(End of Summary of Changes)
The following items are applicable to this modification:
ADDITIONAL INFORMATION
1. Due to the exposure to soot and smoke from the source, all cellulose ceiling tiles and batt insulation throughout the affected area.
Answer: The laboratory would like this to be performed as stated in the performance work statement. The cleaning must be a top-to-bottom approach. Loose insulation above the primary room and ceiling tiles in the primary room shall be removed as stated. No other ceiling tiles or insulation shall be removed.
2. All HVAC flexible ducting and ceiling grid will need to be removed to facilitate the cleaning of the dead space between the suspended ceiling and the underside of the roof.
Answer: Follow the performance work statement requirements.
3. It is our opinion that the roof insulation may not need to be replaced but could be cleaned. (The insulation has a vinyl covering that unless the coating is compromised should inhibit any smoke odor from being absorbed into the insulation itself.)
Answer: As indicated in the performance work statement, cleaning should be top-to-bottom approach so cleaning the vinyl covering is appropriate. Any areas above the primary smoke area that are compromised and can't be cleaned, should be noted in findings for the government and not removed or replaced.
4. Source room demolition(in addition to above work)
a. The north and east sheetrock walls in the source room should be replaced. All cabinets mounted to these walls would need to be removed, cleaned and stored until re-construction is finished.
Answer: No demolition or wall removal shall occur. Cleaning should be performed as best as possible. The cabinets above the source area shall be removed and cleaned to allow cleaning of the wall.
b. Source cabinetry and countertop will be removed and disposed of.
Answer: Source cabinetry and countertops shall be cleaned as well as possible. No cabinetry or countertops will be disposed.
c. A seal coating would be recommended for the source room once all demo and cleaning was completed to help with any remaining odor Answer: No seal coatings will be performed for this contract.
5. Ceiling grid, batt insulation, flexible ducting and ceiling tiles – will the restoration company or your contractor be responsible for replacing these items?
Answer: The vendor shall replace the flexible ducts and the government will be responsible for replacing the other items.
6. All contents will need to be removed from the affected area – cleaned, odor treatment performed(Ozone) and stored until all structural cleaning and floor refinishing is completed.
Answer: The laboratory benches and the cabinetry shall not be removed. The building shall be cleaned to the best of the vendors ability.
a. Storage may be in an internal used area or externally in PODS or other area.(PODS provides safer handling due to the amount of loading, Relocating and unloading that must occur when using a separate location.)
Answer: The government has a storage area if needed.
7. Roll off dumpsters will need to be placed in the adjacent(west side) parking area for debris disposal.
Answer: As indicated in the PWS, site access for dumpster delivery and removal must be arranged with the COR or TPOC in advance. The government shall ensure the area indicated by the vendor is available for the placement of the dumpster.
8. HVAC unit and trunk line cleaning will be performed utilizing industry standard duct cleaning techniques.
Answer: This is appropriate as indicated in the PWS.
9. All equipment/instrumentation or other items MUST be identified in the SAME manner as to the ability to clean and or move.
a. Anything not tagged will be considered as movable from the area for cleaning and storage.
b. Any lab equipment that is moved would likely need to be recalibrated once placed back in facility for use.
Answer: The government shall use the same labeling system in all areas. For comments in A and B, the government is aware of both situations.
10. Deodorization of the entire affected structure will be achieved utilizing a hydroxyl generator. ERDC personnel MUST determine if the usage of this process could negatively impact any equipment/instrumentation.
Answer: A hydroxyl generator has been approved for deodorization.
11. The initial scope of work lists approved cleaning products that are to be used on this project. These products are all Servpro branded products and cannot be located for purchase online. We utilize products that utilize the same basic chemical composition and are routinely utilized by mitigation contractors nationwide. SDS sheets for these products can be provided.
Answer: The SDS for any cleaning product shall be submitted to the government for review and approval.
This contract does not require a specific brand of cleaning supplies however the government shall review the products to be sure that they do not negatively affect any instrumentation or research being conducted.
12. Any items determined to be non-salvable will be documented and set aside for ERDC personnel to determine final disposition.
Answer: The government is in agreement with this statement.
13. Utilizing the exterior exits on the north side of the building will provide the best route for removal of debris and items destined for storage.
a. The west side exit/entry door will be used for the removal of debris and items to be stored in areas located along the north/south hallway.
Answer: The government is in agreement.
14. What are the Payment terms?
Answer: Please see 52.212-4.
15. What is the Contract Value?
Answer: Contract value will be determined at the time of award.
16. The job has to be completed within 7days, after the bid is awarded.
Answer: The vendor shall propose the timeframe that is needed to complete the work.
17. How strict is this 7 day time frame?
Answer: The vendor shall propose the timeframe that is needed to complete the work.
18. All furniture must be removed from the building to be cleaned.
Answer: The government would need a definition of furniture. If furniture refers to chairs, they can be moved outside to be cleaning. Other furniture shall be cleaned in place.
19. Does this include appliances?

20. If furniture can be cleaned properly, does it still need to be taken outside of the building?
Answer: No, it can remain in the building.
21. Can the loss be walked and scoped before submitting a bid?
Answer: This was allowed on Thursday, 21 March at 1:00pm per amendment 0002.
22. Will the ceiling tiles and grid be replaced by contractor? I saw where removal was included but didn’t see where it mentioned replacing?
Answer: Removal in the affected area but no replacement.
23. The flex ducting will be removed and replaced is included in the scope. Can you provide the linear feet of flex ducting and size of ducting to be replaced?
Answer: The linear feet is unknown. A walk through was allowed on Thursday, 21 March at 1:00PM per Amendment 0002.
24. In the SDS list of chemicals approved to be used I see multiple “ServPro” labled chemicals. Does ServPro have some sort of a contract with you guys already in place for this?
Answer: There is no Servpro contract in place. This is just a list of chemicals that had been approved for use by the laboratory. The SDS for any cleaning product shall be submitted to the government for review and approval. This contract does not require a specific brand of cleaning supplies however the government shall review the products to be sure that they do not negatively affect any instrumentation or research being conducted.
25. What type of flooring is throughout the facility? Is it all VCT? Concrete? Any carpet?
Answer: The floor is VCT. No carpet.
26 Are there any incumbents?
