About this file

This is a Questions and Answers document for a federal contracting opportunity involving a Blanket Purchase Agreement (BPA) for electrical supplies.

The contract is confirmed to be a five-year Blanket Purchase Agreement starting from the date of award, covering supplies only with no installation, maintenance, or support services included. The electrical supplies encompass a broad range of items including electrical boxes, bases, conduit, connectors, switches, fuses, distribution equipment, controls and signaling equipment, video/audio and lighting systems, security equipment, electrical motors and controls, utility poles and hardware, wire/cable, relays, tools, fasteners, transformers, insulators, grounds, sensors, and HVAC items. Pricing must be submitted in accordance with Section L of the Solicitation, and contractors should refer to the price schedule for specific line items rather than the general contract description list.

Regarding proposal submissions, completed Past Performance Questionnaires must be submitted with proposals as specified in Section M Paragraph 3.0 B(2)(b). The government did not directly address whether contractors pursuing multiple BPAs (Electrical, Hardware, etc.) can use the same Customer Past Performance Questionnaire for each BPA or provide guidance on preferred subject line formatting for consolidated submissions, indicating contractors should follow the standard submission requirements outlined in the solicitation documents.

Questions

1. You mentioned that this is a 5-year contract — could you please confirm the exact duration of the contract?

2. Regarding the line items, should we refer specifically to those listed on the price schedule, or should we also include the items mentioned in the contract description, such as:

o Electrical boxes, bases, conduit, connectors o Switches, fuses, distribution equipment o Controls and signaling, video/audio, lighting, security o Electrical motors and controls, utility poles and hardware o Wire/cable, relays, tools, fasteners, transformers, insulators o Grounds, sensors, and HVAC items

3. Will this contract cover products only, or are you also requesting related services (e.g., installation, maintenance, support)?

4. If a contractor is going after more than one BPA (Electrical, Hardware, etc.), can the contractor use the same Customer Past Performance Questionnaire for each one?

o We are trying not to completely overwhelm our customers with a requirement to fill out 5 PPQs and send them in 5 separate emails within 2-3 weeks.

o Our preference would be for the customer to fill out one PPQ with data from each of the up to 5 BPAs in the Administrative data at the top. And then be able to send out a blanket email with each of the BPA POCs (like yourself) in the ‘to’ line. The only concern here would be the subject line.

o Would the Government be amenable to this?

o o If we were authorized to do this, how would the Government like the subject line to read?
