About this file
This document is a Questions and Answers file for a federal solicitation (W912HZ25Q0612) for Wire Arc Additive Manufactured (WAAM) Parts. The solicitation is a 100% Small Business set-aside for manufacturing industrial machinery, with responses due by 1:00 PM CST on 23 June 2025. Key technical details include nondestructive testing requirements, welding specifications (using AWS and ASME standards), and manufacturing expectations for a component approximately 40-50mm in size, using ER70S-6 steel wire.
The document provides clarifications on various technical and procedural aspects, including government inspection protocols (once during manufacturing and once before shipment), delivery location in Galveston, TX, and submission requirements. The award will be made to the technically acceptable offeror with the lowest quote, with a preliminary build timeline of 7 weeks after receipt of order. Offerors are required to submit a detailed quote including technical descriptions, pricing, shipping costs, and delivery estimates via email to specific USACE contacts.

The following questions and answers are provided for informational purposes only:
Question #1: Our engineering department is requesting clarification on the nondestructive testing. Can you please specify the required techniques and the procedural specification and acceptance specification for each technique?
Answer #1: NDE will only be required for manually welded components or splices. If the component is manually welded, the component will be subjected to x-ray imaging for defects according to AWS D.1.5.
Question #2: To further elaborate on the request, the SOW mentions both AWS D1.5 and AWS D20.1 for acceptance criteria. We would like clarification on what procedure and acceptance criteria are being applied and to what process step (i.e. is the reference to AWS D1.5 only application if the component is spliced?)?
Answer #2: ASME BPVC SEC IX article VI 'Material Manufacturing Using Wire-Additive Welding’ governs. AWS D1.5 and AWS D20.1 are only if the component needs to be manually spliced/welded. This particular component should be capable of being manufactured without a manual weld/splice and therefore would not need AWS D1.5 and AWS D20.1.
Question #3: While Galveston, TX is mentioned for estimating cost, will a more exact delivery address be provided at the time of award for logistical planning?
Answer #3: Yes, specific delivery location will be provided at time of award. Galveston, TX can be used for budgetary purposes.
Question #4: Are there any preferred time windows or protocols for Government inspection during fabrication, or will these be coordinated post-award?
Answer #4: Inspections will happen once during build, date to be determined after award, and once before shipment of component.
Question #5: Should we quote only the WAAM-printed part with machining stock, or is the final machined finish (as per 2D drawings) to be included?
Answer #5: Cost breakdown for as-printed with machining stock and separate final machining should be provided with associated lead times.
Question #6: Can you confirm the scale of the object to be around 40-50mm? What material is it made from?
Answer #6: All dimensions are provided in the drawing and all material specifications are outlined in the Description of Requirement (DOR) document which has also been provided.
Question #7: The SOW and drawings specify ER70S steel (min Su 60 ksi / Sy 45 ksi). Will ER70S-6 (AWS A5.18) wire satisfy the requirement, or is an alternate chemistry preferred?
Answer #7: ER70S-6 will satisfy the requirement.
Question #8: Please confirm that the below tolerances are current? We read the drawings as:
o Ø 3.50 ± 0.002 in upper pintle bore concentric to Ø 2.25 ± 0.002 in lower bore within 0.003 in T.P.
o ± 1⁄8 in on all other features.
Answer #8: All dimensions and tolerances in the drawings are current. Final sign off on part manufacture will be made during kickoff meeting after award.
Question #9: The SOW calls for FOB Galveston, TX, NLT 5 weeks ARO. Our preliminary build plan (print → stress-relief → finish-machine → NDT → crate) can meet 7 weeks ARO with progress milestones.
Is a 7-week schedule acceptable, or will ERDC consider best-value proposals that include an accelerated yet realistic timeline?
Answer #9: Per the solicitation, “Basis of Award: Award(s) will be made to the offeror(s) that are technically acceptable and provide the lowest quote as stated above.” 7-week ARO schedule will be considered.
Question #10: Does ERDC require in-process witness (e.g., at WAAM facility for pre-weld, mid-build, post-SR) or only final inspection upon delivery?
Answer #10: Government personnel will inspect the component once during the manufacture process and once after completion prior to shipment.
Question #11: Unless directed otherwise, we plan to submit a letterhead FFP quote with a manufacturing/inspection plan and teaming LOI. Please advise if an SF 1449 or other form is preferred.
Answer #11: Please refer to the “Instructions to Offerors” section within the Solicitation which states “Offers may be submitted in writing on letterhead stationery, or as otherwise specified in the solicitation.”.
