis of water, soil, and tissue samples using various EPA methods, with potential for non-routine analyses including radiological testing. Key details include a 30-calendar-day standard turnaround time for data deliverables, with occasional accelerated turnaround (less than 10% of work) to be defined at the BPA call level.

The Q&A addresses critical operational aspects such as sample handling, where all samples will be treated as non-potable with unknown constituents, and data reporting requirements. Contractors are expected to provide comprehensive quality control reporting, including surrogate recoveries, method blanks, duplicates, and spikes. USACE will coordinate and pay for sample shipping, and contractors must return government-owned coolers within 10 business days. Electronic data deliverables must be compatible with Element DataSystem, with PDF and Excel files required for each report, and occasional custom Level 4 reports may be requested. All meetings will be conducted online, with no in-person attendance required.

BPA Chemical Analytical Services Q&A

Q1)We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
A1)We do have the current BPAs; however, we are going to review all proposals equally.
Q2)Analytical Method Flexibility - For the analyses listed in PWS Table 1, is there flexibility to propose updated or equivalent EPA/SM methods that meet or exceed the detection limits and quality requirements, subject to Government approval?
A2)The methods listed in the table are the most often requested methods. We are open to seeing proposals with other methods that may include better detection limits / more analytes.
Q3)Turnaround Time Exceptions - The PWS specifies a 30-calendar-day turnaround for data deliverables. Are there known projects or task orders anticipated that may require accelerated turnaround (e.g., 7-14 days), and if so, would the scope and response expectations be defined at the BPA Call level?
A3)Yes, we do occasionally have a need for accelerated Turnaround times. This accounts less than 10% of the work and will be defined at the BPA call level.
Q4)Sample Handling – Hazardous or Specialized Materials - Will the Government provide any pre-identification or Material Safety Data (MSDS) information for samples containing potentially hazardous or regulated contaminants (e.g., PFAS, explosive residues, radionuclides), or should the contractor treat all samples as non-potable with unknown content by default?
A4)All samples should be treated as non-potable water and all constituents are of unknown levels. We will request relevant analyses. Any sample that is suspected to be of high concentration will be noted on the COC and communicated with the contractor in advance of shipment.
Q5)Sample Volume Requirements - Will there be standard sample volume or mass requirements (e.g., mL or grams per sample) communicated with each BPA Call, or should offerors assume standard EPA method-prescribed volumes unless otherwise stated?
A5)We will provide the standard sample volume for EPA method extractions. In cases where extremely low limits are required, we will provide additional sample to meet those limits.
Q6)Data Formatting and EDD Validation - Technical Exhibit B provides specifications for Element DataSystem-compatible Electronic Data Deliverables (EDD). Will the Government provide a sample EDD file or validation template to verify structure and formatting prior to first task order?
A6)Yes, we can provide a sample file. All rules listed in the specifications table will need to be met in order to the file to import into our database. This is a general structure for rules to generate.
Q7)QC Reporting Expectations - Are all associated Quality Control (QC) elements (e.g., surrogate recoveries, method blanks, duplicates, spikes) expected to be included in every delivery, or only when required by the analytical method and EPA protocol?
A7)All associated QC elements are expected on each report, additionally CCVs may be required for certain district samples.
Q8)Non-Routine Analyses - Some analyses listed (e.g., radiologicals like Radium-226/228, Gross Alpha/Beta) may not be commonly requested. Will such analyses be required under routine task orders, or are they expected only for rare/special projects?
A8)These are non-routine sampling; all of these requests will be coordinated in advance and will be listed on the delivery orders.
Q9)Sample Return and Retention - Are there any requirements for sample return or minimum retention timeframes post-analysis in the event of reanalysis requests or disputes? If so, what are the expectations for storage conditions?
A9)Samples are not expected to be returned, except in rare special occasions. This will be communicated in advance. All samples shall be stored according to EPA guidelines and can be disposed of 30 post reporting.
Q10)Shipping and Cooler Coordination - Will the Government coordinate shipment of samples using its own carrier account and tracking, or will the contractor be expected to manage pickup and logistics? Also, will USACE provide tracking info for timely returns of coolers?
A10)USACE will coordinate and pay for all shipping to the lab, all government owned coolers are expected to be returned within 10 business days of arriving to the labs.
Q11)Custom Reporting Needs - Besides the required Excel and PDF data deliverables, does the Government anticipate requesting custom summary reports (e.g., by analyte class, site, or batch) at the BPA Call level? If so, are there formatting templates or historical examples available?
A11)The PDF and excel files are due with every report, occasionally a level 4 report will be requested. This will be listed in the requirement of the delivery order.
Q12)We would like to inquire about the meeting referenced in sections 1.7 and 1.7.1. Could you please clarify whether this meeting will be held online or require in-person attendance?
A12)Online no in-person meetings will be required.
