About this file
This document contains industry questions and government answers related to a federal contract opportunity to repair concrete beams and piles at the Field Research Facility (FRF) in Duck, North Carolina.
The key details are:
- The repairs are to address moderate and major spalling and delamination on the concrete platform piles and ramp beams supporting the FRF's main office building.
- The scope of work includes applying two layers of FRP wrapping to the piles, repairing the precast concrete beams on the ramp, and addressing any needed repairs to the girders and slabs where the beam delamination extends.
- The contractor will be responsible for providing portable toilets, power for an onsite office trailer, and barricading the work area with 4' orange safety fencing.
- The anticipated project start date is October, with no need for heated enclosures for concrete curing.
- All foreign national workers must complete the required approval process.

1. It is our understanding that structural strengthening is not generally required. However, the RFP notes that two layers of FRP should be applied to the tops of piles (Task 2.7), with the ver cal extent to be determined in the field. Based on our site discussions, it seems this FRP applica on is intended to enhance the pile’s structural integrity, rather than address any capacity issues. Are there specific design criteria for the FRP, or are we simply adding two layers with a ver cal extent matching the extent of the repairs?
Two layers of carbon fiber per pile from the top of the piling 6’ down are required as specified in Task 2.7., however, varia ons may be allowed if agreed upon by both par es approved by the government.
For Example: one pile has only 2’ exposure above grade. If the cracking is discovered to stop 3’ from the top, only 4’ of wrap may be required. The wrap having covered 1’ beyond the area of cracking.
2. Ramp repairs (Task 1) are limited to precast concrete beams only. Repairs to the ramp girders and slabs are not included in the scope. From our site observa ons, there are limited repairs to the girders and slabs may be necessary as the beam’s delamina on extends into these areas, although their deteriora on does not seem as severe as the beams. For clarifica on, any precast beam repairs that extend into the girders and slabs should or should not be repaired to make the en re delamina on repair complete?
Any precast beam repairs that extend into the girders and slabs should be repaired to make the en re delamina on repair complete.
3. Several of the steel bracket assemblies connec ng the beams to the girders were severely corroded.
Designing repairs for these elements is not included in the scope. While the concrete is removed around the steel brackets, exposing the back of the bracket (concrete side) and embedded bolts of the bracket, should these brackets be included for surface prepara on and painted with a cold-galvanized paint before the new concrete is placed?
These bolts (concrete side) should be included for surface prepara on and painted before the new concrete is placed?
4. Is our Scope of Work (SOW) based solely on the repair quan es outlined in the RFP?
The SOW is designed to repair the specific members described therein. The quan ty of patch material is generously es mated to deter an expansion of scope.
5. Is the contractor responsible for providing portable toilets on site?
Yes
6. Will the sta on provide power for an onsite office trailer?
Yes
7. Can the contractor close off our work area with cau on tape and cones or will fencing or a different type of barricade be required?
4’ orange Guardian safety fence or equivalent will be required around the work zone.
8. Will parking be provided for a company vehicle to include an addi onal 3 to 4 personal employee vehicles?
Parking on site will be provided for all contract personnel.
9. How far down in depth will the sand around the piles need to be dug to verify that the concrete delamina on has not extended beyond the sand top surface?
2’
10. When is it an cipated that the project would start? If it is late winter, heated enclosures may be needed for proper concrete curing. Please advise?
It is an cipated that the project will start in October and heaters should not be required.
11. What is the security level required for the work force at the facility? Does it require only American ci zens?
All foreign na onals must complete the ERDC Foreign Na onal Visitors Approval form and hold a valid passport or USPR card.
